Daytime Travel Restrictions Next Week on U.S. 422 and Route 23 in Valley Forge Area for Delivery and Setting of Bridge Beams
Daytime Travel Restrictions Next Week on U.S. 422 and Route 23 in Valley
Forge Area for Delivery and Setting of Bridge Beams
9/29/2016-KING OF PRUSSIA
Daytime travel restrictions will be in place next week on westbound U.S.
422
between the Route 23 (Valley Forge Road) and Route 363 (Trooper Road)
interchanges in Upper Merion and West Norriton townships, Montgomery
County,
and at the interchange of U.S. 422 and Route 23 (Valley Forge Road) for the
delivery and setting of 14 new concrete bridge beams, the Pennsylvania
Department of Transportation (PennDOT) said today.
The operation to lift and set concrete beams for the new bridge under
construction to carry westbound U.S. 422 is associated with PennDOT's $97.4
million project to build new, wider structures to improve travel for U.S.
422
motorists crossing over the Schuylkill River, Norfolk Southern Railroad,
South
Trooper Road and the Schuylkill River Trail. The project also includes
improving U.S. 422 between the Route 23 (Valley Forge Road) and Route 363
(Trooper Road) interchanges; upgrading Route 23 (Valley Forge Road) at its
interchange with U.S. 422; and improving ramps at the Route 363 (Trooper
Road),
Route 23 (Valley Forge Road) and First Avenue interchanges.
On Monday, October 3, Tuesday, October 4, Thursday, October 6, and Friday,
October 7, from 9:00 AM to 3:00 PM, the far right lane on U.S. 422 west
will be
closed between the Route 23 (Valley Forge Road) and Route 363 (Trooper
Road)
interchanges.
In addition, there will be brief, intermittent closures of the U.S. 422
east
off-ramp to Route 23 (Valley Forge Road) and traffic stoppages on Route 23
(Valley Forge Road) at the U.S. 422 Interchange when each of the new
158-foot-long concrete beams are delivered. Motorists traveling east on
U.S.
422 during this operation are advised to exit at the First Avenue
Interchange
during times when the off-ramp at Route 23 (Valley Forge Road) is
temporarily
closed. Four beams are scheduled to arrive on Monday, October 3 and
Thursday,
October, 6, and three beams are to arrive on Tuesday, October 4, and
Friday,
October 7.
PennDOT's contractor will set the 14 concrete beams in place shortly after
each
delivery truck arrives and parks on the right lane of the westbound U.S.
422
bridge over the Schuylkill River.
Motorists are advised to allow additional time for travel on U.S. 422 and
Route
23 (Valley Forge Road) during this operation because slowdowns may occur.
The
contractor's work schedule is dependent on the weather.
PennDOT began construction on this transportation improvement project in
February 2016 and the project is scheduled to finish in May 2020. Without
the
passage of Act 89, Pennsylvania's transportation plan, construction on this
project would not have begun before 2018.
J.D. Eckman, Inc. of Atglen, Chester County, is the general contractor on
the
$97,380,711 contract, which is financed with 80 percent federal and 20
percent
state funds.

PennDOT, City of Harrisburg and Carnegie Mellon University Hold Automated Vehicle Demo at Capitol Complex
PennDOT, City of Harrisburg and Carnegie Mellon University Hold Automated
Vehicle Demo at Capitol Complex
9/28/2016-HARRISBURG
The Pennsylvania Department of Transportation (PennDOT), the City of
Harrisburg, and Carnegie Mellon University (CMU) today highlighted safety
and
technology advances by conducting an Automated Vehicle demonstration at the
Capitol in conjunction with the Pennsylvania Safety Symposium.
Several members of the General Assembly took rides in CMU's automated
Cadillac
SRX SUV on a longer than 1-mile route around the Capitol Complex. The
automated
vehicle with a CMU researcher at the wheel drove itself and negotiated the
busy
pedestrian streets and eight traffic signals around the Capitol.
"CMU's research has helped attract technology companies to Pennsylvania and
positioned Pittsburgh especially as a research center for developing a safe
and
effective automated vehicle," said PennDOT Secretary Leslie S. Richards.
"PennDOT is committed to overseeing these developments in a way that safety
is
never compromised but encourages ongoing research to remain here."
Carnegie Mellon University has been at the forefront of automated vehicle
research and development for more than 30 years. The university has filed
more
than 140 invention disclosures for related technologies and has created 14
generations of self-driving vehicles. The institution aims to save lives,
restore independence to the disabled/elderly, and make commutes more
productive
through automated vehicles.
"Automated vehicles eventually will play an important role in elevating the
quality of life in urban areas," said James H. Garrett, dean of Carnegie
Mellon
College of Engineering. "These vehicles will communicate with each other
and
with a city's other transportation systems including mass transit vehicles,
bridges, traffic lights, parking garages, etc. This advanced connectivity
and
autonomy being researched here at Carnegie Mellon will result in safer,
more
efficient and more integrated set of transportation systems."
Harrisburg Mayor Eric Papenfuse was among the officials scheduled for a
demonstration ride.
"It is exciting that Harrisburg will be in the forefront of technology by
being
one of the main testing grounds for autonomous vehicles," he said. "The
testing is being done on one of our busiest corridors, and we are
cooperating
fully to ensure the cars are as safe as possible for both riders and
pedestrians. "
Last week, the National Highway Traffic Safety Administration released its
112-page "Federal Automated Vehicles Policy – Accelerating the Next
Revolution
in Roadway Safety," further highlighting highway safety's future direction.
More details about the policy may be found at www.transportation.gov/AV
Richards noted that Pennsylvania's Autonomous Vehicle Policy Task Force
will
work to align the federal guidance with pending policy recommendations, and
the
guidance does not impact testing underway in Pennsylvania by CMU and Uber.
Current testing is permitted under Pennsylvania law, but the General
Assembly
will need to enact authorizing legislation to give PennDOT the power to
adopt
policies overseeing more advanced testing.
"With federal guidance falling into place for operating automated vehicles,
CMU
will continue to build on our technical strengths and leadership in
automated
vehicles," said Raj Rajkumar, professor of electrical and computer
engineering
at Carnegie Mellon who led the development of the self-driving Cadillac.
"We
look forward to working with PennDOT to advance transportation safety."
Pennsylvania's Autonomous Vehicle Policy Task Force is made up of
representatives from federal, state and local government, law enforcement,
technology companies, higher education, manufacturers, motorists and
trucking
groups, and academic research institutions. The group expects to deliver
policy
recommendations to Richards this fall.
Concurrent with the demonstration, Pennsylvania's Safety Symposium took
place
at the Crown Plaza in Harrisburg. It featured a full day of safety topic
discussions including bicycle/pedestrian safety, impaired driving,
enforcement,
and speed management. Participants also had an opportunity to give feedback
on
PennDOT's Draft Strategic Highway Safety Plan Update.
Various studies and research have pointed to automated and connected
vehicles
as having environmental and travel benefits in addition to reducing human
error
in driving. Vehicle functions such as maintaining more consistent speeds,
communicating with infrastructure or other vehicles, and allowing highway
officials to eventually to invest less in engineering solutions related to
human behavior (such as rumble strips) are examples of other potential
benefits
of expanding these technologies.

policies overseeing more advanced testing.

PennDOT Plan Seeks To Improve Travel Between King of Prussia and Philadelphia by Road, Rail and Trail
PennDOT Plan Seeks To Improve Travel Between King of Prussia and
Philadelphia by Road, Rail and Trail
9/27/2016-KING OF PRUSSIA
PennDOT Secretary Leslie S. Richards today announced a long-range,
comprehensive, multi-modal transportation management plan designed to
enhance
travel along the Interstate 76 (Schuylkill Expressway) Corridor between
King of
Prussia and Philadelphia. The plan includes expanded public transit,
improved
traffic management on I-76 and local roads, and potential trail
improvements.
"The importance of this corridor to the Philadelphia region cannot be
overstated and it's imperative that we take advantage of new technologies
and
partner with SEPTA and other key stakeholders to offer citizens more
attractive
options for travel between Philadelphia and the northwest suburbs,"
Richards
said.
"This corridor-wide strategy consists of several elements to improve travel
whether you're driving on the expressway, riding SEPTA's regional rail, or
bicycling along the Schuylkill River Trail," she added.
Richards said the transportation management plan includes several
components,
including the deployment of Active Traffic Management (ATM) technologies on
I-76; expansion of public transit service along the Manayunk/Norristown
regional rail line; the modernization of traffic signal systems along
several
roadways running parallel to the expressway; and potential trail
improvements.
PennDOT plans to employ a series of ATM strategies on the four-lane,12 mile
section of I-76 in Montgomery County to enhance multi-modal travel and
safety,
and SEPTA intends to enhance service on the Manayunk/Norristown Regional
Rail
line. With the purchase of new electric locomotives and bi-level rail cars
expanding the SEPTA rail fleet and infrastructure improvements, SEPTA will
improve service frequency on this rail line. The enhanced rail service is
expected to improve customer service and generate greater ridership.
In partnership with SEPTA, PennDOT also plans to provide real-time transit
information on electronic message signs along I-76 in conjunction with
SEPTA's
potential deployment of a Smart Parking pilot program at a new garage and
station targeted to be built in Conshohocken near the existing regional
rail
station. The message board displays will inform motorists of transit
station
parking availability and real-time train departure times to better inform
citizens of transit travel options. The station will also provide bicycle
storage facilities as the station is directly adjacent to Schuylkill River
Trail.
PennDOT also proposes to modernize traffic signal systems on several roads
running parallel to I-76 between King of Prussia, Norristown and
Philadelphia
to control signal operations in real-time during incidents on the
expressway.
New signal systems, which would be owned and managed by PennDOT, are
targeted
for Ridge Pike, Route 23, Swedeland Road, Route 320, U.S. 202/DeKalb Pike,
South Gulph Road, Henderson Road, Fayette Street, Ridge Avenue, Henry
Avenue,
Belmont Avenue, and U.S. 1/City Avenue. The new signals are expected to be
installed in two-to-four years.
Initially, PennDOT will advance an early-action project to install variable
speed limits and queue detectors on I-76 between the Pennsylvania Turnpike
Interchange at Valley Forge and U.S. 1 (City Avenue) to smooth traffic and
enhance safety. Construction is expected to start in late 2017, with the
systems becoming operational by late 2018. The construction estimate is
$2.2
million.
This project consists of installing a series of electronic signs on I-76 to
display official speed limits that can change based on real-time
expressway,
traffic and weather conditions to improve traffic flow and warn drivers to
changing travel conditions. Queue detectors will provide real-time displays
of
electronic warning messages, coupled with flashing lights, to alert
motorists
of significant slowdowns ahead to reduce sudden stopping and the potential
for
rear-end crashes.
These new devices will operate in conjunction with the Intelligent
Transportation System (ITS) components in place on I-76 in Montgomery
County
and Philadelphia. The existing ITS equipment includes 42 highway cameras,
nine
electronic message boards, 14 travel time readers, 58 incident detectors,
and
two expressway safety patrol tow trucks.
In addition, PennDOT will start preliminary engineering this fall to
transform
the outside shoulders of I-76 into part-time travel lanes between the
Pennsylvania Turnpike Interchange at Valley Forge and Interstate 476, and
on
I-76 west between U.S. 1/Roosevelt Boulevard and Belmont Avenue
interchanges.
"Part-time shoulder use is currently in place in 16 states across the
country
and we plan to implement it on I-76 to help reduce congestion," Richards
said.
"Our project team will work closely with the Pennsylvania State Police and
local emergency service responders to obtain their input and guidance
because
driver safety is of paramount importance. We also will communicate with
state
transportation agencies that currently use shoulders as travel lanes to
obtain
more insights into their experiences."
Richards said $125 million in funding is programmed for this initial
part-time
shoulder use project on I-76 and for the installation of additional ATM
strategies on I-76. Construction is expected to start in approximately five
years.
PennDOT also will examine part-time shoulder use on I-76 east of the I-476
Interchange when more funds are identified in the future.
To complement part-time shoulder use on I-76, PennDOT may include these
additional ATM strategies:
• Ramp Metering: Red and green traffic signals to control the frequency
with
which vehicles enter the flow of traffic from entrance ramps to increase
vehicle throughput during peak hours and increase expressway speeds;
• Junction Control: The use of overhead electronic signs over travel lanes
to
regulate or close lanes at merge areas to improve traffic flow at high
volume
interchanges, including U.S. 202/U.S. 422, I-476 and U.S. 1 north and
south. It
establishes lane priority at interchanges and makes shoulders available for
use. This strategy can change based on the relative demand on the mainline
and
ramps during different hours of the day;
• Dynamic Lane Assignments: Overhead electronic signs provide information
for
each travel lane on the expressway to identify open lanes and alert drivers
of
upcoming lane closures due to crashes or disabled vehicles;
• Multi-Modal Enhancements: Utilize various modes of travel (automobile,
public
transit, bicycle, walking) and take advantage of viable transportation
options
along the I-76 corridor, including the Schuylkill River Trail and other
nearby
trails. PennDOT will work to convene a Schuylkill River Trail Master Plan
Summit with our partners at the Delaware Valley Regional Planning
Commission,
Montgomery County, Philadelphia, the Bicycle Coalition, and the local
municipalities to identify the needs and priorities of the heavily used
trail
which is used for both recreation as well as commuting.
PennDOT's I-76 ATM plan developed from a feasibility study of I-76 in
Montgomery County. The study, which began in late 2014 and was completed
earlier this month, examined the viability and potential benefits
associated
with applying certain technologies and operational changes on the
expressway.
Motorists can check conditions on more than 40,000 roadway miles by

Walnut Lane Roundabout at Park Line Road to Close for Reconstruction in Philadelphia
Walnut Lane Roundabout at Park Line Road to Close for Reconstruction in
Philadelphia
9/23/2016-KING OF PRUSSIA
The newly reconstructed Walnut Lane roundabout and bridge will reopen on
Tuesday afternoon, September 27, in Philadelphia , the Pennsylvania
Department
of Transportation (PennDOT) today announced. The Walnut Lane bridge has
been
closed for construction since April 1, 2016, and the roundabout closed
Saturday, August 27,
The work is part of PennDOT's $14.7 million project to rehabilitate the
historic Walnut Lane Bridge over Wissahickon Creek in Philadelphia. Crews
will
continue to work to construct a new sidewalk on the bridge and make repairs
to
the concrete arch.
The reconstruction of the roundabout will enhance travel and safety by
calming
traffic as it enters and exits the roundabout and providing better
pedestrian
access. The work included resurfacing the roundabout approaches; installing
new
sidewalks; installing curb ramps; reconstructing and landscaping the center
island; relocating a water main and inlets; and installing new fire
hydrants.
Construction began in November 2015 to rehabilitate the bridge by removing
the
existing bridge deck and replacing it with a new concrete deck. The plan
also
includes replacing the existing sidewalk, sidewalk supports and balustrade
railing, and repairing the support abutments and piers with formed concrete
to
match the architectural line and texture of the existing abutments and
piers.
The existing plaque at the southwest corner of the bridge is being
maintained,
and the damaged plaque at the northeast corner is being replaced with a
replica
plaque. The contractor also is installing new tear-drop street lights, and
removing the existing temporary structure under the bridge over Forbidden
Drive.
The six-span Walnut Lane bridge was built in 1907. The concrete arch
structure
is 565 feet long and 60 feet wide. It carried 16,810 vehicles a day prior
to
its closing.
Buckley and Company, Inc. of Philadelphia is the general contractor on the
$14,769,654 contractor which is funded with 100 percent federal funds. The
project is expected to finish in August 2017.
