PennDOT - District 6 News: PennDOT to Begin I-95 Ramp Reconstruction Project at Betsy Ross Bridge in Philadelphia

An update has been published to District 6 News on the PennDOT website. Please see below for details.

PennDOT - District 6 News

PennDOT to Begin I-95 Ramp Reconstruction Project at Betsy Ross Bridge in Philadelphia

King of Prussia, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that construction will begin Wednesday, June 3, on the $93.6 million Interstate 95 Section BR2 project that will continue ramp reconstruction and improvements at the Betsy Ross Bridge Interchange in Philadelphia.

"Improving the ramp system will improve the efficiency of traffic movement at this interchange by helping complete the direct connections between the Betsy Ross Bridge, Interstate 95 and Aramingo Avenue while eventually establishing new access to the bridge and the interstate from Torresdale Avenue by way of the new extension of Adams Avenue," District 6 Executive Kenneth M. McClain said.

On Wednesday, June 3, and Thursday, June 4, from 9:00 PM to 6:00 AM the following morning, single lane closures will be in place on northbound and southbound I-95 between the Bridge Street and Allegheny Avenue interchanges as crews set up work zone signs in the vicinity of the Betsy Ross Bridge Interchange.

Work on this project will be in accordance with Centers for Disease Control and state Department of Health guidance as well as a project-specific COVID-19 safety plan, which will include protocols for social distancing, use of face coverings, personal and job-site cleaning protocols, management of entries to the jobsite, special signing, and relevant training.

Over the coming weeks, PennDOT's contractor will complete the I-95 work zone set up and begin preparations for the start of ramp construction this summer to replace the following ramp structures:

  • Northbound I-95 to the Betsy Ross Bridge;
  • The Betsy Ross Bridge to southbound I-95;
  • The Betsy Ross Bridge to northbound I-95; and
  • Aramingo Avenue to southbound I-95.

No long-term lane closures are planned on I-95 for the BR2 project, but periodic off-peak lane restrictions will be in place for certain construction activities. In addition, three of the impacted ramps will be closed and detoured during various stages of the Section BR2 project beginning this summer.

PennDOT next week is starting an additional I-95 reconstruction project between Levick Street and Carver Street, at the northern half of the adjacent Bridge Street Interchange. Lane closures will be in place Monday, June 1, through Friday, June 5, from 8:00 PM to 5:00 AM the following morning on northbound and southbound Interstate 95 at the Bridge Street Interchange for activities to prepare a long-term traffic pattern with three lanes in each direction for reconstruction at the northern end of that interchange.

Buckley & Company, Inc, of  Philadelphia, is general contractor on the Section BR2 project which is financed with 100 percent federal funds.

Section BR2, the second of five contracts to improve the interchange's ramps and reconstruct mainline I-95 at the at the Betsy Ross Bridge Interchange, is expected take approximately two-and-a-half years to complete.

During BR2 construction, the ramp from the bridge to northbound I-95 and the ramp from Aramingo Avenue to southbound I-95 will be closed and detoured for approximately 10 months during the latter stages of the project. The ramp from the bridge to southbound I-95 will be closed for approximately 15 months in the middle of the project.

One lane on the ramp from northbound I-95 to the bridge will remain open while the structure over the Frankford Creek is replaced. The ramp from southbound I-95 to the bridge will be unaffected by construction and will remain open, along with access to and from the bridge from Richmond Street.

In 2023, construction is scheduled to begin on the ramps from the bridge and from Aramingo Avenue to northbound I-95 under the Section BR3 project, the final phase of ramp improvements at this interchange.

An update has been published to District 6 News on the PennDOT website. Please see below for details.

PennDOT - District 6 News

I-95 Nighttime Lane Closures Next Week for Construction at Bridge Street Interchange in Philadelphia

King of Prussia, PA – Lane closures will be in place Monday, June 1, through Friday, June 5, from 8:00 PM to 5:00 AM the following morning on northbound and southbound Interstate 95 at the Bridge Street Interchange in Philadelphia for construction activities to prepare a long-term traffic pattern for reconstruction at the northern end of the interchange, the Pennsylvania Department of Transportation (PennDOT) announced today.

Work on this project, I-95 Section BS1, will be in accordance with Centers for Disease Control and state Department of Health guidance as well as a project-specific COVID-19 safety plan, which will include protocols for social distancing, use of face coverings, personal and job-site cleaning protocols, management of entries to the jobsite, special signing, and relevant training.

Over the next several weeks, construction crews will work at night to remove rumble strips from the southbound lanes and complete other construction activities on the southbound side and in the median area. This work will prepare the west side (southbound) of I-95 to carry three lanes of traffic in each direction during reconstruction beginning this summer of the northbound lanes and two bridges between Levick and Carver streets.

Northbound reconstruction is scheduled to be completed in fall 2021. Following a shift of six lanes of traffic onto the rebuilt northbound side of I-95, southbound pavement and bridge reconstruction will get underway, with the entire project scheduled for completion in late 2022.

Utility relocation crews also may be present along Tacony Street between Levick Street and Bridge Street during daytime operations to replace or relocate water and sewer lines or other utilities. Single lane closures may be in place on Tacony Street for these activities Mondays through Fridays, from 9:00 AM to 3:00 PM.

In addition to I-95 reconstruction, the Section BS1 contract also includes improvements to the parking area, lighting and landscaping at Lardner's Point Park on the Delaware River near Levick Street.

All on-off ramps at the I-95/Bridge Street Interchange will remain open during BS1 construction. Section BS1 is the first of two contracts to reconstruct mainline I-95 at the Bridge Street Interchange. A second mainline reconstruction project at the interchange, Section BS2, is currently in design and will move to construction following completion of Section BS1 in late 2022. In addition to rebuilding the northbound and southbound lanes of I-95 from Carver Street to Margaret Street, Section BS2 will construct a new replacement interchange located on Tacony Street at the Dietz & Watson/Frankford Boat Launch driveway, where a southbound off-ramp and a northbound on-ramp will be constructed. This is also the location of the proposed Delaware Avenue extension that will be built later under Section BS5.  For more information, visit www.95revive.com.

PennDOT - District 6 News

Chestnut Street Bridge Over the Schuylkill River to Close to All Traffic June 8 for Construction in Center City Philadelphia

King of Prussia, PA – The Chestnut Street bridge over the Schuylkill River in Philadelphia is scheduled to close to all vehicular, pedestrian, and bicycling traffic beginning Monday morning, June 8, for the completion of structural steel repairs, redecking and other improvements, the Pennsylvania Department of Transportation (PennDOT) announced today.

PennDOT closed the 63-year-old eastbound connection between University City and Center City to through-vehicles in August 2019 and began repairs to the north side of the span. The south side of the bridge remained open to pedestrians and bicyclists, and for motorists needing access to the parking lot of the 2400 Chestnut office and residential building while a temporary ramp to the lot was constructed. Once the bridge is fully closed, motorists will access the lot via a temporary ramp from 23rd Street and Chestnut Street.

During the closure, motorists and cyclists heading east from West Philadelphia will be detoured north on either 38th Street, 36th Street or 33rd Street to east on Market Street, then across the river to 23rd Street.
Chestnut Street motorists in the vicinity of 30th Street also may turn left on Schuylkill Avenue to access either eastbound Market Street or John F. Kennedy Boulevard across the river to Center City.

An alternate detour for cyclists will be to take 38th Street or 34th Street south, turn left on Spruce Street, then east on South Street across the river to 22nd Street.

Pedestrians will be detoured to either the Market Street or Walnut Street bridges over the river.

Repairs to the bridge are part of PennDOT's $103.6 million project that also includes rehabilitation of eight other nearby structures, including those carrying Schuylkill Avenue over I-76 between Walnut Street and Chestnut Street, and between Chestnut Street and Market Street. More information is available at www.chestnutstreetbridges.com.

The Chestnut Street Bridge over the Schuylkill River, which carries approximately 18,664 vehicles per day is expected to reopen by late fall. The current bridge was built in 1957, replacing the original iron arch bridge that was built in 1912.
