Lane closures are scheduled on southbound Interstate 95 between the U.S. 1
and
Woodhaven Road (Route 63) interchanges in Middletown, Bristol and Bensalem
townships, Bucks County, on Wednesday, April 5, from 10:00 AM to 2:00 PM,
for
guide rail repair, the Pennsylvania Department of Transportation (PennDOT)
announced today. The work schedule is weather dependent.

Motorists are advised to allow extra time when traveling on southbound I-95

through the work zone.

Nighttime double lane closures are scheduled on northbound and southbound
Interstate 95 between the I-476 (Exit 7) and Route 352/Route 320 (Exit 6)
interchanges on Monday, April 10, through Friday, April 14, from 10:00 PM
to
5:00 AM, for work related to a $16.6 million project to rehabilitate eight
bridges over Interstate 95 and CSX Railroad in the City of Chester,
Delaware
County, plus improvements on Chestnut Street and Morton Avenue in the city,
the
Pennsylvania Department of Transportation (PennDOT) announced today.

In addition to the I-95 lane closures, a height restriction will be in
place at
all times for trucks over 14 feet 6 inches between the I-476 (Exit 7) and
Route
352/Route 320 (Exit 6) interchanges until the completion of the entire
project
in November 2018.

The first bridge under construction over I-95 is the Crosby Street
pedestrian
bridge. Due to nature of the bridge repairs, Crosby Street has been closed
to
pedestrians between 12th Street and 13th Street through July 2017. During
the
closure, pedestrians will be directed to use the Edgmont Avenue bridge to
cross
over I-95.

In addition to rehabilitating the Crosby Street bridge, PennDOT will
rehabilitate and improve the multi-span, steel girder bridges on Potter
Street,
Madison Street, Upland Street, Melrose Avenue, Chestnut Street, Edgmont
Avenue,
and the Walnut Street pedestrian structure. The contractor will also
improve
the I-95 south exit ramp at Chestnut Street.

During construction, PennDOT's contractor will repair the concrete bridge
decks
on seven structures and replace the concrete deck on the Potter Street
bridge.
Crews will also place a new concrete overlay on the bridges; repair piers
and
support abutments; replace fencing on the bridge parapets; repair curbs and

sidewalks; install new expansion joints; paint structural steel; reset
bridge
bearings; clean bridge drainage systems; repair existing lights; and
perform
other miscellaneous repairs.

PennDOT owns the Edgmont Avenue and Madison Avenue bridges, and the City of

Chester owns the remaining six structures.

Each bridge will close during construction as will the I-95 south exit ramp
at
Chestnut Street when construction begins on that section. The department
will
not permit the contractor to close certain bridges simultaneously, and it
will
post detours to move motorists and pedestrians around the closed spans.
Depending on the bridge under construction, lane restrictions will occur on

I-95 weeknights from 10:00 PM to 5:00 AM the following morning, and on
Saturdays and Sundays from 9:00 PM to 5:00 AM the following morning.

In addition to the bridge and ramp improvements, crews will repair Chestnut

Street and Morton Avenue from 12th Street to 4th Street. The plan is to
reconstruct curbs and sidewalks; mill and resurface the streets; install a
new
traffic signal at Chestnut Street and Morton Avenue; and upgrade the
traffic
signal at Morton Avenue and 7th Street. The contractor will reconstruct
Morton
Avenue from 7th Street to 4th Street to lower the road under the Amtrak
overpass to increase vertical clearance from 12 feet 9 inches to 13 feet 9
inches.

South State, Inc. of Bridgeton, N.J. is the general contractor on the
$16,668,238 project which is financed with 100 percent state funds.

The right lane is scheduled to close on westbound U.S. 422 between the
Sanatoga
and Armand Hammer interchanges in Lower Pottsgrove Township, Montgomery
County,
on Wednesday, April 5, from 8:00 AM to 3:00 PM, for shoulder repair, the
Pennsylvania Department of Transportation (PennDOT) announced today.

Drivers are advised to allow extra time when traveling through the work
area.
The contractor's schedule is dependent on the weather.

The operation is part of PennDOT's $73.3 million project to rebuild 1.6
miles
of U.S. 422 between the Sanatoga and Route 724 (Schuylkill Road)
interchanges,
and construct new bridges over the Schuylkill River and Norfolk Southern
railroad tracks. Construction on the entire project is scheduled to finish
in
October 2018.

Under this project, PennDOT's contractor is building, in phases, new U.S.
422
structures over the Schuylkill River; new U.S. 422 structures over Norfolk
Southern railroad tracks; rebuilding U.S. 422 from the Schuylkill River
bridge
to the Porter Road overpass; installing new median barriers; replacing the
Armand Hammer Boulevard bridge over U.S. 422; improving and realigning
ramps at
the U.S. 422/Armand Hammer Boulevard Interchange; reconstructing and
realigning
the ramp from Route 724 to U.S. 422 east; improving storm water drainage;
erecting three overhead sign structures; installing conduit for future
Intelligent Transportation equipment; and installing new guide rail and
signs.

J.D. Eckman, Inc., of Atglen, Chester County, is the general contractor on
the
project that is financed with 80 percent federal and 20 percent state
funds.

The Wolf Administration, the Pennsylvania Department of Transportation
(PennDOT), the Pennsylvania Turnpike Commission and the Association of
Pennsylvania Constructors today gathered to kick off Work Zone Safety
Awareness
Week – which runs through April 7 and honor lives lost – by hosting
PennDOT's
statewide Workers' Memorial in Harrisburg.

"Work zone safety continues to be a top priority of the department,"
PennDOT
Secretary Leslie S. Richards said. "We all hope to help change driver
behavior
and raise awareness so all of us, highway workers and motorists alike, get
home
safely every day."

Preliminary PennDOT data shows that 16 people were killed in work-zone
crashes
in 2016, seven fewer than in 2015. Additionally, there were 2,075 crashes
in
work zones last year, an increase from 1,935 crashes in 2015. Over the last

five years, there was an average of 1,872 crashes and more than 20
fatalities
in work zones.

In addition to crash data from police reports, PennDOT monitors work-zone
safety with internal reports. In 2016, there were 102 intrusions in PennDOT

work zones. Of those work-zone intrusions, 16 resulted in injures to
PennDOT
employees, 39 caused damage to PennDOT fleet or equipment, and 55 did not
result in injury or damage but had the potential to do so.

As of March 27 this year, there have been nine work-zone intrusions, with
zero
resulting in employee injury, four causing damage to vehicles or equipment
and
five causing no damage or injuries.

Over the years, more than 30 PA Turnpike workers have died on the job, and
many
of these tragedies were caused by driver mistakes like speeding or
distraction.

"The winter is hopefully behind us, so PA Turnpike maintenance forces are
resuming standard operations this week, focusing on upkeep tasks that make
the
road safer for customers," said PA Turnpike Chief Operating Officer Craig
Shuey. "So, we urge drivers to be on the lookout for orange cones and
yellow
vests, and we remind drivers that state police will be on the lookout for
work-zone speeders."

Shuey said highway maintenance and construction workers aren't the only
victims
of careless driving in work areas. "Oftentimes, occupants of the at-fault
vehicle are injured or even killed during work zone crashes. That's why we
are
reminding drivers that ending work-zone casualties is a collaborative
effort."

Pennsylvania law states that anyone violating the posted speed limit by
more
than 5 mph will face doubled fines. The fine is determined based on the
amount
the driver is traveling over the speed limit. Governor Wolf signed a law in

2016, that says any driver who causes serious bodily injury within a work
zone
could face up to $5,000 in fines and a six-month license suspension. A
driver
causing a death within a work zone would face up to a $10,000 fine and
one-year
license suspension.

In addition, drivers who don't turn on their headlights in posted work
zones
face a $25 fine.

"Work zones present safety challenges, not only to construction crews, but
to
travelers," said Robert Latham, executive vice president of Associated
Pennsylvania Constructors. "According to the Federal Highway
Administration,
85 percent of work zone fatalities are travelers, not workers. The remedy
is
simple – just slow down and pay attention."
