a 1.3-mile section of Ridge Avenue, the Pennsylvania Department of

The Pennsylvania Department of Transportation (PennDOT) and its development
partner, Plenary Walsh Keystone Partners, expect to finish the 2017
construction season with the opening of its 390th bridge this week. When
this
multi-year project is completed, PennDOT will have replaced 558
structurally-deficient bridges with its Rapid Bridge Replacement Project.
"Both PWKP and PennDOT have worked very hard on this innovative,
complicated
project that will speed the delivery of improved bridges across the state,
especially in rural areas," said PennDOT Secretary Leslie S. Richards.
"Both
Governor Wolf and I are committed to improving transportation to all areas
of
Pennsylvania and this program is fulfilling that pledge."
"We have a lot to be proud of on this historic project," said Ed Dice, Head
of
Delivery for Plenary Group. "PWKP demonstrated its ongoing commitment to
excellence this past year. Our achievements on this project are a
culmination
of hard work, coordination and a commitment to safety."
2017 Rapid Bridge Replacement Project successes include:
• PWKP has completed 212 bridges so far this year, with another 6 scheduled
to
complete before the end of the year, for a total of 218 completed bridges
in
2017;
• 96 percent of all bridge replacements on time or ahead of schedule;
• 284 bridges are now under maintenance responsibility of Walsh
Infrastructure
Maintenance for the next 25 years;
• PWKP construction teams have worked a total of 1,464,901-man hours; and
• Over 500 subcontractors have performed work on the project.
Bridge replacements to date across 61 counties in Pennsylvania include:
• 241 single-span bridges;
• 12 multiple-span bridges;
• 129 box culverts; and
• 8 Pipe culverts and arch bridges.
The Rapid Bridge Replacement Project is an $899 million public-private
partnership (P3) awarded by PennDOT to PWKP. PWKP includes Plenary Group
USA
Ltd. and Walsh Investors, LLC, which are providing financing and long-term
management; a joint-venture construction team of Walsh Construction Company
and
Granite Construction Company; HDR, Inc., which is the lead design firm; and

1931. The structure is 688 feet long and 88 feet wide, and carries an

of 26,789 vehicles a day.
The work was performed under PennDOT's $11,766,000 project to rehabilitate
five
structurally deficient bridges in Bucks, Chester, Montgomery and
Philadelphia
counties, and replace six structurally deficient culverts in Bucks, Chester
and
Delaware counties.
Construction is scheduled to begin next month to replace the bridge
carrying
State Road over a branch of Cooks Creek in Springfield Township, Bucks
County;
to rehabilitate the bridge carrying Route 113 (Souderton Road) over Mill
Creek
in Hilltown Township, Bucks County; and to replace the bridge carrying
Route
282 (Creek Road) over a branch of Brandywine Creek in East Brandywine
Township,
Chester County.
The bridges currently under construction include:

The ramp from southbound U.S. 202 to the U.S. 30/Exton Bypass and Business
U.S.
30 in East Whiteland Township, Chester County, has reopened to two lanes
following replacement of the deteriorated concrete in the pavement and in
the
sound wall foundations, the Pennsylvania Department of Transportation
(PennDOT)
announced today.
Crews removed the concrete construction barrier from the work area at the
off-ramp overnight Wednesday, December 20, to open the right lane of the
two-lane ramp early morning Thursday, December 21. The opening of the right
lane marked completion of the first-of-two stages of concrete replacement
on
the two-lane ramp.
Removal and replacement of the ramp's left lane pavement will be performed
at
night under temporary work zone traffic patterns beginning in early 2018 as
weather permits. Those temporary patterns will be removed each morning by
5:00
AM to provide motorists two-lanes on the ramp during peak travel times.
Deteriorated concrete on the ramp from the eastbound U.S. 30/Exton Bypass
to
northbound U.S. 202 will be replaced later in 2018.
Construction began last spring to replace deteriorated concrete in the
pavement
and in the deteriorated sound wall foundations at the interchange, reducing
the
ramp to one lane instead of two where it exits southbound U.S. 202. The
ramps
provide access from southbound U.S. 202 to U.S. 30/Business and the U.S.
30/Exton Bypass.
PennDOT is replacing the pavement and sound wall foundations after
discovering
that the original concrete, placed during construction of the Exton Bypass
during the mid-1990s, was deteriorating due to a chemical reaction between
the
concrete's sand and cement known by engineers as ASR (alkali-silica
reaction).
The concrete replacement operation is part of a $26.4 million project to
complete the final phase of the U.S. 202 Section 300 improvement project,
including the rehabilitation of two bridges over Amtrak rail lines and the
eastbound U.S. 30/Exton Bypass ramp to northbound U.S. 202 in East and West
Whiteland, Chester County.
Construction to rehabilitate the inside half of the northbound U.S. 202
bridge
over Amtrak and the U.S. 30 ramp is expected to finish in early 2018.
Rehabilitation of the outside half of the northbound bridge will begin
immediately after northbound traffic is shifted onto the rehabilitated
inside
half of the span.
Allan A. Myers, Inc. of Worcester, Montgomery County, is the general
contractor
on the project which is financed with 100 percent federal funds.

Westbound U.S. 422 will be closed and detoured from Route 100 (Pottstown
Pike)
to the split with Benjamin Franklin Highway in West Pottsgrove Township,
Montgomery County, on Thursday, December 21, from 9:00 PM to 5:00 AM the
following morning, for barrier installation, the Pennsylvania Department of
Transportation (PennDOT) announced today.
During the overnight closure, motorists will be directed to exit at Route
100
North (Pottstown Pike) and follow Route 100 North (Pottstown Pike) and High
Street/Benjamin Franklin Highway to access westbound U.S. 422.
In addition to the overnight closure, the temporary ramp from westbound
U.S.
422 to the Stowe Interchange will be closed indefinitely beginning at 9:00
PM
Thursday, December 21.
The temporary ramp, located about a quarter-mile west of the existing
interchange, opened to traffic on Wednesday, December 13, to provide
westbound
U.S 422 motorists access to the Stowe Interchange while the new ramp was
being
built. However, a change in the maintenance and protection of traffic plan
will
force the interim ramp to close to traffic. Through fall 2019, westbound
U.S.
422 motorists wanting access to the Stowe Interchange will be directed to
exit
at Route 100 North (Pottstown Pike) and follow Route 100 North (Pottstown
Pike)
and High Street/Benjamin Franklin Highway.
Drivers are advised to allow extra time when traveling on Route 100 North
(Pottstown Pike) near the work area because backups and delays will occur.
The ramp from Grosstown Road at the Stowe Interchange to westbound U.S. 422

The work at the Stowe Interchange is part of a major improvement project to
reconstruct 1.2 miles of U.S. 422 from just east of the Schuylkill River
bridge
to just west of the Montgomery County line.
Under this improvement project, PennDOT is reconstructing U.S. 422 on both
existing and new alignments; reconfiguring the U.S. 422/Stowe Interchange
to a
diamond configuration; removing and replacing the existing ramps and
culverts;
installing new Intelligent Transportation Systems (ITS) equipment, message
boards, signing, pavement markings, lighting, concrete median barriers,
median
glare screens and guide rail; upgrading stormwater management facilities
and
pipes; and constructing and restoring wetlands.
H & K Group, Inc. of Schwenksville, Montgomery County, is the general
contractor on the $35,581,408 improvement project which is financed with
100
percent state funds from Act 89, Pennsylvania's Transportation Plan. The
entire

22nd Street is scheduled to be closed and detoured between Arch Street and
Market Street beginning Friday, January 5, at 10:00 PM, through 6:00 AM on
Monday, January 8, for bridge demolition on a project to rehabilitate three
bridges on JFK Boulevard over 21st, 22nd and 23rd streets in Philadelphia,
the
Pennsylvania Department of Transportation (PennDOT) announced today.
During the weekend closure, motorists will be directed to use Market
Street,
20th Street and Arch Street.
The eastbound lanes of JFK Boulevard have been closed since the project
began
in late January of this year. Eastbound JFK Boulevard motorists will
continue
to be detoured over Schuylkill Avenue, 30th Street, Market Street and 20th
Street. The eastbound lanes will remain closed through the completion of
construction, which is scheduled for August 2018.
Construction on the JFK Boulevard bridges is being performed one half at a
time
as the department's contractor replaces the deteriorated deck and beams on
the
three structurally-deficient, prestressed adjacent box-beam bridges. The
deteriorated bridge decks have been in place since the late 1950s.
In addition to replacing the bridge deck, crews are reconstructing JFK
Boulevard from the eastern end of the bridge over the Schuylkill River to
just
east of 21st Street, and widening the sidewalk on the south side to match
the
sidewalk built on the JFK Boulevard bridge over the Schuylkill River.
Crews are also building a new center median; reconstructing the westbound
sidewalk on JFK Boulevard to allow for a future multi-use trail;
constructing a

Motorists will encounter lane restrictions with flagging next week on Lower
State Road between Business U.S. 202 (State Street) and Memorial Drive in
Doylestown Township, Bucks County, on Wednesday, December 27, through
Friday
December 29, from 9:00 AM to 3:00 PM, for sign installation, the
Pennsylvania
Department of Transportation (PennDOT) announced today.
Drivers are advised to allow extra time when traveling through the work
area.
The schedule is weather dependent.
Under this improvement project, PennDOT is installing and maintaining
traffic
signals, pavement markings, landscaping and other related construction
activities on a 0.9-mile shared use path in Doylestown Township, Bucks
County.
Work on the entire project is expected to be completed in November 2018.
James D. Morrissey, Inc., of Philadelphia, Pennsylvania is the general

With the Jan. 31 deadline to enter approaching fast, the Pennsylvania
Department of Transportation (PennDOT) and the Pennsylvania Department of
Education (PDE) are reminding high school freshmen, sophomores and juniors
to
get their entries in for the first PennDOT Innovations Challenge.
The PennDOT Innovations Challenge asks students to look at technologies and
innovative methods, aside from traditional paid advertising, marketing and
social media channels, that can be developed in the next five to ten years
to
curb unsafe teen driving practices.
"Pennsylvania's high school students are among the best and brightest in
the
nation, and the PennDOT Innovations Challenge gives Pennsylvania high
school
students an opportunity to take on the issue of reducing traffic crashes,
craft
solutions and make positive changes," said PennDOT Secretary Leslie S.
Richards. "We are challenging our next generation of leaders to become an
active part of the solution in helping develop innovative ways to tackle
this
transportation issue."
The Innovations Challenge aims to not only help students explore real
transportation challenges that PennDOT is facing, but also open their minds
to
the very real possibility of working for PennDOT after graduation.
"Today's high school students are tomorrow's leaders, and the Innovations
Challenge enables them to play an active role in helping solve real-world
problems, like unsafe driving," said Education Secretary Pedro A. Rivera.
"By
engaging in activities like this, students can not only put their
critical-thinking and design skills to the test, but they can also serve as
ambassadors for safe driving to their peers."
Eleven regional winners will be selected and be invited to compete in
Harrisburg for the grand championship in April 2018. PennDOT intends for
the

services, including all forms, publications and driver training manuals,

weather.
State highways completed under this resurfacing project include:
• Route 29 (Bridge Street) between U.S. 422 and Tow Path Road in Upper

Construction is scheduled to begin next month to replace the bridge
carrying
State Road over a branch of Cooks Creek in Springfield Township, Bucks
County,
the Pennsylvania Department of Transportation (PennDOT) announced today.
The
new structure is expected to be completed in April 2018.
Beginning Tuesday, January 2, State Road will be closed and detoured
between
Richlandtown Pike and Quarry Road. Cars will be directed to use
Richlandtown
Pike, Passer Road and Pleasant View Road/Township Road. Trucks will be
directed
to use Richlandtown Pike, Route 212 (Quakertown Road/Church Road/Main
Street),
Route 313 (Broad Street) and Route 309.
Motorists are advised to allow extra time when traveling through the area
because slowdowns will occur.
Built in 1912, the existing structure is a one-span reinforced concrete
slab
bridge. It is 13 feet long and 26 feet wide, and carries an average of
1,463
vehicles a day.
PennDOT's contractor will replace the bridge with a concrete rigid frame
system
as well as upgrade all safety features. The new structure will be 13 feet
long
and 29 feet wide.
This bridge replacement is being performed under PennDOT's $11,766,000
project
to rehabilitate five structurally-deficient bridges in Bucks, Chester,
Montgomery and Philadelphia counties, and replace six
structurally-deficient
culverts in Bucks, Chester and Delaware counties.
Construction is scheduled to begin next month to rehabilitate the bridge
carrying Route 113 (Souderton Road) over Mill Creek in Hilltown Township,
Bucks
County; and to replace the bridge carrying Route 282 (Creek Road) over a
branch
of Brandywine Creek in East Brandywine Township, Chester County.
The bridges currently under construction include:
• Henry Avenue over Wissahickon Creek in Philadelphia; and
• Rocky Ridge Road over a branch of Tohickon Creek in Richland Township,
Bucks
County.
Structures completed under this project include:
• The historic Loux Covered Bridge over Cabin Run on Carver-Wismer Road in
Bedminster Township, Bucks County;
• Oxford Valley Road over U.S. 1 in Falls, Lower Makefield and Middletown
townships, Bucks County;
• Route 663 (Layfield Road) bridge over Green Lane Reservoir Creek in Upper
Hanover Township, Montgomery County;
• Edenton Road bridge over Rattlesnake Run in Upper Oxford Township,
Chester
County;
• Torresdale Avenue bridge over Academy Road in Philadelphia; and
• Route 82 (Doe Run Road) over a branch of Sucker Run in East Fallowfield
Township, Chester County.
The other culvert replacements on this project include:
• White Horse Road over a branch of Pickering Creek in Schuylkill Township,
Chester County; and
• MacDade Boulevard over the Muckinipattis Creek in Glenolden Borough,
Delaware
County.
Work on the entire project is expected to be completed in August 2018.
Loftus Construction, Inc. of Cinnaminson, N.J., is the general contractor
on
this project that is financed with 100 percent state funds through Act 89,
Pennsylvania's transportation plan.

Built in 1874 and reconstructed in 1996, the one-span, steel-I beam,
timber-covered bridge had been closed since August due to structural damage
sustained from impact by an oversized vehicle.
The one-lane bridge is 80 feet long and 19 feet wide, and has a posted
weight
limit of 15 tons and a height limit of 11 feet. The structure carries an
average of 486 vehicles a day.
