Aqua Pennsylvania is planning travel restrictions on U.S. 30 (Lancaster
Avenue)
and Springfield Road in Delaware County, and North Gulph Road in Montgomery

County, for utility installations, the Pennsylvania Department of
Transportation (PennDOT) today announced.

The work schedule is:

• Thursday, September 8, and Friday, September 9, from 9:00 AM to 3:00 PM,
lane
restrictions are scheduled on westbound U.S. 30 (Lancaster Avenue) between
Ithan Avenue and Route 320 (Spring Mill Road) in Radnor Township, Delaware
County, for a fire hydrant installation;

• Monday, September 19, through Friday, April 7, 2017, from 9:00 AM to 3:00
PM,
Springfield Road is scheduled to close weekdays between Saxer Avenue and
Oak
Avenue in Springfield and Upper Darby townships, and Clifton Heights
Borough,
Delaware County, for a water main installation. During the weekday closure,

Springfield Road through traffic will be detoured over Saxer Avenue,
Baltimore
Pike and Oak Avenue; and

• Monday, September 19, through Friday, October 21, from 8:00 PM to 6:00
AM,
North Gulph Road is scheduled to close weeknights between Freedom Drive and

Guthrie Road in Upper Merion Township, Montgomery County, for a water main
installation. During the weeknight closure, traffic will be detoured over
First
Avenue, Allendale Road and U.S. 202 (DeKalb Pike).

Motorists are advised to allow extra time when traveling through these work

areas. Aqua Pennsylvania will complete these utility improvement projects
under
a PennDOT Highway Occupancy Permit.

Emergency Management Partners and Stakeholders: Attached is the latest weather briefing from the US National Weather Service in Mount Holly, NJ regarding Hurricane Hermine that has the potential to impact Chester County this weekend. Key Updates • Hermine has strengthened into a hurricane, but is expected to weaken back to a Tropical Storm after making landfall tonight in Florida. • There has been little change in the forecast track from this morning's briefing, but there remains quite a bit of uncertainty with the track beyond tomorrow. • A risk of heavy rain for much of the region remains, however there is expected to be a sharp cutoff in the heavy rain dependent on the track of Hermine. • Please continue to closely monitor this system as it moves north this weekend. Chester County Forecasted Impacts: • Heavy rain: Moderate Confidence. o There is expected to be a sharp cutoff in the heavy rain dependent on the track of Hermine (a track further off the coast lessens the threat for heavy rain). At this point, the highest risk of heavy rain is along the coast. o The primary flooding hazard will be street and flash flooding. The recent dry weather will lessen but not eliminate the risk of river and stream flooding. • Strong Winds: Moderate Confidence. o There is a chance for tropical storm force winds (39 MPH to 73 MPH) for much of the region although the highest chance is along the Delaware Beaches and the Southern New Jersey Shore. • Timing o Winds are expected to increase around mid-day Saturday, and then continue through the holiday weekend. The Pennsylvania Department of Transportation (PennDOT) will hold an open
house
public meeting on Monday, September 12, 2016, from 6:00 PM to 7:30 PM to
inform
citizens about the upcoming project to replace the Route 452 bridge over
Amtrak
and SEPTA railroad tracks in Marcus Hook Borough and Lower Chichester
Township,
Delaware County.

The public meeting will be held at the Bridge Church, which is located at
1345
Market Street in Linwood. The meeting will feature an open house plans
display
where citizens will have the opportunity to circulate among the various
subject
displays to gather information and discuss the different facets of the
project
with PennDOT's project team.

PennDOT plans to open construction bids on September 15, 2016, for the
replacement of the structurally-deficient, 17-span reinforced concrete
T-beam
bridge. The current bridge was built in 1926 and reconstructed in 1995. It
is
656 feet long and 32 feet wide. It carries on average 8,700 vehicles a day.

The proposed new four-span, continuous prestressed box beam bridge will be
343
feet long and 40 feet wide. The new bridge will be built on a new alignment

along with the roadway approaches. The roadway will be widened to meet
current
design standards. Crews will also resurface and regrade the new approaches
to
the bridge.

Route 452 (Market Street) will remain open during construction except for
two
separate 28-day closures during later stages of construction. Construction
is
scheduled to finish in September 2019.

Construction will begin late this year with the relocation of the overhead
catenary lines and supports. The contractor will also make off-site repairs
to
a municipal property during the winter months.

Travel restrictions are scheduled next week on Interstate 95 for
construction
at the Cottman Avenue (Route 73) and Betsy Ross Bridge/Aramingo Avenue
interchanges in Philadelphia, and on Girard Avenue and Richmond Street near
the
I-95/Girard Avenue Interchange, the Pennsylvania Department of
Transportation
(PennDOT) said today.

The operations are associated with contracts underway to improve the ramp
system at the Betsy Ross Bridge/Aramingo Avenue Interchange and to rebuild
and
improve the Cottman Avenue and Girard Avenue interchanges and reconstruct
and
widen more than three miles of I-95 adjoining those interchanges.

The work schedule is:

• On Tuesday, September 6, through Friday, September 9, from 8:00 PM to
5:00 AM
the following morning, intermittent northbound and/or southbound lane
closures
will occur between the Bridge Street and Allegheny Avenue interchanges for
overhead ramp construction at the Betsy Ross Bridge/Aramingo Avenue
Interchange;

• On Tuesday, September 6, through Friday, September 9, from 8:00 PM to
5:00 AM
the following morning, the I-95 north off-ramp to Cottman Avenue (Route 73)

will be closed for paving on the northbound side of I-95. Motorists will be

detoured north on I-95 to the exit at the Academy Road Interchange, then
right
on Linden Avenue, and right on State Road to Cottman Avenue (Route 73); and

• On Tuesday, September 6, through Friday, September 9, the Princeton
Avenue
on-ramp to I-95 north will be closed from 8:00 PM to 5:00 AM the following
morning for overhead bridge construction. Motorists will be detoured north
on
State Road, then left on Linden Avenue, then right on the ramp to I-95
north at
the Academy Road Interchange.

In addition, Girard Avenue will be closed between Fletcher Street and
Richmond
Street on Tuesday, September 6, and Wednesday, September 7, from 6:00 AM to

2:00 PM, for placement of beams for the new northbound viaduct at the
Girard
Avenue Interchange. Motorists will be detoured over Aramingo Avenue and
Lehigh
Avenue.

On Wednesday, September 7 to Friday, September 9, from 6:00 AM to 2:00 PM,
southbound Richmond Street will be closed between Lehigh Avenue and
Cumberland
Street, in the vicinity of the Girard Avenue Interchange, for concrete deck

placement on the new northbound viaduct. Southbound Richmond Street
motorists
will be detoured west on Lehigh Avenue and south on Aramingo Avenue to
Delaware
Avenue.

Drivers are advised to allow extra time for travel through the work zones.
All
scheduled activities are weather dependent.

Interstate 676 will be closed and detoured in both directions between the
Interstate 76 and Broad Street (Route 611) interchanges in Philadelphia on
Tuesday, September 6, through Thursday, September 8, from 11:00 PM to 5:00
AM
the following morning for overhead bridge construction, the Pennsylvania
Department of Transportation (PennDOT) said today.

The overnight operation is associated with the four-year, $64.8 million
project
to replace seven structurally deficient bridges over I-676 between 22nd
Street
and 18th Street, and to make landscaping and streetscape improvements above
the
expressway. Construction began in April 2015 and will finish in fall 2019.

Crews will work overnight to remove part of the Benjamin Franklin
Parkway/20th
Street bridge over I-676. The work is part of the multi-stage project to
replace the structure that is 517 feet wide. The contractor's work schedule
is
weather dependent.

When I-676 east is closed, the following detours will be in place:

•From I-76 east: Exit at 30th Street/Market Street (Exit 345); right at
Arch
Street; left at 30th Street; left at Market Street; left at 16th Street;
right
at Vine Street to the ramp to I-676 east;

•From I-76 west: Exit at 30th Street (Exit 345); take Schuylkill Avenue to
Market Street; right at Market Street; left at 16th Street; right at Vine
Street to the ramp to I-676 east; and

•Traveling east on Benjamin Franklin Parkway intending to use the 24th
Street
on-ramp: Follow Benjamin Franklin Parkway around Logan Circle and bear
right
onto Vine Street east; follow Vine Street to the ramp to I-676 east.

When I-676 west is closed, the following detours will be in place for
passenger
cars and trucks to follow:

•To I-76 East and West: Exit I-676 west at Broad Street (Route 611)
Interchange; take 15th Street south; right on J.F.K. Boulevard; right on
Schuylkill Avenue and follow signs to I-76 east and I-76 west;

•From 16th Street north of J.F.K. Boulevard: Follow 16th Street north;
right at
Spring Garden Street; right at 15th Street; right at J.F.K. Boulevard;
right on
Schuylkill Avenue to ramps to I-76 east and I-76 west; and

•From 16th Street south of J.F.K. Boulevard: Follow 16th Street north; left
at
J.F.K. Boulevard; right on Schuylkill Avenue to ramps to I-76 east and I-76

west.

Optional detours for passenger cars during the closure of I-676 west
include:

•To I-76 West: Exit I-676 west at Broad Street (Route 611) Interchange;
take
15th Street south; right onto local Vine Street; right on Benjamin Franklin

Parkway and follow around Eakins Oval and onto Spring Garden Street to the
ramp
to I-76 west; and

•From 16th Street north of J.F.K Boulevard to I-76 West: Follow 16th Street

north; left onto local Vine Street; right on Benjamin Franklin Parkway and
follow around Eakins Oval and onto Spring Garden Street to the ramp to I-76

west.

The bridges above I-676 at the former Family Court building, Free Library,
19th
Street, and Benjamin Franklin Parkway/20th Street are the first of seven
structures to be rebuilt under this project. PennDOT's contractor will
replace
the spans carrying 22nd Street, 21st Street, and 18th Street during the
next
major stage of construction.

PennDOT's contractor is replacing the seven bridges over I-676 in two major

stages to minimize traffic impacts.

Buckley & Company, Inc. of Philadelphia is the general contractor on the
$64,836,180 project. Construction is financed with 100 percent federal
funds.
