Weather Briefing - 12/15/2016 PM

This is a message from ReadyChesco. Attached is the latest weather briefing from the US National Weather Service in Mount Holly, NJ regarding the bitter cold temperatures that will continue through Friday. Additionally, snow is expected to develop late Friday night before changing to a wintry mix, and then to plain rain, starting from southeast to northwest during the day on Saturday. Key Updates: No major changes from this morning's briefing. Chester County Forecasted Conditions: •                  Anticipated Timing:  Tonight through Saturday afternoon, 12/17/2016 •                  Wind speeds: Strong winds of 15 to 25 MPH, with frequent gusts to 30-40 MPH will continue through tonight. Locally higher gusts are possible. •                  Extremely cold temperatures with wind chills in the single digits. •                  Precipitation: Chester County could receive up to 4 inches of snow Friday night into Saturday. •                  Ice accumulations of .04 inches are possible countywide. •                  Active watches & warnings: None at this time  Impacts: •                  Bitter cold is expected tonight and Friday. Exposed skin will be susceptible to frostbite. •                  Pets should not be left outside. •                  Pipes are also susceptible to freezing due to the prolonged period with temperatures below freezing. •                  Hazardous travel conditions are possible on Friday evening into Saturday morning. The Pennsylvania Department of Transportation (PennDOT) today announced
that
intermittent traffic stoppages are scheduled on the westbound Schuylkill
Avenue
ramp to westbound Interstate 76 and eastbound Interstate 676 on Wednesday,
December 21, and Thursday, December 22, from 9:30 AM to 10:30 AM and from
1:00
PM to 2:00 PM, for a bridge inspection.

Motorists are advised to allow extra time when traveling through the area
as
back-ups will occur. The work schedule is weather-dependent.

Motorists can check conditions on more than 40,000 roadway miles by

North Wales Water Authority and PECO Energy to Restrict State Roads

The North Wales Water Authority will restrict Route 63 (Welsh Road) in
Montgomery County and PECO Energy will restrict Lower Valley Road in
Chester
County for utility installation, the Pennsylvania Department of
Transportation
(PennDOT) today announced.

The weather-dependent work schedule is;

• On Monday, December 19, and Tuesday, December 20, one lane will be close
on
Route 63 (Welsh Road) between Vernon Court and Orvilla Road in Towamencin
Township, Montgomery County, from 9:00 AM to 3:00 PM, for water main
installation; and
• On Tuesday, December 20, through Wednesday, December 28, one lane will be

closed on Lower Valley Road between South Lenover Road and Gap Newport Pike
in
West Sadsbury Township, Chester County, from 9:00 AM to 3:00 PM, for gas
service installation.

North Wales Water Authority and PECO Energy will the work under separate
PennDOT Highway Occupancy Permits.

Lane Restrictions Scheduled on U.S. 422 in Lower Pottsgrove Township,
Montgomery County

The Pennsylvania Department of Transportation (PennDOT) announced today
that
lane restrictions are scheduled next week on eastbound and westbound U.S.
422
between the Sanatoga and Route 724 interchanges in Lower Pottsgrove
Township,
Montgomery County.

The weather-dependent work schedule is:

• On Monday, December 19, through Wednesday, December, 21, the left lane
will
be closed on eastbound U.S. 422 between Route 724 and Sanatoga interchanges

from 9:00 AM to 3:00 PM for the installation of a construction access in
concrete barrier; and
• On Monday, December 19, through Thursday, December 22, the right lane
will be
closed on westbound U.S. 422 between Sanatoga and Route 724 interchanges
from
7:00 AM to 2:00 PM, for bridge beam setting.

Motorists are advised to allow extra time when traveling through these
areas as
backups may occur.

The upcoming operations are part of PennDOT's $73.3 million project to
rebuild
1.6 miles of U.S. 422 between the Sanatoga and Route 724 (Schuylkill Road)
interchanges, and construct new bridges over the Schuylkill River and
Norfolk
Southern railroad tracks. Construction on the entire project is scheduled
to
finish in October 2018.

Under this project, PennDOT's contractor is building, in phases, new U.S.
422
structures over the Schuylkill River; new U.S. 422 structures over Norfolk
Southern railroad tracks; rebuilding U.S. 422 from the Schuylkill River
bridge
to the Porter Road overpass; installing new median barriers; replacing the
Armand Hammer Boulevard bridge over U.S. 422; improving and realigning
ramps at
the U.S. 422/Armand Hammer Boulevard Interchange; reconstructing and
realigning
the ramp from Route 724 to U.S. 422 east; improving storm water drainage;
erecting three overhead sign structures; installing conduit for future
Intelligent Transportation equipment; and installing new guide rail and
signs.

J.D. Eckman, Inc., of Atglen, Chester County, is the general contractor on
the
project that is financed with 80 percent federal and 20 percent state
funds.

Attached is the latest weather briefing from the US National Weather Service in Mount Holly, NJ regarding the bitter cold temperatures expected for Chester County today, December 15th and Friday, December 16th. Additionally, snow is expected to develop late Friday night before changing to a wintry mix, and then to plain rain during the morning on Saturday.  Key Updates: •             Chester County could receive up to 4 inches of snow (see attached maps in briefing) Friday night into Saturday. •             There is the potential for freezing rain Saturday morning and continuing into the afternoon for areas north and west of the I-95 corridor. If it occurs, this could result in a light coating of ice, especially on elevated surfaces. •             Temperatures are anticipated to reach well above freezing Saturday afternoon. If warm air moves in faster, it could result in a faster change over and lower snow and ice amounts. A slower arrival could mean higher snow and ice amounts. The changeover to rain should occur starting in the Southeast moving to the Northwest.  Chester County Forecasted Conditions: •           Anticipated Timing: This morning, 12/15/16 through Saturday afternoon, 12/17/2016 •           Wind speeds: Strong NW winds 15-25 MPH with frequent gusts of 35-45 MPH will develop early this morning through this evening.
