PennDOT to Replace Deteriorated Drainage Pipe on Route 29 in Schuylkill Township, Chester County

The Pennsylvania Department of Transportation (PennDOT) today announced
that
Route 29 will be closed and detoured at Creek Road in Schuylkill Township,
Chester County, on Wednesday, March 2, from 9:00 AM to 3:00 PM, for the
replacement of a deteriorated drainage pipe.
During the operation, Route 29 through traffic will be detoured over
Charlestown Road and Pothouse Road. Local access will be maintained up to
the
construction area. Motorists are advised to allow extra time when traveling
through the area.
The work will be performed by PennDOT Chester County Maintenance employees.

Interchange (Exit 332) in West Conshohocken Borough, Montgomery County, on
Tuesday, March 1, from 9:00 AM to 12;00 PM for the replacement of a
deteriorated bridge expansion joint, the Pennsylvania Department of
Transportation (PennDOT) today announced.
Motorists are advised to use an alternate route or allow extra time when
traveling west on I-76 in this area because backups and delays will occur
during this operation.

Municipalities to Receive Nearly $445.3 Million in Liquid Fuels Payments, 16 Percent Increase from Previous Year

Pennsylvania's transportation plan, Act 89, will allow the Pennsylvania
Department of Transportation (PennDOT) to distribute nearly $445.3 million
in
liquid fuels payments to certified municipalities on March 1 to help them
maintain their roads and bridges.
This distribution marks a $64 million, or 16 percent, increase over the
$381
million distributed in 2015. In 2013, before Act 89 was enacted,
municipalities
received $320.8 million in liquid fuels payments.
"While Pennsylvania has the fifth-largest state-maintained road system in
the
country, we also have a vast network of locally maintained roads," PennDOT
Secretary Leslie S. Richards said. "These funds are essential to
communities
across the state as they preserve and improve these vital connections to
the
state highway and bridge network."
Liquid fuels allocations are annual payments to municipalities to help pay
for
highway and bridge-related expenses such as snow removal and road repaving.
There are 120,039 miles of public roads in Pennsylvania, with 72,759 of
those
miles owned by municipalities and eligible for liquid fuels. The formula
for
payments is based on a municipality's population and miles of locally-owned
roads.
To be counted as eligible for liquid fuels, a roadway must be formally
adopted
as a public street by the municipality, meet certain dimension requirements
and
be able to safely accommodate vehicles driving at least 15 mph.

Nighttime travel restrictions are scheduled next week on Interstate 95 in

County and U.S. 30 in Chester County, for bridge deck and expansion joint
repairs, respectively, the Pennsylvania Department of Transportation

The weather-dependent work schedule is:
• On Sunday, February 28, through Friday, March 4, from 8:00 PM to 5:00 AM,
one
lane will be closed on I-95 south between U.S. 1 and Business U.S. 1 in
Middletown Township, Bucks County; and
• On Tuesday, March 1, through Friday, March 18, from 8:00 PM to 5:00 AM,
one
lane will be closed on U.S. 30 east and west between Airport Road and Manor

U.S. 202 Lane Closure Scheduled One Night Next Week in Chester County

Overnight travel restrictions will be in place one night next week on U.S.
202
south for construction between the Route 401 and U.S. 30 interchanges in
East
Whiteland Township, Chester County, the Pennsylvania Department of
Transportation announced today.
The work is part of the $63.3 million project to widen and reconstruct 2.5
miles of U.S. 202 from north of Route 401 to U.S. 30, and rebuild and
improve
the Route 401 Interchange.
From 8:00 PM Tuesday, March 1, to 5:00 AM Wednesday, March 2, U.S. 202
south
will be reduced to one lane between the Route 401 and U.S. 30 interchanges
for
work on an overhead sign.
In addition, continuing road reconstruction on Route 401 (Conestoga Road)
at
the U.S. 202 Interchange in East Whiteland Township may require periodic
lane
closures and brief stoppages Monday, February 29, through Friday, March 4,
from
9:00 AM to 3:00 PM, and on Saturday, March 5, from 7:00 AM to 5:00 PM.
All scheduled activities are dependent on the weather.
Motorists are advised to allow additional time for travel and use extra
care
when driving through the work zone.
Construction to expand U.S. 202 from north of Route 401 to U.S. 30,
including
work at the Route 401 Interchange, is being performed by Allan A. Myers, LP
of
Worcester, Montgomery County. The project is scheduled to finish in late
summer
2016.

Interstate 95 north will be reduced from three lanes to one lane at the
Girard
Avenue Interchange in Philadelphia from 8:00 PM Friday, February 26, to
5:00 AM
Saturday, February 27, for pavement repairs, the Pennsylvania Department of
Transportation (PennDOT) said today.
Motorists are advised to use an alternate route or allow additional time
for
travel on northbound I-95 during this operation because traffic backups
will
occur. The operation is dependent on the weather.
Crews will repair a section of deteriorated pavement approaching the bridge
over Palmer Street in the I-95/Girard Avenue Interchange construction zone.
Once the physical work is completed, the lane closures will remain in place
for
an hour or more to allow the concrete to cure to its required strength.

PennDOT to Rehabilitate Kansas Road Bridge in Warrington Township

Construction is scheduled to begin Monday, March 7 to rehabilitate the
county-owned Kansas Road bridge over Little Neshaminy Creek in Warrington
Township, Bucks County, the Pennsylvania Department of Transportation
(PennDOT)
today announced.
Kansas Road will be closed and detoured between Redstone Drive and
Forsythia
Drive from Monday, March 7 through June 2016 while crews replace the
deteriorated bridge deck and beams. During construction, Kansas Road
through
traffic will be detoured over Route 611 (Easton Road), Titus Avenue and
County
Line Road.
The single-span, prestressed adjacent box beam bridge was built in 1979. It
is
37 feet long and 36 feet wide. It carries 400 vehicles a day. The bridge is
posted with a 27-ton weight limit.
The improvement of the Kansas Road bridge is part of a $2.3 million project
to
rehabilitate five structurally deficient bridges - four township owned and
one
county owned, in Bucks County. This local bridge improvement project was
enabled through Act 89 legislation, Pennsylvania's transportation plan.
In addition to Kansas Road, PennDOT's contractor will replace the
superstructures (bridge decks and beams) on the Willow Road bridge over
Ironworks Creek in Northampton Township; Moyer Road bridge over Pleasant
Creek
in Hilltown Township; Alden Avenue bridge over Rock Run in Falls Township;
and
Springfield Street bridge over SEPTA rail tracks in Springfield Township.
H&K Group, Inc., of Skippack, Montgomery County, is the general contractor
on
the $2,353,598 project. The rehabilitation of the five bridges is expected
to
be completed in late 2016. The project is financed with 100 percent state
funds.

Springfield

Oreland Mill Road will be closed and detoured between Plymouth Avenue and
Meadow Lane from Monday, March 7 through June 2016 while crews replace the
deteriorated bridge deck and beams. During construction, Oreland Mill Road
through traffic will be detoured over Lorraine Avenue and Route 73 (Church
Road).
The single-span, prestressed adjacent box beam bridge was built in 1959. It
is
28 feet long and 21 feet wide. It carries 421 vehicles a day. The bridge is
posted with a 18-ton weight limit.
The improvement of the Oreland Mill Road bridge is part of a $2.4 million
project to rehabilitate five township-owned, structurally deficient bridges
in
Montgomery County. This local bridge improvement project was enabled
through
Act 89 legislation, Pennsylvania's transportation plan.
In addition to Oreland Mill Road, PennDOT's contractor will replace the
superstructures (bridge decks and beams) on the Trewigtown Road bridge over
Neshaminy Creek in Hatfield Township; Keeble Road bridge over Abrams Creek
in
Upper Merion Township; and Remington Road bridge over west branch of Indian
Creek in Lower Merion Township. Construction on the Violet Lane bridge over
the
east branch of Indian Creek in Lower Merion Township, Montgomery County,
began
Monday, February 22.
J.D. Eckman, Inc., of Atglen, Chester County, is the general contractor on
the
$2,684,206 project. The rehabilitation of the five bridges is expected to
be
completed in late 2016. The project is financed with 100 percent state
funds.

Travel Restrictions Scheduled in Philadelphia for Bridge Inspections

Travel restrictions are scheduled over the next week for a series of bridge
inspections in Philadelphia, the Pennsylvania Department of Transportation
(PennDOT) today announced.
Weather permitting, the bridge inspection schedule is:
• On Monday, February 22, from 9:00 AM to 3:00 PM, the right lane will be
closed on Walnut Lane south between Wissahickon Avenue and Morris Street;
• On Monday, February 22, from 9:00 AM to 11:00 AM, the right lane will be
closed on Interstate 95 north between Grant Avenue and Ashburner Road. The
left
lane will be closed from 11:00 AM to 1:00 PM;
• On Monday, February 22, from 1:00 PM to 3:00 PM, the right lane will be
closed on I-95 south between Ashburner Road and Grant Avenue;
• On Tuesday, February 23, from 9:00 AM to 11:00 AM and 1:00 PM to 3:00 PM,
the
right lane will be closed on Interstate 95 north between Cottman Avenue and
Academy Road. The southbound right lane will be closed from 11:00 AM to
1:00 PM;
• On Tuesday, February 23, from 9:00 AM to 12:00 PM, the right lane will be
closed on Whitaker Avenue north between East Loudon Street and East Ruscomb
Street, the southbound right lane will be closed from 12:00 PM to 3:00 PM;

the right lane will be closed on the Penrose Avenue (Route 291) on-ramp to
I-95
south;
• On Friday, February 26, from 9:00 AM to 3:00 PM, one lane will be closed
on
the Betsy Ross Bridge ramp to I-95 south;
• On Saturday, February 27, from 8:00 AM to 4:00 PM, one lane will be
closed on
the Betsy Ross Bridge ramp to I-95 south;
• On Saturday, February 27, from 8:00 AM to 4:00 PM, the right lane will be
closed on the Penrose Avenue (Route 291)/Platt Bridge west between 26th
Street
and Bartram Avenue.
Motorists are advised to allow additional time for travel where the
inspections
take place. The inspection schedules are dependent on the weather.
The bridge inspections are part of PennDOT's program to inspect state
bridges
at least once every two years. The inspections ensure the safety and
overall
condition of the structures.

I-95 Nighttime Lane and Ramp Closures Next Week in Philadelphia

Nighttime travel restrictions are scheduled next week along Interstate 95
for
overhead bridge construction and sign installations, the Pennsylvania
Department of Transportation (PennDOT) announced today.
The construction is associated with improvements underway to rebuild the
Girard
Avenue and Cottman Avenue (Route 73) interchanges and reconstruct and widen
more than three miles of I-95 adjoining those interchanges.
The work schedule is:
•From 10:00 PM Monday, February 22, to 5:00 AM Tuesday, February 23, I-95
north
will be reduced from three through lanes to two at the Girard Avenue
Interchange for bridge construction;
•On Sunday, February 21, through Saturday, February 27, the I-95 north
off-ramp
to Cottman Avenue (Route 73) will be closed from 8:00 PM to 5:00 AM the
following morning for overhead bridge construction. Motorists will be
detoured
north on I-95 to the exit at the Academy Road Interchange, then right on
Linden
Avenue, and right on State Road to Cottman Avenue (Route 73); and
•On Sunday, February 21, through Saturday, February 27, the Princeton
Avenue
on-ramp to I-95 north will be closed from 8:00 PM to 5:00 AM the following
morning for overhead bridge construction. Motorists will be detoured north
on
State Road, then left on Linden Avenue, then right on the ramp to I-95
north at
the Academy Road Interchange.
All scheduled activities are weather dependent. Motorists should expect
slow
moving traffic and delays entering the work zones.

PennDOT Reopens Aston Mills Road Bridge in Aston Township

The Pennsylvania Department of Transportation (PennDOT) today opened the
newly
rehabilitated bridge carrying Aston Mills Road over Chester Creek in Aston
Township, Delaware County.
"We are excited to complete the restoration of this former structurally
deficient bridge on Aston Mills Road as this structure now will provide
motorists with a safe and secure crossing over Chester Creek for decades to
come," PennDOT District Executive Kenneth M. McClain said.
PennDOT's contractor began construction last July on the $2 million project
to
restore the structurally deficient Aston Mills Road bridge by replacing the
deck, beams, bearings, parapets, and guiderail; installing new concrete
approach slabs; and reconstructing the roadway approaches to the bridge.
The steel-beam bridge, which was built in 1965, is no longer classified as
structurally deficient following the completion of construction. The
one-span
bridge is 60 feet long and 43 feet wide and carries an average of 6,486
vehicles a day.
The Aston Mills Road bridge was one of two bridges that PennDOT
rehabilitated
under a $6.6 million bridge improvement project. On November 25, 2015,
PennDOT
reopened the bridge carrying Linfield Road over the Schuylkill River in
East
Coventry Township, Chester County, and Limerick Township, Montgomery
County,
following its rehabilitation.

PennDOT, State Police Highlight Highway Safety Laws to Increase Awareness, Safety

Pennsylvania Department of Transportation (PennDOT) Secretary Leslie S.
Richards and State Police Commissioner Tyree Blocker today urged drivers to
review and obey driver safety laws that can often be overlooked.
"We look to create awareness surrounding laws that drivers may not pay
attention to, but also to provide reminders as to what each law entails,"
Secretary Richards said. "PennDOT and the Pennsylvania State Police feel it
is
important to raise awareness through education and outreach, but to also
spark
conversation via social media."
Ahead of the state's Highway Safety Law Awareness week, which runs from
February 21-27, the agencies provide the following reminders:
•The "4 Foot Bicycle Law" requires drivers to pass a bicycle at a distance
of
"not less than four feet" at a careful and prudent speed. The law also
permits
drivers to cross the center line during this process if safely able to do
so.
No turn by a driver should interfere with a bicycle proceeding straight.
•"Obey Traffic Signals" focuses on driver safety due to hazardous
conditions.
Drivers who drive around or through traffic control devices closing a road
or
highway could receive a $250 fine and two points on their driving record.
•"Teen Seat Belt Law" requires that the driver and all passengers under the
age
of 18 must wear a seat belt anywhere in the vehicle. Also, drivers under 18
may
not operate a vehicle where the number of passengers exceeds the number of
available seat belts.
•"Increased fines in work zones" urges motorists to be aware when passing
through an active work zone. Anyone violating the posted speed limit by
more
than five miles per hour will face doubled fines. The fine is determined
based
on the amount the driver is traveling over the speed limit. A recent
amendment
of the law also states that any driver who causes serious bodily injury
within
a work zone could face up to $5,000 in fines and a six-month license
suspension. A driver causing a death within a work zone would face up to a
$10,000 fine and one-year license suspension.
"It is important that every driver on Pennsylvania's roadways is familiar
with
the laws as they relate to operating a vehicle," Colonel Blocker said.
"This
familiarity can go a long way towards keeping yourself and others safe
while
behind the wheel."

Aqua Pennsylvania will restrict Route 23 (Valley Forge Road) between

Monday, February 22, the Pennsylvania Department of Transportation

today announced. A lane closure will be in place weekdays from 9:00 AM to

PennDOT to Improve Route 32 (River Road) by Replacing Deteriorated Retaining Wall in Solebury Township

Construction will begin Monday, February 29 on a $3.9 million project to
improve travel and safety on Route 32 in Solebury Township, Bucks County,
by
replacing a 1,300-foot-long deteriorated retaining wall and rebuilding the
state roadway in the area of the wall, Pennsylvania Department of
Transportation (PennDOT) said today.
PennDOT's contractor will restore the structural stability of Route 32
(River
Road) between the intersections of Paxson Road and Laurel Road by building
a
new retaining wall made of concrete panels and steel piles to replace the
existing wall, which has been severely damaged by several flooding storms.
In
addition, crews will reconstruct and resurface 1,450 feet of Route 32
(River
Road); improve drainage by installing 24 new storm inlets and more than
1,200
feet of storm sewers; replace two existing drain pipes; construct four
storm
water outlets; install curb along the retaining wall; and add new guide
rail
and traffic signs.
Route 32 (River Road) will be closed and detoured between Cuttalossa Road
and
Laurel Road beginning February 29. The road is scheduled to reopen in June
2016. A posted detour will take passenger vehicles over Route 263 (Upper
York
Road), Aquetong Road, and Greenhill Road. Trucks will be detoured over U.S.
202
and Route 611 (Easton Road. Local access will be maintained up to the
construction area on Route 32 (River Road).
H & K Group, Inc., of Skippack, Montgomery County, is the general
contractor on
the $3,960,852 project. This transportation improvement project is financed
with 100 percent state funds.

Speed Limit Restored on Expressways in Philadelphia Region

PennDOT has lifted the speed limit restrictions that were in place on
several
expressways in the Philadelphia region.
Due to the winter storm impacting the region, speed limits were reduced
Monday,
February 15, to 45 mph on all interstates and several other expressways in
the
Philadelphia region. All speeds are restored to their usual posted limits.
PennDOT is continuing to treat roadways in the area and will continue until
roads are clear.
The department asks motorists to allow plenty of space when driving near
plow
trucks. Also, for their own safety and the safety of plow operators,
motorists
should never attempt to pass a truck while it is plowing or spreading
winter
materials.
