Daytime lane closures are scheduled next week on U.S. 322 (Conchester

Department of Transportation (PennDOT) announced today.

On Monday, April 3, through Friday, April 7, from 9:00 AM to 3:00 PM,
flaggers
will direct an alternating single lane of traffic on U.S. 322 (Conchester
Highway) through various work areas along the 2.6-mile construction zone.

Crews are clearing the eastbound side of the U.S. 322 (Conchester Highway),

where the highway will be widened; installing erosion controls; and
building
construction entrances for the improvement project.

Motorists should expect delays on U.S. 322 (Conchester Highway) and on
northbound U.S. 1 (Baltimore Pike) approaching U.S. 322 (Conchester
Highway),
allow extra time for travel through the work areas, or use an alternate
route.

Scheduled activities are weather dependent.

PennDOT began construction March 20, on the first-of-two mainline projects
to
widen and reconstruct a 6.7-mile section of U.S. 322 (Conchester Highway)
from
U.S. 1 (Baltimore Pike) to just east of Route 452 (Market Street) in
Concord,
Bethel and Upper Chichester townships, Delaware County.

U.S. 322 (Conchester Highway) will remain open to one lane of traffic in
each
direction during peak travel times. Periodic flagger-controlled lane
restrictions may occur Mondays through Fridays from 9:00 AM to 3:00 PM, and

from 7:00 PM to 5:00 AM, for various operations as construction advances
along
the corridor.

Work on the first mainline section (Section 101) of U.S. 322 (Conchester
Highway) is scheduled to be completed in fall 2020.

J.D. Eckman, Inc. of Atglen, Chester County, is the general contractor on
the
project which is financed with 80 percent federal and 20 percent state
funds.

Engineering design is advancing for the widening and reconstruction of the
eastern section (Section 102) of the highway from Featherbed Lane/Mattson
Road
to just east of Route 452 (Market Street). Construction on this section is
expected to start in 2019.

An additional contract to replace the U.S. 322 (Conchester Highway) bridge
over
the CSX railroad and Bethel Road as well as improvements to the adjacent
Bethel
Road Interchange is under design and not yet scheduled for construction.

announced
today.

The work schedule is:

• From 8:00 PM to 10:00 PM Friday, March 31, southbound I-95 will be

All four southbound lanes on I-95 are expected to reopen by 5:00 AM Monday,

Wolf Administration Commends Terminal Operator, Maritime Corporation for bringing Jobs and Cargo to Port of Philadelphia

Wolf Administration Commends Terminal Operator, Maritime Corporation for
bringing Jobs and Cargo to Port of Philadelphia

3/31/2017-HARRISBURG

Today, Governor Tom Wolf and PennDOT Secretary Leslie S. Richards toured
Penn
Terminals, Inc. in Eddystone to acknowledge the recent investment of state
funds and commend Penn Terminals and Crowley Maritime Corporation for
bringing
more than 500 jobs and weekly container service to the ports of Greater
Philadelphia, which will inject millions in the local economy.

"I'm thrilled that we're bringing even more activity and good-paying jobs
into
the region through this state and private partnership," Governor Wolf said.

"The port's strategic location and our track record of making serious
transportation investments has again paid dividends for Pennsylvanians."

Crowley and Penn Terminals recently announced the multi-year Stevedoring
and
Terminal Service Agreement, through which Crowley will transfer their
weekly
Puerto Rico container service from New Jersey to Philadelphia in January
2018.
More than 500 employees will be added to the port, with others expected to
be
added off the port.

The move is expected to generate more than $23 million annually in
salaries,
with tax revenue estimated at another $9 million.

"We are honored to have the partnership of the commonwealth and Crowley as
we
begin this exciting opportunity," said Penn Terminals CEO John Brennan. "We

look forward to a long-term relationship that will support growth at
Crowley,
the terminal and the region alike."

The relocation was made possible in part due to a $17 million capital
investment in terminal infrastructure from Penn Terminals, in addition to
state
funds. The Pennsylvania Department of Transportation has committed a $3
million
grant from port funds in the Multimodal Transportation Fund.

"Pennsylvania's role in goods movement is significant, and we're committed
to
continuing to grow business at our ports," PennDOT Secretary Leslie S.
Richards
said. "This is one more example of how we're improving regional economies
by
developing transportation assets."

Also, Crowley will participate in the department's Intermodal Cargo Growth
Incentive Program, which awards $25 per container lift above previously
reported lift totals as well as for new containerized cargo shipping
services.
The program commits up to $1 million annually through 2019 to encourage
ocean
carriers to transport more to and from the Port of Philadelphia and was
made
possible by Act 89, the state transportation plan.

"We are very pleased to find a new home for our operations at Penn
Terminal,"
said John Hourihan, Crowley senior vice president and general manager,
Puerto
Rico services. "The Penn Terminal management team has been very
accommodating
and understanding of our needs. We look forward to a long-term,
mutually-beneficial relationship. Additionally, this new contract further
illustrates our commitment to the Puerto Rico market and to our customers
who
find value in utilizing our portfolio of supply chain solutions out of the
Northeast."
Since the cargo incentive program began in 2015, roughly $2 million has
been
distributed to six companies. Of the carriers participating in the program,

container volumes have increased 32 percent.

steel beams. Construction on the bridge is scheduled to finish in June
2017.

The three-span, steel-I beam bridge was built in 1972. It is 167 feet long

The work is part of PennDOT's $11,766,000 project to replace six
structurally
deficient culverts in Bucks, Chester and Delaware counties, and
rehabilitate
four structurally deficient bridges in Bucks, Chester, Montgomery, and
Philadelphia counties.

On Friday, March 24, the Edenton Road bridge over Rattlesnake Run in Upper
Oxford Township, Chester County, was the first of four bridges to be
completed
and reopened under the project.

The contractor also will replace deteriorated culverts at the following
locations: State Road bridge over a branch of Cooks Creek in Springfield
Township, Bucks County; Rocky Ridge Road over a branch of Tohickon Creek,
Richland Township, Bucks County; White Horse Road over a branch of
Pickering
Creek in Schuylkill Township, Chester County; Route 282 (Creek Road) over a

over the Perkiomen Creek in Upper Hanover Township, Montgomery County, and
the
Torresdale Avenue bridge over Academy Road in Philadelphia.

Loftus Construction, Inc. of Cinnaminson, N.J., is the general contractor

southbound U.S. 202 between the U.S. 30 and Boot Road interchanges.

Motorists are advised to allow extra time when traveling through the
construction area because slowdowns may occur. The work schedule is weather

dependent.

The work is part of a $26.4 million project to complete the final phase of
the
U.S. 202 Section 300 improvement project, which includes the rehabilitation
of
two U.S. 202 bridges over Amtrak rail lines.

Crews will repair the six-span twin structures by upgrading the support
piers;
replacing the bridge decks and walls; constructing a retaining wall to
stabilize the embankment, rehabilitating existing concrete pavement north
of
the bridges; and installing new Intelligent Transportation System (ITS)
equipment.

In order to maintain two lanes of traffic in each direction on U.S. 202 at
all
times, construction will be completed in five stages to utilize an Express
Lane
traffic shift. A temporary traffic pattern will be implemented to carry one

lane on the bridge under construction and a second lane on the adjacent
bridge,
where concrete barriers will separate the lane from the two travel lanes
heading in the opposite direction.

Preparations will then be made to shift one lane over of northbound traffic
to
the southbound side of U.S. 202, where concrete barriers will separate if
from
the two lanes of southbound traffic. The second northbound lane will remain
on
the northbound bridge behind construction barrier as the opposite side is
rehabilitated under Stage 1 of the bridge work. Once half the northbound
bridge
is reconstructed, the northbound lane will be shifted onto the newly
reconstructed half, and the opposite side of the bridge will be
rehabilitated
under Stage 2.

When the rehabilitation of the northbound bridge is completed in mid-2018,
three lanes of traffic — two northbound lanes and a southbound express lane

will be shifted to the rebuilt northbound bridge. The southbound bridge
will
then be reconstructed one half-at-a-time under Stages 3-4.

A final construction stage will remove the crossovers and restore the
median to
complete the project in fall 2019.

In addition to rehabilitating the two U.S. 202 bridges, the improvement
project
includes restoring U.S. 202 pavement near the U.S. 30 Interchange;
rehabilitating the bridge carrying Morstein Road over U.S. 202 in East
Goshen
Township, Chester County; and installing new highway signs and Dynamic
Message
System (DMS) structures on U.S. 202 and U.S. 30 in Tredyffrin, East
Whiteland
and West Whiteland townships, Chester County, and U.S. 202 in Upper Merion
Township, Montgomery County.

Allan A Myers, Inc. of Worcester, Montgomery County, is the general
contractor
on the $26,370,555 project which is financed with 100 percent federal
funds.

Weekday right lane closures are scheduled on northbound and southbound U.S.
1
(City Avenue) between Wynnewood Road and Bala Avenue in Philadelphia and
Lower
Merion Township, Montgomery County, on Monday, April 3, through Friday,
April
7, from 9:00 AM to 3:00 PM, for traffic signal upgrades and curb ramp
installations related to a $2.9 million safety improvement project, the
Pennsylvania Department of Transportation (PennDOT) announced today.

Drivers are advised to allow extra time when traveling through the work
area.
The contractor's schedule is dependent on the weather.

The work is part of a project to improve travel and safety on a three-mile
section of U.S. 1 (City Avenue) between Interstate 76 and U.S. 30
(Lancaster
Avenue), by installing adaptive traffic signals to improve traffic flow and

pedestrian safety along the corridor. The project is scheduled to finish in

November 2017.

PennDOT's contractor will upgrade and fully modernize 17 signalized
intersections along U.S. 1 (City Avenue) with a new wireless communication
system to better accommodate traffic flow. The improvements also include
the
installation of new pedestrian push buttons, traffic signal heads, pavement

markings, overhead street signs, and 74 new ADA curb ramps.

In addition to installing adaptive traffic signals, PennDOT's contractor
will
perform various other roadway improvements on U.S. 1 (City Avenue),
including a
new left turn and lane configurations at Cardinal Avenue to improve traffic
and
safety at that intersection.

Armour & Sons Electric Inc., of Langhorne, Bucks County, is the general
contractor on the $2,895,674 project, which is financed with 100 percent
federal funds.

The City Avenue Special Services District was responsible for initiating
this
transportation improvement project and advancing it by obtaining a
Congestion
Mitigation and Air Quality grant for the acquisition and installation of
new
traffic-adaptive signal equipment, and financing the engineering design of
the
new signal system.
