PennDOT Opens University Road Bridge over U.S. 1 in Upper Oxford Township,
Chester County

The Pennsylvania Department of Transportation (PennDOT) announced that the
bridge carrying University Road over U.S. 1 in Upper Oxford Township,
Chester
County, reopened today.
PennDOT's contractor worked over the last month to rehabilitate the bridge
by
repairing the existing concrete bridge deck using hydro demolition;
applying a
latex modified concrete overlay; resealing existing deck joints; and
performing
minor repairs to the beams and substructure. Following its rehabilitation,
the
bridge is no longer categorized as structurally deficient.
Additional work will require weekday right lane closures on northbound and
southbound U.S. 1 between the Route 10 (Limestone Road) and Route 896
(Newark
Road) interchanges in Upper Oxford Township, Chester County, beginning
Tuesday,
September 5, from 6:00 AM to 5:00 PM. This weekday restriction will be in
effect through the end of September.
Built in 1968, the four-span pre-stressed concrete-I beam bridge is 188
feet
long and 37 feet wide. The structure carries an average of 605 vehicles a
day.
Following its rehabilitation, the bridge is no longer categorized as
structurally deficient.
The University Road bridge over U.S. 1 is the third structure to be
completed
under PennDOT's $5,505,505 million project to rehabilitate 10 structurally
deficient bridges in Bucks, Chester and Montgomery counties.
The Spring Garden Street bridge over Interstate 76 in West Conshohocken
Borough, Montgomery County, and the Terwood Road bridge over Pennypack
Creek in
Upper Moreland Township, Montgomery County, were the first two structures
to be
completed under this project.
The bridge carrying U.S. 1 over Church Road in New Garden Township, Chester
County, is currently under construction.
The other six bridges included in this rehabilitation project include:
• Thatcher Road over Tohickon Creek in Richland Township, Bucks County;
• Thatcher Road over Dimple Creek in Haycock Township, Bucks County;
• Township Road over U.S. 1 in Lower Oxford Township, Chester County;
• Cowpath Road over Perkiomen Creek in Salford and Franconia townships,
Montgomery County;
• Gypsy Lane over I-76 in Upper Merion Township, Montgomery County; and
• Farmington Avenue over Route 100 in Upper Pottsgrove, Montgomery County.
Loftus Construction, Inc. of Cinnaminson, N.J., is the general contractor
on
the project which is financed by Act 89, the state's transportation plan.
Work on the entire project is expected to be completed in October 2019.

Nighttime lane closures are scheduled next week on Interstate 95 for
various
construction activities between the Betsy Ross Bridge/Aramingo Avenue and
Allegheny Avenue interchanges in Philadelphia, the Pennsylvania Department
of
Transportation (PennDOT) announced today.
The work schedule is:
• Tuesday, September 5, from 9:00 PM to 5:00 AM Wednesday, September 6, two
lanes will be closed on southbound I-95 between the Betsy Ross Bridge and
Aramingo Avenue interchanges for replacement of an electronic message sign;
• Tuesday, September 5, through Friday, September 8, from 8:00 PM to 5:00
AM
the following morning, intermittent single and double lane closures are
scheduled on northbound and southbound I-95 at the Betsy Ross
Bridge/Aramingo
Avenue Interchange for overhead ramp construction; and
• Tuesday, September 5, through Friday, September 8, from 8:00 PM to 5:00
AM
the following morning, intermittent lane closures will be in place on the

Adult Mosquito Spraying in Selected Areas of
Lower Moreland Township, Montgomery County
Norristown, PA (Aug. 31, 2017) – The Montgomery County Health Department (MCHD), after consulting with the Pennsylvania Department of Environmental Protection (PADEP) and Pottstown Borough will be adulticiding (spraying) to control the adult mosquito population in selected areas.
The spraying will be done where sampling by the Health Department and PADEP has shown mosquitoes that carry the West Nile Virus. For notification of any future spray events sign up with "ReadyMontco" at www.montcopa.org/readymontco.
The spraying will be conducted, weather permitting, on Wednesday, Sept. 6, 2017 from approximately 8 to 11 p.m. The alternate date will be Wednesday, Sept. 13, 2017.
All areas within the highlighted sections of the attached map will be subjected to spraying. Please see the attached map. Residents within the spray area should consider remaining indoors, closing windows and turning off ventilation systems that draw-in outside air for the duration of the spray plus 30 minutes after.
Workers will be using Duet Duel-action Adulticide at a rate of .75 fluid ounces per acre applied with a truck mounted Ultra Low Volume (ULV) sprayer. The spraying will be performed by MCHD personnel.
The Health Department will work with appropriate agencies to identify, eliminate or treat with larvacide, areas where mosquitoes are breeding. Residents may contact the Health Department at 610-278-5117 if they are concerned about an area of standing water that may be a breeding area. The adult mosquito control program will only be used in limited situations to reduce large numbers of adult mosquitoes.

There are things that everyone can do around the home to help eliminate mosquito-breeding areas. Some of these tips include:
§ Identify and eliminate all sources of standing water that collect on your property. Mosquitoes will breed in any stagnant water that lasts for 5 or more days.
§ Dispose of tin cans, plastic containers, ceramic pots or similar water holding containers that have collected on your property. Do not overlook containers that have become overgrown by aquatic vegetation.
§ Pay special attention to discarded tires that may have collected water on your property. They can serve as a breeding ground for mosquitoes.
§ Drill holes in the bottom of recycling containers that are left out of doors. Drainage holes that are located on the container sides collect enough water for mosquitoes to breed in.
§ Have clogged roof gutters cleaned on an annual basis, particularly if the leaves from surrounding trees have a tendency to block drains.
§ Turn over plastic wading pools when not in use. A wading pool becomes a place for mosquitoes to breed if it is not used on a regular basis.
§ Turn over wheelbarrows and do not allow water to stagnate in birdbaths.
§ Aerate ornamental pools or stock them with fish. Water gardens are fashionable but become major mosquito breeding grounds if they are allowed to stagnate.
§ Keep swimming pools clean and chlorinated. A swimming pool that is left untended becomes a source of mosquito breeding. Be aware that mosquitoes may even breed in the water that collects on swimming pool covers.
Additionally, residents within the spray area should consider remaining indoors, closing windows and turning off ventilation systems that draw-in outside air for the duration of the spray plus 30 minutes after.

Chestnut Street bridge over the Schuylkill River and eight other nearby
structures, including those carrying Schuylkill Avenue over I-76 between
Walnut
Street and Chestnut Street, and between Chestnut Street and Market Street.

The Pennsylvania Department of Transportation (PennDOT) will hold an open
house
public meeting on Thursday, September 14, 2017, from 6:30 PM to 8:30 PM at
the
Fraternal Order of Police Lodge 5 at 11630 Caroline Road in Philadelphia to
inform citizens of the project to replace the structurally deficient bridge
carrying Byberry Road over CSX Railroad tracks in Philadelphia.
The meeting will feature an open house plans display and a presentation at
7:30
p.m. Citizens will have the opportunity to circulate among the project
displays
to gather information and discuss the different facets of the project with
PennDOT's design team and City of Philadelphia officials.
PennDOT is preparing the design of a replacement structure in conjunction
with
the City of Philadelphia since Byberry Road is city street and the new
bridge
will be owned and maintained by the city. PennDOT will keep Byberry Road
open
to traffic during construction, which is expected to start in late 2019 or
early 2020.
The existing steel truss structure was erected as a temporary crossing by
PennDOT in 1996 through a Public Utility Commission order. The two-span
bridge
is posted with a three-ton weight limit.

Fraternal Order of Police Lodge 5 at 11630 Caroline Road in Philadelphia to
inform citizens of the project to replace the structurally deficient bridge
carrying Byberry Road over CSX Railroad tracks in Philadelphia.
The meeting will feature an open house plans display and a presentation at
7:30
p.m. Citizens will have the opportunity to circulate among the project
displays
to gather information and discuss the different facets of the project with
PennDOT's design team and City of Philadelphia officials.
PennDOT is preparing the design of a replacement structure in conjunction
with
the City of Philadelphia since Byberry Road is city street and the new
bridge
will be owned and maintained by the city. PennDOT will keep Byberry Road
open
to traffic during construction, which is expected to start in late 2019 or
early 2020.
The existing steel truss structure was erected as a temporary crossing by
PennDOT in 1996 through a Public Utility Commission order. The two-span
bridge
is posted with a three-ton weight limit.

Daytime lane restrictions are scheduled on northbound and southbound Route
611
(Old York Road) between Jericho Road and Hamilton Avenue in Abington
Township,
Montgomery County, on Tuesday, September 5, through Friday, September 8,
from
9:00 AM to 3:00 PM, for overhead bridge work, the Pennsylvania Department
of
Transportation (PennDOT) announced today.
Drivers are advised to allow extra time when traveling through the work
area.
The schedule is weather dependent.
The operation is part of a $3.6 million project to rehabilitate the
structurally deficient bridge carrying Edge Hill Road over Route 611 (Old
York
Road). Due to nature of the bridge repairs and to expedite the project,
Edge
Hill Road has been closed and detoured between Ferndale Avenue and Hamilton
Avenue through the completion of construction scheduled in fall 2017.
Edge Hill Road passenger vehicles are being detoured over Susquehanna Road,
Fitzwatertown Road and Old Welsh Road. Trucks are being directed over
Jenkintown Road, Fitzwatertown Road and Old Welsh Road. Pedestrian traffic
will
be maintained for the duration of construction and local vehicular access
will
be maintained up to the construction area.
Construction on the Edge Hill Road bridge will entail replacing the
existing
superstructure which includes the concrete deck slab. Crews will also
repair
the support abutments, install new sidewalks and make repairs to the
existing
pedestrian stairways.
The one-span, structurally-deficient, steel girder bridge was built in
1947. It
is 115 feet long and 37 feet wide. The structure is posted with a weight
limit
of 31 tons and a combination weight limit of 35 tons. The bridge carries an
average of 7,138 vehicles a day.

Daytime lane restrictions are scheduled on northbound and southbound Route
611
(Old York Road) between Jericho Road and Hamilton Avenue in Abington
Township,
Montgomery County, on Tuesday, September 5, through Friday, September 8,
from
9:00 AM to 3:00 PM, for overhead bridge work, the Pennsylvania Department
of
Transportation (PennDOT) announced today.
Drivers are advised to allow extra time when traveling through the work
area.
The schedule is weather dependent.
The operation is part of a $3.6 million project to rehabilitate the
structurally deficient bridge carrying Edge Hill Road over Route 611 (Old
York
Road). Due to nature of the bridge repairs and to expedite the project,
Edge
Hill Road has been closed and detoured between Ferndale Avenue and Hamilton
Avenue through the completion of construction scheduled in fall 2017.
Edge Hill Road passenger vehicles are being detoured over Susquehanna Road,
Fitzwatertown Road and Old Welsh Road. Trucks are being directed over
Jenkintown Road, Fitzwatertown Road and Old Welsh Road. Pedestrian traffic
will
be maintained for the duration of construction and local vehicular access
will
be maintained up to the construction area.
Construction on the Edge Hill Road bridge will entail replacing the
existing
superstructure which includes the concrete deck slab. Crews will also
repair
the support abutments, install new sidewalks and make repairs to the
existing
pedestrian stairways.
The one-span, structurally-deficient, steel girder bridge was built in
1947. It
is 115 feet long and 37 feet wide. The structure is posted with a weight
limit
of 31 tons and a combination weight limit of 35 tons. The bridge carries an
average of 7,138 vehicles a day.
J.D. Eckman, Inc. of Atglen, Chester County, is the general contractor on
the
$3,672,192 project which is financed with 100 percent federal funds.

event to highlight the dangers of impaired driving and urge drivers to
celebrate responsibly ahead of the Labor Day holiday.
"Although DUI-related fatalities have fallen in recent times, drug-related
crashes are on the rise," PennDOT Secretary Leslie S. Richards said of the
event's importance. "Through the collaboration, education, and enforcement
efforts of these partners, we look to decrease crashes and fatalities this
weekend and beyond."
According to the Pennsylvania State Police, during last year's Labor Day
weekend, there were more than 2,800 total crashes in Pennsylvania; 281 of
those
were alcohol-related that resulted in 13 fatalities. Of the total crashes,
106
were drug-related, resulting in two fatalities.
"Many impaired drivers today are mixing drugs, either prescription or
illicit,
and could be using them in combination with alcohol, which is a very
dangerous
and often deadly combination," said Jennifer Smith, acting secretary of the
Pennsylvania Department of Drug and Alcohol Programs. "We want to be sure
people recognize the danger of drinking alcohol, using any kind of
prescription
or illicit drugs, and driving. Be safe and consider the safety of others."
As part of the national impaired driving enforcement mobilization, which
runs
from August 15 through September 4, Pennsylvania's DUI task forces, the
Pennsylvania State Police, and local law enforcement statewide will conduct
checkpoints and roving patrols as part of the crackdown.
The legal blood-alcohol content in Pennsylvania is 0.08 for motorists 21
years
of age and over. Driving under the influence penalties may include jail
time,
license suspension, and fines of between $500 and $5,000.
"The consequences of driving while impaired not only affect the individual
impacted, but entire families and communities as a whole," says Dale
Dangleben,
M.D., FACS, trauma program medical director at Geisinger Holy Spirit.
"Serious
and life-threatening traumatic injuries caused by those driving under the
influence can be prevented by simply not getting behind the wheel while
impaired. Whether the person is a chronic alcohol abuser or a casual
drinker,
they may think they aren't impaired. That isn't the case. Alcohol
consumption
causes slowed reactions, reduced coordination and poor judgment."
As part of the National Highway Traffic Safety Administration's (NHTSA)
effort
to decrease impaired driving, they developed the SaferRide smartphone app.
The
app can be used to quickly pinpoint the user's location and call a taxi or
trusted friend for a safe ride home. SaferRide is free and available for
Android and Apple devices.

alternating single lane of traffic on U.S. 322 (Conchester Highway) through
various work areas along the 2.6-mile construction zone.
Motorists should expect delays on U.S. 322 (Conchester Highway) and on
northbound U.S. 1 (Baltimore Pike) approaching U.S. 322 (Conchester
Highway),
allow extra time for travel through the work areas, or use an alternate
route.
All scheduled activities are weather dependent.
PennDOT began construction March 20, on the first-of-two mainline projects
to
widen and reconstruct a 6.7-mile section of U.S. 322 (Conchester Highway)
from
U.S. 1 (Baltimore Pike) to just east of Route 452 (Market Street) in
Concord,
Bethel and Upper Chichester townships, Delaware County.
Work on the first mainline section of U.S. 322 (Conchester Highway) is
scheduled to be completed in late 2020.

The Wolf Administration is encouraging the public to visit the "Historic
Holiday Traffic" page at www.511PA.com so they can plan optimal travel
times on
major roadways across the state for the Labor Day holiday.
"This is another great opportunity to put our traffic information tools
into
action for the public," Governor Tom Wolf said. "Providing this real-time
information allows travelers to choose the route that best works for them
as
they explore Pennsylvania's many tourism attractions this holiday weekend."
The site, which is compatible with mobile devices, allows users to see how
traffic speeds on the Friday before and day of Labor Day in 2015 and 2016
compare to traffic conditions during a typical, non-holiday week. Users can
choose their region and view an hour-by-hour, color-coded visual of traffic

The Wolf Administration is encouraging the public to visit the "Historic

major roadways across the state for the Labor Day holiday.
"This is another great opportunity to put our traffic information tools

Attorney Tom Hogan said. "No matter whether you are misusing street drugs,
prescription drugs, or alcohol while you are driving, you are still sitting
in
a steel missile that weighs a few thousand pounds and is potential death to
anybody who crosses your path."
As part of this high-visibility enforcement effort, Pennsylvania's DUI Task
Forces, the Pennsylvania State Police along with municipal police
departments
will conduct checkpoints and roving patrols to target drug and
alcohol-impaired
drivers. This effort is funded through PennDOT's statewide distribution of
more
than $4 million in federal funds from the National Highway Traffic Safety
Administration. The funds are used for police overtime, equipment and other
associated costs.
According to PennDOT data, in 2016, there were 1,153 drug-related crashes
resulting in 32 fatalities in the Philadelphia region which includes Bucks,
Chester, Delaware, Montgomery and Philadelphia counties. Over the 2016
Labor
Day holiday weekend alone, there were 106 drug-related crashes and two
drug-related driving fatalities statewide.
Law Enforcement urges the public to read warning labels on prescription or
over-the-counter medications and celebrate responsibly. Impaired drivers

Pennsylvania continues to enhance its drug-impaired enforcement by training

the I-476 (Exit 7) and Route 352/Route 320 (Exit 6) interchanges in the
City of
Chester, Delaware County, on Tuesday, September 5, through Friday,
September 8,
from 10:00 PM to 5:00 AM the following morning, for construction activities
related to a project to rehabilitate eight bridges over I-95 and CSX
Railroad
in the city, the Pennsylvania Department of Transportation (PennDOT)
announced
today.
Motorists are advised to allow extra time when traveling on I-95 near the
work
area because backups and delays will occur. All scheduled activities are
weather dependent.
Under this improvement project, PennDOT is rehabilitating the multi-span,

Adult Mosquito Spraying in Selected Areas of Pottstown Borough,
Montgomery County
Norristown, PA (Aug. 28, 2017) – The Montgomery County Health Department (MCHD), after consulting with the Pennsylvania Department of Environmental Protection (PADEP) and Pottstown Borough will be adulticiding (spraying) to control the adult mosquito population in selected areas.
The spraying will be done where sampling by the Health Department and PADEP has shown mosquitoes that carry the West Nile Virus. For notification of any future spray events sign up with "ReadyMontco" at www.montcopa.org/readymontco.
The spraying will be conducted, weather permitting, on Thursday, Aug. 31, 2017 from approximately 8 to 11 p.m. The alternate date will be Thursday, Sept. 7, 2017.
All areas within the highlighted sections of the attached map will be subjected to spraying. Please see the attached map. Residents within the spray area should consider remaining indoors, closing windows and turning off ventilation systems that draw-in outside air for the duration of the spray plus 30 minutes after.
Workers will be using Duet Duel-action Adulticide at a rate of .75 fluid ounces per acre applied with a truck mounted Ultra Low Volume (ULV) sprayer. The spraying will be performed by MCHD personnel.
The Health Department will work with appropriate agencies to identify, eliminate or treat with larvacide, areas where mosquitoes are breeding. Residents may contact the Health Department at 610-278-5117 if they are concerned about an area of standing water that may be a breeding area. The adult mosquito control program will only be used in limited situations to reduce large numbers of adult mosquitoes.

There are things that everyone can do around the home to help eliminate mosquito-breeding areas. Some of these tips include:
§ Identify and eliminate all sources of standing water that collect on your property. Mosquitoes will breed in any stagnant water that lasts for 5 or more days.
§ Dispose of tin cans, plastic containers, ceramic pots or similar water holding containers that have collected on your property. Do not overlook containers that have become overgrown by aquatic vegetation.
§ Pay special attention to discarded tires that may have collected water on your property. They can serve as a breeding ground for mosquitoes.

Adult Mosquito Spraying in Selected Areas of Royersford Borough,
Limerick and Upper Providence Townships, Montgomery County
Norristown, PA (Aug. 28, 2017) – The Montgomery County Health Department (MCHD), after consulting with the Pennsylvania Department of Environmental Protection (PADEP), Royersford Borough and Limerick and Upper Providence township officials, will be adulticiding (spraying) to control the adult mosquito population in selected areas.
The spraying will be done where sampling by the Health Department and PADEP has shown mosquitoes that carry the West Nile Virus. For notification of any future spray events sign up with "ReadyMontco" at www.montcopa.org/readymontco.
The spraying will be conducted, weather permitting, on Wednesday, Aug. 30, 2017 from approximately 8 to 11 p.m. The alternate date will be Wednesday, Sept. 6, 2017.
All areas within the highlighted sections of the attached map will be subjected to spraying. Please see the attached map. Residents within the spray area should consider remaining indoors, closing windows and turning off ventilation systems that draw-in outside air for the duration of the spray plus 30 minutes after.
Workers will be using Duet Duel-action Adulticide at a rate of .75 fluid ounces per acre applied with a truck mounted Ultra Low Volume (ULV) sprayer. The spraying will be performed by MCHD personnel.
The Health Department will work with appropriate agencies to identify, eliminate or treat with larvacide, areas where mosquitoes are breeding. Residents may contact the Health Department at 610-278-5117 if they are concerned about an area of standing water that may be a breeding area. The adult mosquito control program will only be used in limited situations to reduce large numbers of adult mosquitoes.

There are things that everyone can do around the home to help eliminate mosquito-breeding areas. Some of these tips include:
§ Identify and eliminate all sources of standing water that collect on your property. Mosquitoes will breed in any stagnant water that lasts for 5 or more days.
§ Dispose of tin cans, plastic containers, ceramic pots or similar water holding containers that have collected on your property. Do not overlook containers that have become overgrown by aquatic vegetation.
§ Pay special attention to discarded tires that may have collected water on your property. They can serve as a breeding ground for mosquitoes.
