Governor Wolf Joins PennDOT Secretary, Local Officials to Break Ground on U.S. 322 Improvement Project in Delaware County

Governor Wolf Joins PennDOT Secretary, Local Officials to Break Ground on
U.S. 322 Improvement Project in Delaware County

4/28/2017-KING OF PRUSSIA

Governor Tom Wolf joined Pennsylvania Department of Transportation
(PennDOT)
Secretary Leslie S. Richards and local officials today to break ground on
the
first of two mainline projects to widen and reconstruct a 6.7-mile section
of
U.S. 322 (Conchester Highway) from U.S. 1 (Baltimore Pike) to just east of
Route 452 (Market Street) in Concord, Bethel and Upper Chichester
townships,
Delaware County.

The project is part of the more than $550 million that the department
expects
to invest in highway and bridge improvements across the Philadelphia region
in
2017.

"Whether it's in a rural community or a suburban area, transportation
improvements make commerce and our daily lives move more smoothly,"
Governor
Wolf said. "This major investment will double the highway's capacity to
improve
traffic flow and safety."

The ceremony marked the start of work on the long-awaited, $62.7 million
project to improve travel and safety on the first section, or western
section
of U.S. 322 (Conchester Highway) from U.S. 1 (Baltimore Pike) to just east
of
Mattson Road/Featherbed Lane near Clayton Park in Concord Township, by
widening
the highway from two lanes to four lanes with a grass median separating the

eastbound and westbound travel lanes.

"The state transportation plan is allowing this project to start faster
than it
would have otherwise, and we're pleased to bring these improvements to this

region faster," Richards said. "This will make a huge difference for the
tens
of thousands of people who use the highway to connect to Interstate 95,
Philadelphia International Airport and New Jersey."

The scope of work on the first section also includes:
• Reconstructing, widening and upgrading five intersections to provide four

through lanes and turn lanes on U.S. 322 at Evergreen Drive, Fellowship
Drive/Station Road, Cambridge Drive, Featherbed Lane/Mattson Road and
Clayton
Park Drive;
• Upgrading traffic signals on U.S. 322 at U.S. 1 (Baltimore Pike),
Evergreen
Drive, Fellowship Drive/Station Road and Featherbed Lane/Mattson Road;
• Eliminating through and left turn movements on Spring Valley Road, Merion

Drive, Cambridge Drive, Station Road and Clayton Park Drive; and
• Installing three dynamic message signs, six closed circuit TV cameras,
and
Bluetooth tag readers to optimize traffic flow.

In addition, the bridge carrying U.S. 322 (Conchester Highway) over
SEPTA/Webb
Creek and the bridge over Smith Bridge Road will be replaced. Five
retaining
walls and a sound barrier will also be constructed in this section.

"This day is a tremendously important day for our region. Area residents
have
been calling for this road to be improved for decade, going back some 30
years
when the late Senator Bell made this project a top priority for our
region,"
said Senator Tom Killion. "I was happy to help build legislative support
for
Act 89—the legislation that made this project possible. Getting to this
point
took a lot of effort from a lot of people. I want to thank all those who
contributed to making this project happen. The impact this project will
have on
improving the quality of life for our community cannot be overstated."

During construction, U.S. 322 (Conchester Highway) between U.S. 1
(Baltimore
Pike) and Clayton Park Drive will remain open to one lane of traffic in
each
direction during peak travel times. Periodic flagger-controlled lane
restrictions may occur Mondays through Fridays from 9:00 AM to 3:00 PM, and

from 7:00 PM to 5:00 AM, for various operations as construction advances
along
the corridor.

Work on the first mainline section of U.S. 322 (Conchester Highway) is
scheduled to be completed in fall 2020.

J.D. Eckman, Inc. of Atglen, Chester County, is the general contractor on
the
project which is financed with 80 percent federal and 20 percent state
funds.

Engineering design is advancing for the widening and reconstruction of the
eastern section of the highway from Featherbed Lane/Mattson Road to just
east
of Route 452 (Market Street). Construction on this section is expected to
start
in 2019.

An additional contract to replace the U.S. 322 (Conchester Highway) bridge
over
the CSX railroad and Bethel Road as well as improvements to the adjacent
Bethel
Road Interchange is under design and not yet scheduled for construction.

PennDOT has launched a new website — us322conchester.com — to keep
motorists
and residents informed during the reconstruction and widening of U.S. 322
(Conchester Highway). The site provides updated construction details and
photos, graphics showing improvements at each intersection, travel
information
for commuters, a form for submitting questions or comments, and an email
subscription service for receiving news and other information about the
project.

4/27/2017-KING OF PRUSSIA

Five-minute traffic stoppages will start next week on U.S. 322 (Conchester
Highway), Concord Road and Station Road in Concord Township, Delaware
County,

and
environmental mitigation enhancement project, the Pennsylvania Department
of
Transportation (PennDOT) announced today.

Sometime between 9:00 AM and 3:00 PM on Monday, May 1, Thursday, May 4,
Tuesday, May 9, and Friday, May 12, there will be one five-minute traffic
stoppage each day scheduled simultaneously at the following locations:

All
construction activities are weather dependent.

Under this enhancement project, PennDOT is building a pad site for the
future
maintenance facility to be located on Station Road North near the
intersection
with U.S. 322 in Concord Township. This facility will replace the existing
PennDOT maintenance facility on Route 261 (Foulk Road) at the U.S. 322
Interchange in Bethel Township, which will be removed for the widening of
U.S.
322.

The contractor is realigning Station Road North to improve access to the
new
maintenance site and increase the storage volume for an adjacent storm
water
basin. Additional roadway improvements to be made under this project
include
the construction of a concrete arch structure and adjacent retaining walls
over
an unnamed tributary to Webb Creek; guide rail upgrades; new signing and
pavement markings; and traffic signal adjustments at U.S. 322's
intersection
with Station Road North and Fellowship Drive.

In addition to construction, PennDOT's contractor is creating 2.33 acres of
new
wetlands to expand an existing wetland site in Thornbury Township, Delaware

County, to compensate for unavoidable impacts to existing wetlands along
the
U.S. 322 corridor.

Construction is expected to finish in October 2018.

Road-Con, Inc., of West Chester, Chester County, is the general contractor
on
the $7,343,510 project which is financed with 80 percent federal and 20
percent
state funds.

Construction to rebuild and widen U.S. 322 from two lanes to four lanes
from
U.S. 1 (Baltimore Pike) to just east of Clayton Park Drive began in March
2017.
Work to widen the eastern half of U.S. 322 to just east of the Route 452
(Market Street) Interchange is expected to start in 2019.

All scheduled activities are weather dependent.

PennDOT began construction March 20, on the first-of-two mainline projects
to
widen and reconstruct a 6.7-mile section of U.S. 322 (Conchester Highway)
from
U.S. 1 (Baltimore Pike) to just east of Route 452 (Market Street) in
Concord,
Bethel and Upper Chichester townships, Delaware County.

U.S. 322 (Conchester Highway) will remain open to one lane of traffic in
each
direction during peak travel times. Periodic flagger-controlled lane
restrictions may occur Mondays through Fridays from 9:00 AM to 3:00 PM, and

from 7:00 PM to 6:00 AM, for various operations as construction advances
along
the corridor.

Work on the first mainline section (Section 101) of U.S. 322 (Conchester
Highway) is scheduled to be completed in late 2020.

J.D. Eckman, Inc. of Atglen, Chester County, is the general contractor on
the
project which is financed with 80 percent federal and 20 percent state
funds.

Engineering design is advancing for the widening and reconstruction of the
eastern section (Section 102) of the highway from just east of Clayton Park

Drive to just east of Route 452 (Market Street). Construction on this
section
is expected to start in 2019.

An additional contract to replace the U.S. 322 (Conchester Highway) bridge

U.S. 202 Express Lane Traffic Shift at U.S. 30 Begins Next Weekend for Bridge Rehabilitations over Amtrak in Chester County

U.S. 202 Express Lane Traffic Shift at U.S. 30 Begins Next Weekend for
Bridge Rehabilitations over Amtrak in Chester County

4/27/2017-KING OF PRUSSIA

The first of two Express Lane traffic shifts is scheduled to begin next
weekend
on U.S. 202 in East Whiteland and West Whiteland townships, Chester County,
for
construction related to the rehabilitation of two bridges over Amtrak rail
lines near the U.S. 30 Interchange, the Pennsylvania Department of
Transportation (PennDOT) announced today.

The work schedule is:

• Tuesday, May 2, and Wednesday, May 3, from 8:00 PM to 5:00 AM the
following
morning, the left lane is scheduled to close on southbound U.S. 202 between
the
U.S. 30 and Boot Road interchanges;
• Wednesday, May 3, from 9:00 PM to 5:00 AM the following morning, the
right
lane is scheduled to close on northbound U.S. 202 between the Boot Road and

U.S. 30 interchanges;
• Thursday, May 4, from 8:00 PM to 5:00 AM the following morning, the right

lane is scheduled to close on southbound U.S. 202 between the U.S. 30 and
Boot
Road interchanges;
• Friday, May 5, from 8:00 PM to 10:00 AM the following morning, the left
lane
is scheduled to close on northbound U.S. 202 between the Boot Road and U.S.
30
interchanges;
• Friday, May 5, from 9:00 PM to 10:00 AM the following morning, the left
lane
is scheduled to close on southbound U.S. 202 between the U.S. 30 and Boot
Road
interchanges;
• Saturday, May 6, from 4:00 AM to 10:00 AM, and 8:00 PM to 10:00 AM the
following morning, the right lane is scheduled to close on northbound U.S.
202
between the Boot Road and U.S. 30 interchanges. During these times, the
first
Express Lane traffic shift will begin to move the left lane of northbound
traffic to the southbound side of U.S. 202, where concrete barriers will
separate it from southbound traffic. During the Express Lane traffic shift,

northbound U.S. 202 motorists will not have access to the exit ramp to U.S.
30
(Lancaster Avenue). The detour will direct northbound U.S. 202 motorists to

continue to the Route 401 (Conestoga Road) Interchange and turn right onto
Route 401 (Conestoga Road) to reach U.S. 30 (Lancaster Avenue); and
• Monday, May 8, from 8:00 PM to 5:00 AM the following morning, the right
lane
is scheduled to close on southbound U.S. 202 between the U.S. 30 and Boot
Road
interchanges.

Motorists are advised to allow extra time when traveling through the
construction area because slowdowns may occur. The work schedule is weather

dependent.

The work is part of a $26.4 million project to complete the final phase of
the
U.S. 202 Section 300 improvement project, which includes the rehabilitation
of
two bridges over Amtrak rail lines.

Crews will repair the six-span twin structures by upgrading the support
piers;
replacing the bridge decks and walls; constructing a retaining wall to
stabilize the embankment, rehabilitating existing concrete pavement north
of
the bridges; and installing new Intelligent Transportation System (ITS)
equipment.

In order to maintain two lanes of traffic in each direction on U.S. 202,
PennDOT is building the project in five stages and utilizing the Express
Lane
traffic shift in both directions.

Once the rehabilitation of the northbound bridge is completed in mid-2018,
three lanes of traffic — two northbound lanes and a southbound express lane

will be shifted to the rebuilt northbound bridge. The southbound bridge
will
then be reconstructed one half-at-a-time.

A final construction stage will remove the crossovers and restore the
median to
complete the project in fall 2019.

In addition to rehabilitating the two U.S. 202 bridges, the improvement
project
includes restoring U.S. 202's concrete pavement near the U.S. 30
Interchange;
rehabilitating the bridge carrying Morstein Road over U.S. 202 in East
Goshen
Township, Chester County; and installing new highway signs and Dynamic
Message
System (DMS) structures on U.S. 202 and U.S. 30 in Tredyffrin, East
Whiteland
and West Whiteland townships, Chester County, and U.S. 202 in Upper Merion
Township, Montgomery County.

Allan A Myers, Inc. of Worcester, Montgomery County, is the general
contractor
on the $26,370,555 project which is financed with 100 percent federal
funds.

U.S. 1 to Close Overnights Next Week for Overhead Bridge Rehabilitation in Bucks County

U.S. 1 to Close Overnights Next Week for Overhead Bridge Rehabilitation in
Bucks County

4/26/2017-KING OF PRUSSIA

The Pennsylvania Department of Transportation (PennDOT) announced today
that
northbound and southbound U.S. 1 is scheduled to close at the Oxford Valley

Road Interchange in Falls and Lower Makefield townships, Bucks County, on
Sunday, April 30, through Friday, May 5, from 9:00 PM to 6:00 AM, for the
rehabilitation of the structurally deficient Oxford Valley Road overpass.
During construction, U.S. 1 motorists will exit at Oxford Valley Road and
then
re-enter the highway at the entrance ramps at the interchange.

Motorists are advised to allow extra time when traveling through the
construction area because slowdowns may occur. The work schedule is weather

dependent.

Crews began construction on November 14, 2016, to rehabilitate the Oxford
Valley Road bridge over U.S. 1. The bridge remains open to traffic while
the
contractor repairs structural damage sustained when the bridge was struck
by an
oversized truck on June 29, 2015. Crews will replace two steel beams and
repair
three steel beams. Construction on the bridge is scheduled to finish in
June
2017.

The three-span, steel-I beam bridge was built in 1972. It is 167 feet long
and
90 feet wide. The structure carries 31,000 vehicles a day.

The work is part of PennDOT's $11,766,000 project to rehabilitate four
structurally deficient bridges in Bucks, Chester, Montgomery, and
Philadelphia
counties, and replace six structurally deficient culverts in Bucks, Chester
and
Delaware counties.

Over the last month, the bridge carrying Torresdale Avenue over Academy
Road in
Philadelphia and the Edenton Road bridge over Rattlesnake Run in Upper
Oxford
Township, Chester County, were completed under this project. PennDOT is
also
rehabilitating the Route 663 (Layfield Road) bridge over the Perkiomen
Creek in
Upper Hanover Township, Montgomery County.

The contractor also will replace deteriorated culverts at the following
locations: State Road bridge over a branch of Cooks Creek in Springfield
Township, Bucks County; Rocky Ridge Road over a branch of Tohickon Creek,
Richland Township, Bucks County; White Horse Road over a branch of
Pickering
Creek in Schuylkill Township, Chester County; Route 282 (Creek Road) over a

branch of Brandywine Creek in East Brandywine Township, Chester County;
Route
82 (Doe Run Road) in East Fallowfield Township, Chester County; and MacDade

Boulevard over the Muckinipattis Creek in Glenolden Borough, Delaware
County.

Loftus Construction, Inc. of Cinnaminson, N.J., is the general contractor
on
this project that is financed with 100 percent state funds through Act 89,
Pennsylvania's transportation plan.

All work on the project is expected to be completed in August 2018.

Route 926 (Street Road) Lane Closure Scheduled Next Week for Resurfacing in Chester County

Route 926 (Street Road) Lane Closure Scheduled Next Week for Resurfacing in
Chester County

4/26/2017-KING OF PRUSSIA

A single lane closure is scheduled at the intersection of Route 926 (Street

Road) at Pocopson Road in Pocopson Township, Chester County, on Monday, May
1,
through Friday, May 5, from 9:00 AM to 3:00 PM, for resurfacing operations
related to an $8.6 million project to replace the structurally-deficient
Route
926 (Street Road) bridge over the Brandywine Creek in Birmingham and
Pocopson
townships, the Pennsylvania Department of Transportation (PennDOT)
announced
today. The new bridge is scheduled to reopen by September 1, 2017.

PennDOT is improving Route 926 (Street Road) by replacing the 79-year-old
bridge with a new three-span structure built at a higher elevation;
rebuilding
and raising 1,700 feet of the roadway approaches to make them less prone to

flooding; replacing the nearby culvert over Radley Run with an 84-foot twin

arch concrete culvert; and realigning 800 feet of Creek Road at its
northern
intersection with Route 926 (Street Road).

The new, aesthetically-designed bridge will be built to resemble the
current
structure and have stone form liners covering the piers so they resemble
the
existing piers. The new structure also will include an open, higher
railing.

Separate detours are in use during construction for the closures of Route
926
(Street Road) and Creek Road. Motorists using Route 926 (Street Road) will
be
detoured over U.S. 202, U.S. 1, and Route 52 (Lenape Road). Creek Road will

close in June 2017 and motorists will be detoured over U.S. 1 and Route 52
(Lenape Road).

Following the reopening of Route 926 (Street Road), there will be one
weekend
in spring 2018 when Route 926 (Street Road) will close for the final
resurfacing of the new bridge and culvert.

The existing four-span bridge was built in 1937 and rehabilitated in 1974.
The
steel I-beam structure is 190 feet long and 26 feet wide. The bridge, which
is
posted with a weight restriction of 26 tons and 33 tons for combination
loads,
carries approximately 13,200 vehicles a day.

To improve travel through the intersection of Route 52 (Lenape Road) and
Pocopson Road/West Creek Road, PennDOT's contractor activated a new traffic

signal that includes a Flashing Yellow Arrow signal for left turns from
Route
52 (Lenape Road) to Pocopson Road/West Chester Road, in addition to the
standard red, yellow and green lights. This Flashing Yellow Arrow signal is
the
first to operate in the Philadelphia region.

More information on the Flashing Yellow Arrow signals and other traffic
signal
initiatives is available at www.penndot.gov in the Traffic Signals,
Management
section of "Travel in PA".

Clearwater Construction Inc., of Mercer, Pa., is the general contractor on
the
$8,614,000 project financed with 100 percent state funds.

made
possible by or accelerated by Act 89, or those on the department's Four and

existing
superstructure which includes the concrete deck slab. Crews will also
repair
the support abutments, install new sidewalks and make repairs to the
existing
pedestrian stairways.

The one-span, structurally-deficient, steel girder bridge was built in
1947. It
is 115 feet long and 37 feet wide. The structure is posted with a weight
