Weekly Announcements for February 28, 2017
Governor Wolf Outlines Plan to Invest Additional $2.1 Billion for Highways and Bridges Through New Road MaP Program
and Bridges Through New Road MaP Program
2/28/2017-HARRISBURG
Today, Governor Tom Wolf announced plans for the Pennsylvania Department of
Transportation (PennDOT) to invest more than $2 billion in roadway
maintenance
and highway and bridge capital projects over the next 10 years through its
new
Road Maintenance and Preservation (Road MaP) program.
"We've made significant progress on our roadway and bridge needs and the
Road
MaP program will amplify our efforts statewide," said Governor Wolf. "We're
bringing an even bigger focus to our interstates and to the lower-volume
roads
where many Pennsylvanians live and work."
The investments are being made possible due to legislative action in 2016
which
caps the expenditures from the Motor License Fund going toward the State
Police
budget beginning with the 2018-19 budget and concluding with the 2027-28
budget. The program will see an additional estimated $63 million in the
2017-18
state fiscal year through Governor Wolf's budget proposal of a $25 per
capita
fee for municipalities with exclusive State Police enforcement coverage.
Of the capital-project investments, $500 million will be allocated to an
Interstate preservation and reconstruction program, bringing that total
program, begun in 2016, to $1 billion over the next 10 years. Another $600
million will go toward rehabilitation and reconstruction needs identified
through the department's district and regional planning efforts.
Another piece of Road MaP is aggressively addressing relatively low-volume
roads with a reinvigorated initiative to use recycled asphalt to preserve
and
upgrade the condition of these roads. Recycled Asphalt Paving (RAP), which
repurposes materials from projects onto other roadways by mixing ground
millings with oil, allows the department to pave less-traveled roads that
otherwise wouldn't be paved, or to reinforce roadway shoulders.
RAP is an environmentally conscious method that saves the need to purchase
new
material, stretching dollars to impact more miles of secondary roadways. In
PennDOT's northwest region where RAP is being deployed, they estimate
roughly
$5.4 million in annual savings due to RAP usage. RAP will be an increased
focus
with PennDOT forces in Armstrong and Berks counties in 2017, with expanded
usage occurring in 2018.
"Our county staff have aggressively managed their budgets over the past
decade
to maximize maintenance dollars and Road MaP will allow us to better
complement
the vital work of our private-sector partners to improve our transportation
system," PennDOT Secretary Leslie S. Richards said.
The savings achieved through county staff's innovation and efficiency
efforts
have laid the groundwork for Road MaP to make the biggest impact with
department and private-sector work. Roughly 75 percent of the department's
total highway and bridge investments go to the private sector and Road
MaP's
maintenance component ensures that department forces and industry partners
can
continue and expand vital maintenance improvements.
Road MaP addresses large needs on the 40,000 PennDOT-maintained miles.
Specifically, the Interstate program will address the issue of more than
half
of the state's Interstates being out of cycle for reconstruction, which
should
be considered every 40 years. Of the 2,691 department-maintained Interstate
bridges, nearly 40 percent have exceeded their original 50-year design life
and
44 of them are older than 65 years.
In addition, of the roughly 18,000 miles of PennDOT-owned, low-volume
roadways,
24 percent haven't had structural resurfacing in more than 20 years. Of the
PennDOT-maintained roads that aren't Interstates or on the National Highway
System, 27 percent are rated as "poor" on the International Roughness
Index,
which rates pavement smoothness.
The department estimates that Interstate reconstruction costs roughly $2.6
million per lane mile, or $5.2 million if the segment mile of Interstate
has
two lanes. Resurfacing one mile of two lanes of interstate in one direction
of
travel costs roughly $1 million. On lower-volume roads, per-mile costs are
roughly $24,700 to seal coat, $101,400 to resurface and $910,000 to
rehabilitate.
"We're well aware that many Pennsylvanians are dealing with very old roads
that
sorely need repairs, and Road MaP is one way that we're going to fix our
connections within communities and to other states," Richards said. "With
this
initiative we're telling our customers that we're using these new
investments
to better maintain and preserve our massive roadway system – the
fifth-largest
in the country."
Road MaP, with its additional resources making more contracts and
department
maintenance work possible, means that all maintenance projects listed in
Act
89's Decade of Investment will be completed by 2028. As of late February,
more
than 70 percent of projects accelerated or made possible by Act 89 were
completed, are underway, or are on the department's four or 12 year plans.
The
projects are viewable at www.projects.penndot.gov.
More information on Road MaP is available at www.penndot.gov on the "Act 89
Transportation Plan" page.

PennDOT Alert: Rt 202 lane restrictions
PennDOT to Rehabilitate Eight Bridges over I-95 in the City of Chester, Delaware County
Delaware County
2/28/2017-KING OF PRUSSIA
The Pennsylvania Department of Transportation (PennDOT) will start
construction
Tuesday, March 14, on a $16.6 million project to rehabilitate eight bridges
over Interstate 95 and CSX Railroad in the City of Chester, Delaware
County,
plus improvements on Chestnut Street and Morton Avenue in the city. The
project
is scheduled to be completed in November 2018.
Construction on the first bridge over I-95 will begin Tuesday, March 14,
with
the rehabilitation of the Crosby Street pedestrian bridge. Due to nature of
the
bridge repairs, Crosby Street will be closed to pedestrians between 12th
Street
and 13th Street for the duration of construction which is scheduled to
finish
in mid-October 2017. Pedestrians will be directed to use the Edgmont Avenue
bridge to cross over I-95.
In addition to rehabilitating the Crosby Street bridge, PennDOT will
rehabilitate and improve the multi-span, steel girder bridges on Potter
Street,
Madison Street, Upland Street, Melrose Avenue, Chestnut Street, Edgmont
Avenue,
and the Walnut Street pedestrian structure. The contractor will also
improve
the I-95 south exit ramp at Chestnut Street.
The contractor will repair the concrete bridge decks on seven structures
and
replace the concrete deck on the Potter Street bridge. Crews will also
place a
new concrete overlay on the bridges; repair piers and support abutments;
replace fencing on the bridge parapets; repair curbs and sidewalks; install
new
expansion joints; paint structural steel; reset bridge bearings; clean
bridge
drainage systems; repair existing lights; and perform other miscellaneous
repairs.
PennDOT owns the Edgmont Avenue and Madison Avenue bridges, and the City of
Chester owns the remaining six structures.
Each bridge will close during construction as will the I-95 south exit ramp
at
Chestnut Street when construction begins on that section. The department
will
not permit the contractor to close certain bridges simultaneously, and it
will
post detours to move motorists and pedestrians around the closed spans.
Depending on the bridge under construction, lane restrictions will occur on
I-95 weeknights from 10:00 PM to 5:00 AM the following morning, and on
Saturdays and Sundays from 9:00 PM to 5:00 AM the following morning.
In addition to the bridge and ramp improvements, crews will repair Chestnut
Street and Morton Avenue from 12th Street to 4th Street. The plan is to
reconstruct curbs and sidewalks; mill and resurface the streets; install a
new
traffic signal at Chestnut Street and Morton Avenue; and upgrade the
traffic
signal at Morton Avenue and 7th Street. The contractor will reconstruct
Morton
Avenue from 7th Street to 4th Street to lower the road under the Amtrak
overpass to increase vertical clearance from 12 feet 9 inches to 13 feet 9
inches.
South State, Inc. of Bridgeton, N.J. is the general contractor on the
$16,668,238 project which is financed with 100 percent state funds.

Municipalities to Receive Nearly $466.2 Million to Invest in Local Roads, 5 Percent Increase from Previous Year
Percent Increase from Previous Year
2/27/2017-HARRISBURG
Pennsylvania's far-reaching transportation plan, Act 89, will allow the
Pennsylvania Department of Transportation (PennDOT) to distribute nearly
$466.2
million in liquid fuels payments to certified municipalities on March 1 to
help
them maintain their roads and bridges.
This distribution marks a $20.9 million, or 5 percent, increase over the
$445.3
million distributed in 2016. In 2013, before Act 89 was enacted,
municipalities
received $320.8 million in liquid fuels payments.
"The funds received through liquid fuels payments are critical to the
preservation and improvement of our vast network of locally maintained
roads,"
said PennDOT Secretary Leslie S. Richards. "They are essential to
communities
for the upkeep of these vital connections to the state highway and bridge
network."
Liquid fuels allocations are annual payments to municipalities to help pay
for
expenses such as snow removal and road repaving. There are 120,091 miles of
public roads in Pennsylvania, with 72,856 of those miles owned by
municipalities and eligible for liquid fuels. The formula for payments is
based
on a municipality's population and miles of locally-owned roads.
To be counted as eligible for liquid fuels, a roadway must be formally
adopted
as a public street by the municipality, meet certain dimension
requirements,
and be able to safely accommodate vehicles driving at least 15 mph.
For the complete list of local payments, visit the "Municipal Liquid Fuels
Program" page at www.penndot.gov under the "Doing Business" Local
Government
page.

22nd Street to Close this Weekend for Overhead Bridge Demolition in Philadelphia
Philadelphia
2/24/2017-KING OF PRUSSIA
The Pennsylvania Department of Transportation (PennDOT) today announced
that
22nd Street willo be closed and detoured between Arch Street and Market
Street
in Philladelphia from 10:00 PM tonight, February 24, through 6:00 AM
Monday,
February 27 for overhead bridge demolition.
During the closure, motorists will be detoured over Market Street, 20th
Street
and Arch Street.
In addition 21st Street will be closed and detoured between Arch Street and
Market Street from 10:00 PM Friday, March 3, through 6:00 AM Monday, March
6,
for overhead bridge demolition.
During this operation, 21st Street through traffic will be detoured over
Arch
Street, 23rd Street and Market Street.
Motorists are advised to allow extra time when traveling through the area.
Local access will be maintained up to the construction zone.
The work is part of PennDOT's $15.8 million project to rehabilitate three
structurally deficient bridges on John F. Kennedy (JFK) Boulevard over
21st,
22nd and 23rd streets in Philadelphia.
Construction began January 23, 2017.
Construction on the JFK Boulevard bridges will be performed one half at a
time
as the department's contractor replaces the deteriorated deck and beams on
the
three structurally-deficient, prestressed adjacent box-beam bridges. The
deteriorated bridge decks have been in place since the late 1950s.
Eastbound JFK Boulevard remains closed and detoured between 20th Street and
Schuylkill Avenue through the completion of construction scheduled, which
is
for August 2018. Eastbound JFK Boulevard motorists are detoured over
Schuylkill
Avenue, 30th Street, Market Street and 20th Street.
JFK Boulevard is open to westbound travelers.
In addition to replacing the bridge deck, crews are reconstruct JFK
Boulevard
from the eastern end of the bridge over the Schuylkill River to just east
of
21st Street, and widen the sidewalk on the south side to match the sidewalk
built on the JFK Boulevard bridge over the Schuylkill River.
Crews will also build a new center median; reconstruct the westbound
sidewalk
