Weekday travel restrictions are scheduled next week on Interstate 76, U.S.
1
(Roosevelt Boulevard) and U.S. 1 (Roosevelt Boulevard Extension) in
Philadelphia for soil and test boring operations, the Pennsylvania
Department
of Transportation (PennDOT) announced today.

The work schedule is:

• Monday, October 2, through Thursday, October 5, from 9:00 PM to 5:00 AM,
a
right lane closure is scheduled on eastbound I-76 between the Green Lane
and
the U.S. 1 (City Avenue) interchanges, for test boring;
• Monday, October 2, through Friday, October 6, from 9:00 AM to 3:00 PM, a
right lane closure is scheduled in both directions on U.S. 1 (Roosevelt
Boulevard Extension) between the Henry Avenue and Ridge Avenue
interchanges,
for soil boring;
• Monday, October 2, through Friday, October 6, from 9:00 AM to 3:00 PM, a
right lane closure is scheduled on northbound U.S. 1 (Roosevelt Boulevard
Extension) between the Wissahickon Avenue and Roberts Avenue interchanges,
for
soil boring;
• Monday, October 2, through Friday, October 6, from 9:00 AM to 3:00 PM, a
right lane closure is scheduled on northbound U.S. 1 (Roosevelt Boulevard
Extension) between the Broad Street (Route 611) Interchange and 9th Street,
for
soil boring; and

The work schedule is:

• Wednesday, October 4, from 9:00 AM to 3:00 PM, a left lane closure is
scheduled on the northbound deck of the I-95 Girard Point Bridge;
• Thursday, October 5, from 9:00 AM to 3:00 PM, a left lane closure is
scheduled on the northbound deck of the I-95 Girard Point Bridge;
• Friday, October 6, from 9:00 AM to 3:00 PM, a right lane closure is
scheduled
on the southbound deck of the I-95 Girard Point Bridge; and

Daytime and nighttime lane restrictions are scheduled next week on a pair
of
state highways as part of a project to repair and resurface 16.5 miles of
state
highway in Philadelphia, the Pennsylvania Department of Transportation
(PennDOT) announced today.

The work schedule is:

• Monday, October 2, and Tuesday, October 3, from 7:00 PM to 6:00 AM, lane
restrictions are scheduled on Walnut Street between Front Street and Broad
Street (Route 611), for resurfacing operations;
• Monday, October 2, through Wednesday, October 4, from 7:00 AM to 4:00 PM,

lane restrictions are scheduled on Chestnut Street between 22nd Street and
21st
Street, for resurfacing operations;
• Thursday, October 5, and Friday, October 6, from 7:00 PM to 6:00 AM, lane

restrictions are scheduled on Walnut Street between Front Street and Broad
Street (Route 611), for paving; and
• Thursday, October 5, and Friday, October 6, from 7:00 PM to 6:00 AM, lane

restrictions are scheduled on Chestnut Street between 22nd Street and 21st
Street, for paving.

Motorists are advised to allow extra time when traveling through these work

zones because slowdowns will occur during construction. The contractor's
schedule is dependent on the weather.

Additional state highway scheduled for resurfacing under this contract
include:

• Girard Avenue between Broad Street (Route 611) and U.S. 13 (33rd Street).

State highways completed under this resurfacing project include:

• Vine Street in both directions between 18th Street and 7th Street;
• Girard Avenue between Susquehanna Avenue and Broad Street (Route 611);
• Ridge Avenue between U.S. 13 (33rd Street) and Spring Garden Street; and
• Pennsylvania Avenue/Spring Garden Street between 26th Street and Delaware

Avenue.

Under this improvement project, PennDOT is milling the existing roadway
surface
and repaving the state highways with new asphalt. The new pavement will
seal
the roadways and provide motorists with a smoother riding surface.

In addition, crews have completed crack sealing operations at the following

locations:

• Interstate 76 between the 30th Street and Spring Garden Street
interchanges;
• Roberts Avenue between Henry Avenue and Germantown Avenue;
• Rhawn Street between U.S. 1 (Roosevelt Boulevard) and State Road;
• Interstate 95 between the Delaware County line and the I-95 Girard Point
Bridge;
• Passyunk Avenue between Essington Avenue and Broad Street (Route 611);
• Frankford Avenue between Torresdale Avenue and Robbins Street; and
• B Street between Allegheny Avenue and Erie Avenue.

Work on the entire project is expected to be completed in mid-November.

James J. Anderson Construction Co., Inc., of Philadelphia, is the general
contractor on the $7,136,316 project which is financed with 100 percent
state
funds.

The work schedule is:

• Sunday, October 1, through Tuesday, October 3, from 6:00 PM to 6:00 AM,
lane
restrictions are scheduled on Fernhill Road between Phoenixville Pike and
Paoli
Pike in West Goshen Township, for paving;
• Sunday, October 1, through Thursday, October 5, from 6:00 PM to 6:00 AM,
lane
restrictions are scheduled on Birmingham Road between Old Wilmington Pike
and
Route 52 (Lenape Road) in Birmingham and East Bradford townships, for
milling;
and

Route 320 (Montgomery Avenue) will be closed and detoured between Old Gulph

Road and Spring Mill Road in Lower Merion Township, Montgomery County, on
Sunday, October 1, through Thursday, October 5, from 8:00 PM to 5:00 AM,
and
from 5:00 AM, Saturday, October 7, through 5:00 AM, Sunday, October 8, for
beam
replacement on the overpass carrying northbound Interstate 476 over Route
320
(Montgomery Avenue), the Pennsylvania Department of Transportation
(PennDOT)
announced today.

In addition, motorists will encounter a right lane closure on northbound
I-476
between the U.S 30 (Lancaster Avenue) and Interstate 76 interchanges in
Radnor
Township, Delaware County, and Lower Merion Township and West Conshohocken
Borough, Montgomery County, on Saturday, October 7, beginning at 5:00 AM,
through Sunday, October 8, at 5:00 AM.

During construction, Route 320 (Montgomery Avenue) motorists will be
directed
to use Old Gulph Road and Spring Mill Road. Local access will be maintained
up
to the construction zone.

Motorists are advised to allow extra time when traveling through the
construction areas because slowdowns will occur. The contractor's schedule
is
dependent on the weather.

The underside of the northbound I-476 bridge over Route 320 (Montgomery
Avenue)
was struck by a large truck on July 22, 2017, which resulted in damage to
the
concrete fascia beam. Following the incident, the bridge was categorized as

structurally deficient.

As part of the work, crews will remove and replace the damaged pre-stressed

concrete fascia beam and adjacent portion of deck and barrier; install new
bearing pads; replace deck joints at the abutments; and remove and
reinstall
barrier-mounted sound wall. Construction on the bridge is scheduled to be
completed in late November.

Built in 1974, the one-span pre-stressed concrete-I beam bridge is 110 feet

long and 56 feet wide. The structure carries about 61,000 vehicles a day.

The work on the bridge carrying northbound I-476 over Route 320 (Montgomery

Avenue) is part of PennDOT's $6.8 million project to rehabilitate/replace
five
structurally-deficient bridges in Bucks and Montgomery counties, three
structurally-deficient culverts in Bucks County, and to stabilize a stream
embankment at a bridge in Bucks County.

Loftus Construction, Inc., of Cinnaminson, N.J., is the general contractor
on
the project, which is financed with 100 percent state funds through Act 89,

Pennsylvania's transportation plan.

Work on the entire project is scheduled to be completed in late 2018.

improvement project to repair and resurface 12 miles of U.S. 1 (Roosevelt
Boulevard) between 9th Street and the Bucks County line in Philadelphia,
the
Pennsylvania Department of Transportation (PennDOT) announced today.

The work schedule is:

• Sunday, October 1, from 7:00 PM to 5:00 AM, lane closures are scheduled
northbound and southbound on the outer lanes of U.S. 1 (Roosevelt
Boulevard)
between 9th Street and the Bucks County line, for milling, paving and line
striping;
• Monday, October 2, through Thursday, October 5, from 9:00 AM to 3:00 PM
and
7:00 PM to 5:00 AM, lane closures are scheduled northbound and southbound
on

• Brookhaven Road between Route 352 (Edgmont Avenue) and Route 252
(Providence
Road) in Nether Providence Township, and Rose Valley and Brookhaven
boroughs;
• Rogers Lane/Plush Mill Road/Wallingford Road between Turner Road and
Baltimore Pike in Nether Providence and Springfield townships;
• Lungren Road/Parkmount Road/Glen Riddle Road between Lenni Road and Route
352
(New Middletown Road) in Middletown Township;
• Knowlton Road between Route 452 (Pennell Road) and Route 352 (New
Middletown
Road) in Aston and Middletown townships;

Under this improvement project, PennDOT is milling the existing roadway

and repaving the state highways with new asphalt. The new pavement will

Work on the entire project is expected to be completed in mid-November.

on the $4,098,777 project, which is financed with 100 percent state funds.

Intermittent single and double lane closures are scheduled on northbound

southbound Interstate 95 at the Betsy Ross Bridge/Aramingo Avenue
Interchange
in Philadelphia on Wednesday, October 4, through Friday, October 6, from
8:00
PM to 5:00 AM the following morning for milling and paving, line painting
and
barrier removal operations, the Pennsylvania Department of Transportation
(PennDOT) announced today.

In addition, the following restrictions will be in place at night next week
on
several of the interchange's ramps. The schedule is:

• Monday, October 2, and Tuesday, October 3, from 8:00 PM to 5:00 AM the
following morning, the ramp from Aramingo Avenue to southbound I-95 will be

reduced from two-lanes-to-one for line striping;
• Monday, October 2, and Tuesday, October 3, from 8:00 PM to 5:00 AM the
following morning, the ramp from southbound I-95 to Aramingo Avenue will be

reduced periodically from two-lanes-to-one for line striping; and
• Monday, October 2, through Wednesday, October 4, from 8:00 PM to 5:00 AM
the
following morning, the ramp from the westbound Betsy Ross Bridge to

Interstate 76 West will be reduced to a single lane and closed several
overnights next week at the 30th Street Interchange in Philadelphia for
construction on the overhead viaduct carrying Schuylkill Avenue over the
expressway between Walnut Street and Chestnut Street, the Pennsylvania
Department of Transportation (PennDOT) announced today.

The work schedule is:

• From 9:00 PM Monday, October 2, to 5:00 AM Tuesday, October 3, I-76 West
will
be reduced from two-lanes-to-one approaching the 30th Street Interchange
for
installation of shielding on the underside of the overhead viaduct; and

• Tuesday, October 3, through Thursday, October 5, from 9:00 PM to 11:00
PM,
I-76 West will be reduced from two-lanes-to-one approaching the 30th Street

Interchange and then closed completely from 11:00 PM to 5:00 AM the
following
morning for continuing installation of underside shielding.

Motorists are advised to avoid using I-76 West through Center City during
the
closure as extensive backups and delays are expected approaching the work
area.
All scheduled activities are weather dependent.

When I-76 West is closed, traffic will be directed to use the ramp to 30th
Street (Exit 345) and continue north on Schuylkill Avenue to access the
ramp to
I-76 West near Market Street.

I-76 West traffic heading for Interstate 676 in Philadelphia also will be
impacted by the overnight closure. I-76 West motorists heading toward
Center
City Philadelphia from the Walt Whitman Bridge may use Interstate 95 North
to
Interstate 676 West, back to I-76 West, or take I-676 West from New Jersey
to
the Benjamin Franklin Bridge back to I-76 West.

The work is part of PennDOT's $103.6 million project to rehabilitate the
Chestnut Street bridge over the Schuylkill River and eight other nearby
structures, including those carrying Schuylkill Avenue over I-76 between
Walnut
Street and Chestnut Street, and between Chestnut Street and Market Street.

In addition to repairing and repainting the steel superstructure and
replacing
the deck of the main bridge carrying Chestnut Street over the Schuylkill
River
and the two Schuylkill Avenue structures over I-76, the project also
includes:

• Rehabilitating two structures on the Interstate 76 on-and-off-ramps
between
Chestnut Street and Walnut Street;
• Resurfacing Chestnut Street from 31st Street to 30th Street, and from
24th
Street to 23rd Street;
• Constructing wider sidewalks and installing decorative barrier and
railings
on the Chestnut Street and Schuylkill Avenue bridges;
• Rehabilitating a 900-foot section of the river wall structure between
I-76
and the Schuylkill River from Market Street and Walnut Street;
• Rehabilitating a 15-foot section of the retaining wall supporting the
Schuylkill River Trail under Chestnut Street;
• Installing new traffic signals, Intelligent Transportation System (ITS)
equipment, and street lighting along Chestnut Street between 31st Street
and
23rd Street;
• Replacing millennium lighting on Chestnut Street over the Schuylkill
River;
• Constructing a new trellis at the Chestnut Street Trailhead to the
Schuylkill
River Trail;
• Restriping pavement markings for a bicycle lane on Chestnut Street
between
34th Street and 22nd Street; and
• Installing a new clear acrylic barrier along Amtrak Northeast Corridor
tracks
located on the west side of Schuylkill Avenue West between Chestnut Street
and
Walnut Street.

The bridges on Chestnut Street and Schuylkill Avenue West will be under
construction concurrently and will remain open for most of the project.
There
will be various lane and sidewalk restrictions during the three stages of
construction that will require shifts in travel lane and sidewalk
configurations.

Approximately midway through the project, a detour will be in place for
about
one year on Chestnut Street from Schuylkill Avenue West to 23rd Street for
the
rehabilitation of the structurally deficient bridge carrying Chestnut
Street
over the CSX rail lines.

The Schuylkill River Trail will be closed below Chestnut Street for
approximately three months over the winter of 2017-2018 for repairs.

In addition, the on-and-off-ramps at the I-76 Interchange between Chestnut
Street and Walnut Street will be restricted to a single lane of traffic
during
construction. There will also be nighttime and weekend full closures of the

ramps during certain construction operations.

The entire project is scheduled to finish in fall 2020.

Buckley & Company Inc., of Philadelphia is the general contractor on the
project, which is financed with 80 percent federal and 20 percent state
funds.

A local bridge improvement program announced as part of the Wolf
Administration's Road Maintenance and Preservation, or Road MaP, initiative

will make possible a partnership to rehabilitate a bridge in Chester
County,
Pennsylvania Department of Transportation (PennDOT) Secretary Leslie S.
Richards said today.

"We're improving hundreds of state-owned bridges every year and this Road
MaP
program is one way that we're helping local governments with the bridges
that
they own," Richards said. "I commend the county and our regional planning
partner for recognizing and acting on these needed improvements in Chester
County."

The Delaware Valley Regional Planning Commission (DVRPC) today approved
adding
a bridge on Township Road over the west branch of Big Elk Creek in Lower
Oxford
Township to its transportation improvement program, a necessary step as
part of
PennDOT's collaborative planning process with metropolitan and regional
planning organizations statewide. The estimated $2 million bridge
rehabilitation will use federal funds made available for local bridge
partnerships announced as part of Road MaP.

Through Road MaP, PennDOT is making opportunities available for counties
who
have taken steps to enhance their transportation networks by collecting the
$5
vehicle registration fee enabled by Act 89 of 2013, the state
transportation
plan.

The partnership makes available up to $2 million for each county that has
passed a fee resolution, with a 50-percent local match commitment required
to
secure the program funding. Chester County has committed to using funding
collected from the vehicle registration fee to rehabilitate its Allerton
Road
bridge over the east branch of Brandywine Creek in East Bradford Township
for
an estimated $3 million for use as its partnership match.

"With approximately a third of our local bridges in structurally deficient
status, the opportunity to leverage a county's decision to implement the
additional $5 registration fee for improving local bridges plus benefit
from an
additional $2 million for local bridges is a great mechanism which will
ultimately benefit our entire region," DVRPC Associate Director for
Transportation Elizabeth Schoonmaker said. "Keeping our bridges in a state
of
good repair is good for our economy and our quality of life, and it is
great to
have this program as one of the tools in our toolbox to address local
needs."

The structurally deficient bridge on Township Road was constructed in 1924,
has
a weight limit of 20 tons and sees roughly 1,500 vehicles daily. The
Allerton
Road bridge is one of only two historic thru trusses owned and maintained
by
the county.

Chester County Commissioners' Chair and DVRPC board member Michelle
Kichline
noted, "One of our main priorities as county commissioners is that of the
safety of our citizens, and the reason that we decided to enact the $5
vehicle
registration fee in Chester County was that the funds raised would go
directly
to repairing or replacing our bridges, thus helping to keep those who use
our
bridges safe. Of the 95 bridges that Chester County owns, 60 percent of
them
are over 75 years old and increasingly are in need of rebuilding or
rehabilitation. We are pleased that the funds raised by the vehicle
registration fee will be used in this instance to leverage the significant
additional Road MaP funding from PennDOT – thus speeding up the
rehabilitation
process for another county bridge."

This component of Road MaP is aimed at addressing the needs of
Pennsylvania's
6,477 locally owned bridges, of which 2,038 – or more than 31 percent – are

structurally deficient. The need to improve local bridges was underscored
when
the biennial Transportation Performance Report, assembled by PennDOT, the
State
Transportation Commission, and the Transportation Advisory Committee and
viewable at www.TalkPATransportation.com, identified local bridges as the
only
category receiving a "low" performance rating.

Lane restrictions are scheduled on U.S. 1 (Township Line Road) between

ramp installation as part of a project to improve travel and safety on a
3.4-mile section of U.S. 1 (Township Line Road) in Upper Darby and
Haverford
townships, Delaware County, the Pennsylvania Department of Transportation
(PennDOT) announced today. The project is scheduled to be completed in
November.

Motorists are advised to allow extra time when traveling through the work
area
because backups and delays will occur. The contractor's schedule is weather

dependent.

Under this improvement project, PennDOT is reconfiguring the four-lane
section
of U.S. 1 (Township Line Road) to a five-lane section that includes a
center
turn lane along the corridor; resurfacing the highway from State Road to
Harding Drive, narrowing lane widths, installing radar display speed signs
and
speed limit legends at various locations to help reduce speeds; performing
tree
and bush trimming operations along the south side of U.S. 1 (Township Line
Road) between Blythe Avenue and Belfield Avenue; and installing High
Friction
Surface Treatment (HFST) on the northbound right lane of U.S. 1 (Township

Road) between State Road and Arrowhead Lane to improve safety.

contractor
on the $1,077,555 project which is financed with 100 percent federal funds.

Township, Chester County, West Pottsgrove Township, Montgomery County, and
Douglass Township, Berks County, the Pennsylvania Department of
Transportation

Beginning at 9:00 PM Friday, September 29, to 5:00 AM Saturday, September
30,
westbound U.S. 422 will be closed and detoured from Route 100 (Pottstown
Pike)
to the split with Benjamin Franklin Highway. During construction, westbound

U.S. 422 motorists will be directed to take Route 100 North (Pottstown
Pike)
and High Street/Benjamin Franklin Highway to access westbound U.S. 422.

Drivers are advised to allow extra time when traveling near the work area
overnight because backups will occur. All scheduled activities are weather

Under this improvement project, PennDOT is reconstructing U.S. 422 on both
existing and new alignments; reconfiguring the U.S. 422/Stowe Interchange
to a

boards, signing, pavement markings, lighting, concrete median barriers,

glare screens and guide rail; upgrading stormwater management facilities

contractor on the $35,581,408 improvement project which is financed with
100
percent state funds from Act 89, Pennsylvania's Transportation Plan. The
entire

Lane closures are scheduled next week on U.S. 322 (Conchester Highway) from

U.S. 1 (Baltimore Pike) to just east of Clayton Park Drive in Concord
Township,
Delaware County, for construction related to a project to improve and widen
the
highway, the Pennsylvania Department of Transportation (PennDOT) announced
today.

On Monday, October 2, through Friday, October 6, from 9:00 AM to 3:00 PM,
and
Saturday, October 7, from 7:00 AM to 7:00 PM, flaggers will direct an
alternating single lane of traffic on U.S. 322 (Conchester Highway) through

various work areas along the 2.6-mile construction zone.

Motorists should expect delays on U.S. 322 (Conchester Highway) and on
northbound U.S. 1 (Baltimore Pike) approaching U.S. 322 (Conchester
Highway),
allow extra time for travel through the work areas, or use an alternate
route.
All scheduled activities are weather dependent.

PennDOT began construction March 20, on the first-of-two mainline projects
to
widen and reconstruct a 6.7-mile section of U.S. 322 (Conchester Highway)
from
U.S. 1 (Baltimore Pike) to just east of Route 452 (Market Street) in
Concord,
Bethel and Upper Chichester townships, Delaware County.

Work on the first mainline section of U.S. 322 (Conchester Highway) is
scheduled to be completed in late 2020.

J.D. Eckman, Inc. of Atglen, Chester County, is the general contractor on
the
project which is financed with 80 percent federal and 20 percent state
funds.

Engineering design is advancing for the widening and reconstruction of the
eastern section (Section 102) of the highway from just east of Clayton Park

Drive to just east of Route 452 (Market Street). Construction on this
section
is expected to start in 2019.

An additional contract to replace the U.S. 322 (Conchester Highway) bridge
over
the CSX railroad and Bethel Road as well as improvements to the adjacent
Bethel
Road Interchange is under design.

demolition as part of a major project to build new, wider bridges to
improve
travel and carry U.S. 422 motorists over the Schuylkill River, Norfolk
Southern
Railroad, South Trooper Road and Schuylkill River Trail in West Norriton,
Upper
Merion and Lower Providence townships, Montgomery County, the Pennsylvania
Department of Transportation (PennDOT) announced today.

The work schedule is:

• Monday, October 2, through Friday, October 6, from 7:00 PM to 5:00 AM,
lane
closures with periodic 15-minute traffic stoppages are scheduled on
eastbound
U.S. 422 between Route 363 (Trooper Road) and U.S. 202; and
• Monday, October 2, through Friday, October 6, from 9:00 PM to 6:00 AM,
lane
closures with periodic 15-minute traffic stoppages are scheduled on
westbound
U.S. 422 between U.S. 202 and Route 363 (Trooper Road).

In addition to the lane closures on mainline U.S. 422 next week, the ramp
from
First Avenue to eastbound U.S. 422 is scheduled to close beginning at 6:30
AM
Monday, October 2, through 5:00 PM Monday, October 9, for pavement repair.

During the closure, First Avenue motorists will be directed to use Gulph
Road
and Route 23 (Valley Forge Road) to access eastbound U.S. 422.

Drivers should allow additional time for travel near the construction zones

because backups will occur. The schedule is weather dependent.

The scope of work on this project includes improving U.S. 422 between the
Route
23 (Valley Forge Road) and Route 363 (Trooper Road) interchanges; upgrading

Route 23 (Valley Forge Road) at its interchange with U.S. 422; and
improving
ramps at the Route 363 (Trooper Road), Route 23 (Valley Forge Road) and
First
Avenue interchanges.

J.D. Eckman, Inc. of Atglen, Chester County, is the general contractor on
the
$97.4 million project that is financed with 80 percent federal and 20
percent
state funds.
