Southbound Richmond Street Closure to Extend to East Westmoreland Street in Philadelphia

King of Prussia, PA — Construction on Richmond Street in Philadelphia will expand north from Allegheny Avenue on Thursday, January 3, 2019, extending the southbound closure for Richmond Street reconstruction from Ann Street to East Westmoreland Street through late 2019, the Pennsylvania Department of Transportation (PennDOT) announced today.

Beginning at approximately 7:00 AM Thursday, January 3, southbound Richmond Street motorists will be directed to use East Westmoreland Street, right on Allegheny Avenue, left on Aramingo Avenue and left on Lehigh Avenue to access Richmond Street. Northbound traffic will be maintained on Richmond Street.

The southbound closure is for work being done under the $32.1 million project to rebuild and improve Richmond Street between Ann Street and East Westmoreland Street, including utility work north of Allegheny Avenue and reconstruction of SEPTA's Westmoreland Loop terminal.

Utility relocation and installation has been underway since last spring between Allegheny Avenue and Ann Street under the first phase of the project.

Reconstruction of the roadway and sidewalks, the second phase of the project, will begin in early 2019. The entire project is expected to be completed in late 2019. 

In addition to the southbound Richmond Street detour in 2018 and 2019, short term, block-long closures for northbound motorists will be in place periodically in the work area during construction in 2019.

The Richmond Street project is the first stage in the larger reconstruction of I-95 between Allegheny Avenue and Frankford Creek (I-95/AFC) that is projected to begin in 2024.

Details of the AF1 project include:
  • Widening of Richmond Street by two feet from Ann Street to Allegheny Avenue by reducing the width of the east sidewalk;
  • Improving the street's stormwater drainage system;
  • Replacing SEPTA Route 15 trolley tracks and catenary poles from Ann Street to E. Westmoreland Street and constructing raised curb extensions (bump-outs) for the trolley stop at Clearfield Street;
  • Reconstructing SEPTA's Westmoreland Loop trolley/bus station, including new pavement, bus shelter, trolley platforms, stormwater management, perimeter wall/fencing, and landscaping;
  • Replacing numerous utilities, including installation of new sub-surface gas and water mains;
  • Replacing Richmond Street curbs, sidewalks, ADA ramps, street lights, trees, and traffic signals; and
  • Widening and repaving Melvale Street from East Clearfield Street to Wishart Street, and Emery Street, from E. Westmoreland to Madison Street to provide additional on-street parking.
