I-95 North Traffic to Shift onto New Northbound Lanes at Cottman Avenue
Interchange Saturday Morning

Motorists traveling north on Interstate 95 will encounter lane closures
between
the Bridge Street and Academy Road interchanges in Northeast Philadelphia
from
8:00 PM Friday, October 14, until Saturday morning, October 15, to move
northbound traffic over to the newly rebuilt northbound lanes at the
Cottman
Avenue (Route 73) Interchange, the Pennsylvania Department of
Transportation
(PennDOT) announced today.

The shifting of three northbound I-95 travel lanes from the center of the
interstate onto the rebuilt northbound lanes is expected to be completed by

mid-morning Saturday, October 15.

The traffic pattern change marks the completion of work to reconstruct and
widen seven northbound I-95 bridges and the connecting sections of
northbound
pavement along the 1.4-mile work zone. It also signals the start of the
final
stage of mainline work at the Cottman Avenue (Route 73) Interchange.

I-95 north will be reduced from three lanes to two on Friday, October 14,
from
8:00 PM to midnight, then from two lanes to one from 12:01 AM to 5:00 AM.
Crews
will work overnight to relocate construction barriers and paint traffic
lines
for the northbound traffic pattern change.

In addition, the I-95 north off-ramp to Cottman Avenue (Route 73) will be
closed from 8:00 PM Friday, October 14, until the traffic shift is
completed
Saturday morning, October 15.
Southbound I-95 traffic will remain in its current three-lane pattern on
the
rebuilt southbound side of highway.

Following the northbound traffic pattern change, the contractor will
rebuild
the I-95 median and install the permanent median barrier/glare screen in
the
work zone that stretches from Levick Street to Rhawn Street. The
completion of
the median area in early 2017 will finish mainline construction on the
$212.3
project to rebuild the Cottman Avenue (Route 73) Interchange and
reconstruct
and widen the adjoining section of I-95.

When mainline work is completed in early 2017, I-95 motorists will have
four
lanes to travel on in each direction between the Cottman Avenue (Route 73)
and
Bridge Street interchanges.

PennDOT began mainline work at the I-95/Cottman Avenue Interchange in late
2012, when crews reinforced the northbound and southbound shoulders and
median
to enable them to carry traffic during subsequent stages of construction.
In
April 2013, three lanes of I-95 south traffic were moved onto the
reinforced
median and construction began to rebuild and widen the southbound lanes of
I-95.

Southbound improvements were completed in November 2014. Southbound traffic
was
then moved onto the rebuilt southbound lanes and construction shifted to
the
median area, where crews rebuilt the center section of I-95 bridges over
New
State Road and Bleigh, Cottman, Princeton, Longshore, Magee and Unruh
avenues,
setting the stage for the northbound reconstruction that finishes this
weekend.

In addition to rebuilding and widening I-95, the contractor is replacing
water
and sewer mains adjacent to the west side of the interstate. Additional
work to
build a new entrance ramp to I-95 south from Cottman Avenue (Route 73) will

begin at the completion of the utility work in 2017.

Walsh Construction Company II, LLC of Canonsburg, Pa. is the general
contractor.

The first phase of improvements at the I-95/Cottman Avenue (Route 73)
Interchange consisted of the $34 million contract that began in 2009 and
finished in 2012. PennDOT built two new ramps — a northbound on-ramp from
Milnor Street and a southbound on-ramp from Longshore Avenue. Surface
street
improvements also were made to enhance traffic flow on Cottman Avenue
(Route
73), Princeton Avenue and State Road.

The two I-95/Cottman Avenue (Route 73) Interchange improvement projects
were
financed with 90 percent federal and 10 percent state funds.
