Morton Avenue to Close for Reconstruction and Repair Project in the City of
Chester, Delaware County

Morton Avenue is scheduled to close between Route 291 (4th Street) and U.S.
13
(9th Street) in the City of Chester, Delaware County, beginning Tuesday,
June
20, for roadway reconstruction and repair, the Pennsylvania Department of
Transportation (PennDOT) announced today. The highway is scheduled to
reopen in
late October.

During the four-month closure, the following three detours will be in place
for
Morton Avenue passenger vehicles and trucks:

• Northbound Morton Avenue passenger vehicles and trucks will be directed
to
use Route 291 (4th Street), Route 320 (Madison Street) and U.S. 13 (9th
Street);
• Southbound Morton Avenue passenger vehicles will be detoured over U.S. 13

(9th Street), Route 320 (Upland Street) and Route 291 (4th Street); and
• Southbound Morton Avenue trucks will be detoured over U.S. 13 (9th
Street),
Flower Street and Route 291 (4th Street).

The work is related to a $16.6 million project to rehabilitate eight
bridges
over Interstate 95 and CSX Railroad in the City of Chester. In addition to
the
bridge improvements, PennDOT's contractor is repairing Morton Avenue and
Chestnut Street from 12th Street to 4th Street. Crews are reconstructing
curbs
and sidewalks; milling and resurfacing the streets; installing new traffic
signals; and reconstructing Morton Avenue from 7th Street to 4th Street to
lower the road under the Amtrak overpass to increase vertical clearance
from 12
feet 9 inches to 13 feet 9 inches.

As part of the bridge improvements, PennDOT is rehabilitating and improving
the
multi-span, steel girder bridges on Potter Street, Madison Street, Upland
Street, Melrose Avenue, Chestnut Street, Edgmont Avenue, and the Crosby
Street
and Walnut Street pedestrian structures. The contractor is also improving
the
I-95 south exit ramp at Chestnut Street.

PennDOT owns the Edgmont Avenue and Madison Street bridges, and the City of

Chester owns the remaining six structures.

Each bridge will close during construction as will the I-95 south exit ramp
at
Chestnut Street when construction begins on that section. The department
will
not permit the contractor to close certain bridges simultaneously, and it
will
post detours to move motorists and pedestrians around the closed spans.
Depending on the bridge under construction, lane restrictions will occur on

I-95 weeknights from 10:00 PM to 5:00 AM the following morning, and on
Saturdays and Sundays from 9:00 PM to 5:00 AM the following morning.

South State, Inc. of Bridgeton, N.J. is the general contractor on the
$16,668,238 project which is financed with 100 percent state funds.
