I-95 Lane, Ramp Closures, Stoppages Next Week Ahead of Traffic Shift for Southbound Reconstruction at Girard Avenue
King of Prussia, PA - Motorists using Interstate 95 in Philadelphia will encounter multiple lane closures, ramp closures and brief stoppages at night next week between the Interstate 676 and Betsy Ross Bridge interchanges as crews complete the setup of a new traffic pattern and move southbound vehicles onto the northbound side of I-95 by next Saturday morning for southbound reconstruction on the $312 million GR4 contract at the Girard Avenue Interchange, the Pennsylvania Department of Transportation (PennDOT) announced today.
Crews will work early in the week on northbound and southbound I-95 to set work area signs and place temporary construction barrier for a southbound work zone that will run adjacent to northbound traffic on the rebuilt northbound lanes beginning north of Allegheny Avenue and crossing back to the southbound side north of I-676.
PennDOT expects its contractor to complete the pattern setup and shift three lanes of southbound vehicles onto the rebuilt northbound side of I-95 by early Saturday, October 6. With the new pattern in place, crews will begin demolition and reconstruction of the mile-long viaduct between Ann Street in Port Richmond and Palmer Street in Fishtown by Monday morning, October 8.
In addition to replacing the southbound viaduct, the GR4 contract also includes reconstruction of the northbound pavement between Allegheny Avenue and Ann Street, and construction of new southbound off and on-ramps at the Girard Avenue Interchange.
The southbound off-ramp will remain open until fall 2019, when it will close for two years for reconstruction. Until then, the ramp will be accessible via a temporary ramp lane on the southbound side of I-95 starting at the crossover north of Allegheny Avenue.
The on-ramp to southbound I-95 from Aramingo Avenue at the Girard Avenue Interchange will remain open during southbound reconstruction.
The work schedule, which is weather dependent, is:
- Monday, October 1, from 10:00 PM to 5:00 AM the following morning, southbound I-95 will be reduced from four lanes-to-one between the Girard Avenue and I-676 interchanges for removal of overhead signs. Intermittent brief southbound stoppages also will occur between Midnight and 5:00 AM;
- Monday, October 1, through Thursday, October 4, from 9:00 PM to 5:00 AM the following morning, southbound I-95 will be reduced from four lanes-to-two between the Betsy Ross Bridge and Allegheny Avenue interchanges for sign installation and barrier placement. Intermittent brief southbound stoppages also will occur between Midnight and 5:00 AM;
- Monday, October 1, through Thursday, October 4, from 10:00 PM to 5:00 AM the following morning, northbound I-95 will be reduced from four lanes-to-three between the I-676 and Girard Avenue interchanges for sign installation and barrier placement; and
- Friday, October 5, from 8:00 PM to 5:00 AM the following morning, southbound I-95 will be reduced from four lanes-to-one between the Betsy Ross Bridge and Allegheny Avenue interchanges for final barrier adjustments, line painting and implementation of the southbound traffic shift.
In addition, the southbound on and off-ramps at Allegheny Avenue and Girard Avenue will be closed temporarily on Saturday, October 6, from 12:00 AM to 5:00 AM for preparations for Saturday morning's traffic shift.
Drivers are advised to avoid I-95 during the planned operations or allow extra time when traveling through the work areas because significant backups and delays will occur.
