The Philadelphia Department of Prisons (PDP) has successful tested its Emergency Alert Siren today, Friday September 2, 2016 at 12 pm, noon. The siren is tested on the first Friday of each month. If you hear the siren at any other time,  it indicates that an inmate has escaped a correctional facility on State Road.
