Southbound Richmond Street to Close Through Late 2019 for Reconstruction in Philadelphia

King of Prussia, PA – Richmond Street will be closed to southbound traffic between Allegheny Avenue and Ann Street beginning Monday, August 13, through late 2019 for construction on a project to rebuild and improve Richmond Street between Ann Street and Westmoreland Street in the Port Richmond section of Philadelphia, the Pennsylvania Department of Transportation (PennDOT) announced today.

During the 16-month closure, southbound Richmond Street motorists will be detoured west on Allegheny Avenue, south on Aramingo Avenue, and east on Lehigh Avenue to access Richmond Street. Northbound Richmond Street traffic will be maintained during this closure. 

Richmond Street remains two-ways between Allegheny Avenue and Westmoreland Street until this fall, when the southbound closure will be extended to Westmoreland Street.

Utility relocation and installation is currently underway and will continue for the remainder of 2018 under the first phase of the project. Construction also is currently taking place to widen Melvale Street, which runs parallel to the east of Richmond Street between Wishart Street and East Clearfield Street, to provide additional parking spaces for residents in the work area. 

Reconstruction of the roadway and sidewalks, the second phase of the project, will begin in late 2018 or early 2019. The entire project is expected to be completed in late 2019. 

In addition to the southbound Richmond Street detour in 2018 and 2019, short term, block-long closures for northbound motorists will be in place during SEPTA trolley track construction in 2019.

The Richmond Street project is the first stage in the larger reconstruction of Interstate 95 between Allegheny Avenue and Frankford Creek (I-95/AFC) that is projected to begin in 2024.

Details of the current AF1 project include:

• Widening of Richmond Street by two feet from Ann Street to Allegheny Avenue by reducing the width of the east sidewalk;
  
• Improving the street's stormwater drainage system;
  
• Replacing SEPTA Route 15 trolley tracks and catenary poles from Ann Street to Westmoreland Street and constructing raised curb extensions (bump-outs) for the trolley stop at Clearfield Street;
  
• Reconstructing SEPTA's Westmoreland Loop trolley/bus station, including new pavement, bus shelter, trolley platforms, stormwater management, perimeter wall/fencing, and landscaping;
  
• Replacing numerous utilities, including installation of new sub-surface gas and water mains;
  
• Replacing Richmond Street curbs, sidewalks, ADA ramps, street lights, trees, and traffic signals;
  
• Widening and repaving Melvale Street from East Clearfield Street to Wishart Street, and Emery Street, from Westmoreland to Madison Street to provide additional on-street parking.
  

A.P. Construction, Inc., of Blackwood, New Jersey, is the general contractor on the project which is financed with 90 percent federal and 10 percent state funds.
