PennDOT - District 6 News: I-76 Lane, Shoulder Closures Next Week for ITS Installations in Montgomery and Philadelphia Counties

An update has been published to District 6 News on the PennDOT website. Please see below for details.

PennDOT - District 6 News

I-76 Lane, Shoulder Closures Next Week for ITS Installations in Montgomery and Philadelphia Counties

King of Prussia, PA – Interstate 76 motorists will encounter daytime shoulder closures and nighttime lane closures next week for installation of Intelligent Transportation Systems (ITS) components as part of the first phase of a long-range, comprehensive, multimodal transportation management plan designed to enhance travel and safety along the Interstate 76 (Schuylkill Expressway) corridor between King of Prussia and Philadelphia, the Pennsylvania Department of Transportation (PennDOT) announced today.

The work schedule is:
  • Monday, November 5, through Friday, November 9, from 9:00 AM to 3:00 PM, periodic shoulder closures will be in place on eastbound and westbound I-76 between Montgomery Drive and the Pennsylvania Turnpike;
  • Monday, November 5, through Friday, November 9, from 9:00 AM to 3:00 PM, shoulder closures will be in place on the U.S. 422/U.S. 202 ramp to eastbound I-76;
  • Monday, November 5, through Friday, November 9, from 9:00 AM to 3:00 PM, a single lane closure will be in place on Waverly Road under I-76 between River Road and Lafayette Road in Lower Merion Township;
  • Monday, November 5, through Friday, November 9, from 9:00 AM to 3:00 PM, a single lane closure will be in place on Hollow Road under I-76 between River Road and Sprague Road in Lower Merion Township; and
  • Wednesday, November 7, and Thursday, November 8, from 9:00 PM to 5:00 AM, a single lane closure will be in place on westbound I-76 between City Avenue and the Mill Creek Road underpass.
Motorists are advised to allow more time for travel in the work areas because backups and slowdowns will occur. The contractor's schedule is weather dependent and subject to change.

This work is part of a PennDOT program to employ a series of smart corridor strategies and technologies over the next several years through an integrated corridor management initiative intended to maximize capacity on I-76, optimize traffic flow on adjacent roadways and incentivize transit, bicycle, and pedestrian travel throughout the corridor.

This first phase of the plan, which got underway this summer, includes installing a series of Variable Speed Limit (VSL) and Queue Warning (QW) systems on I-76 in Montgomery County. The VSL systems will display regulatory speed limits that can change based on real-time expressway, traffic and weather conditions to improve traffic flow and safety by warning drivers of changing travel conditions. The QW systems will be deployed to provide real-time displays of electronic warning messages to alert motorists of significant slowdowns ahead to reduce sudden stopping and the potential for rear-end crashes.

Construction on the first phase will be completed in summer 2019 followed by a six-month testing period.

Carr & Duff Inc., of Huntingdon Valley, Montgomery County is the general contractor on the $8,647,955 project which is financed with 80 percent federal and 20 percent state funds.

Preliminary design is currently underway on the next phase of this corridor-wide transportation management plan which will include the modernization of traffic signal systems along several roadways running near the expressway; transforming the existing shoulders on portions of I-76 to accommodate an additional travel lane or "flexible" travel lane during peak travel times; and expansion of public transit service along the Manayunk/Norristown regional rail line.

The lane and ramp closures will allow crews to continue repairs, deck construction and painting on two sections of the Schuylkill Avenue viaduct over I-76.

Motorists are advised to use an alternate route or allow additional time for travel on I-76 near the work areas because backups and delays will occur.

The work is part of PennDOT's $103.6 million project to rehabilitate the Chestnut Street bridge over the Schuylkill River and eight other nearby structures, including those carrying Schuylkill Avenue over I-76 between Walnut Street and Chestnut Street, and between Chestnut Street and Market Street.

PennDOT - District 6 News: Wolf Administration Celebrates Completion of Seven Bridges Spanning Interstate 676 in Philadelphia

An update has been published to District 6 News on the PennDOT website. Please see below for details.

PennDOT - District 6 News

Wolf Administration Celebrates Completion of Seven Bridges Spanning Interstate 676 in Philadelphia

Philadelphia, PA – PennDOT Secretary Leslie S. Richards was joined by Congressman Dwight Evans and local and elected officials at Shakespeare Park in Philadelphia today to celebrate the completion of a major improvement project to replace seven bridges and enhance public spaces over Interstate 676 in Center City.

"Finishing this project a year ahead of the original schedule speaks to the cooperative working relationship that PennDOT and its engineering and construction teams enjoyed with City administrations, the Parkway Council Foundation, and the residents of Parkway neighborhoods," said Richards. "The improvements made here strengthen our transportation infrastructure and add to the welcoming atmosphere of this beautiful Parkway area."

Starting construction on the $64.8 million project in early 2015, PennDOT replaced the expansive structure at 20th Street and the Benjamin Franklin Parkway as well as other deteriorating bridges that carry 22nd Street, 21st Street, 19th Street and 18th Street over I-676. Two pedestrian bridges over I-676 connecting Logan Circle with the Free Library, between 20th and 19th streets, and with the former Family Court building, between 19th and 18th streets, also were replaced.

In addition to replacing the deteriorating bridges, PennDOT invested significantly in upgrades to the pedestrian spaces adjacent to the bridges and along the Parkway, and improved several pedestrian crossings at intersections along the project corridor.

Exposed aggregate sidewalks provide access to Shakespeare Park, the Free Library pedestrian bridge, Pennypacker Park, and the Family Court pedestrian bridge. Both public spaces are bordered by planter boxes, trees, and shrubbery, and have been finished with decorative paver blocks and benches. New lawn areas have been planted at the center of Pennypacker Park and at the newly-covered area over I-676 on the west side of Shakespeare Park, which also now includes an amphitheater.

Five pieces of public art, including statues at Shakespeare Park, Pennypacker Park, the Miranda statue adjacent to the Franklin Institute, and the Civil War Soldiers. and Sailors monuments on the Parkway, were cleaned and refurbished.

A landscaped pedestrian plaza and bus drop-off areas were created adjacent to the Franklin Institute along Winter Street, which was relocated for safety as a "T" intersection with the Parkway. Numerous park benches also were installed along the west side of the Parkway between 20th and 22nd streets.

The seven bridges over I-676 were rebuilt in two major stages to minimize traffic impacts. The original two-span bridges, which were constructed in the late 1950s, all were replaced with single-span structures that do not require a center pier in the middle of I-676. Five bridges are owned by the City of Philadelphia and two by the state.

I-676 also was resurfaced between 18th and 22nd streets, and new lighting was installed on the undersides of the bridges.

Buckley & Company, Inc. of Philadelphia is the general contractor on the project which is financed with 100 percent federal funds. The preliminary engineering, final design and other pre-construction costs were funded with federal and state dollars.

The scope of work includes constructing two shoulder-widening pull-offs; installing pavement markings, rumble strips, and guide rail; and resurfacing the corridor with an open-graded surface treatment (NovaChip) to increase friction and reduce hydroplaning.

In addition, PennDOT's contractor is improving the intersection of Route 100 (Pottstown Pike) and Route 23 (Ridge Road) by constructing a dedicated northbound left-turn lane as well as updating traffic signals.

Allan A. Myers, LP, of Worcester, Montgomery County, is the general contractor on the $5.6 million project, which is financed with 100 percent federal funds. The entire project is scheduled to be completed later this year.
