The Southeastern Pennsylvania Transportation Authority (SEPTA) is planning
travel restrictions over the next two Sundays along U.S. 1 (Roosevelt
Boulevard) in Philadelphia, for bridge inspections, the Pennsylvania
Department
of Transportation (PennDOT) today announced.

The work schedule is:

•Sunday, June 5, from 9:00 AM to 3:00 PM, lane restrictions are scheduled
on
northbound and southbound U.S. 1 (Roosevelt Boulevard) between Scotts Lane
and
Ridge Avenue; and

•Sunday, June 12, from 9:00 AM to 3:00 PM, lane restrictions are scheduled
on
northbound and southbound U.S. 1 (Roosevelt Boulevard) between 15th Street
and
Old York Road.

Motorists are advised to allow extra time when traveling through the area.
The
work schedule is contingent on the weather.

The National Weather Service in Mount Holly NJ  has issued a

* Flash Flood Warning for...
Northeastern Philadelphia County in Southeastern Pennsylvania until 630 am EDT. At 429 am EDT Doppler radar indicated showers and thunderstorms have produced 1 to 2 inches of rain within the past two hours across the warned area. Flash flooding is occurring now along the Pennypack creek.

Another batch of lesser intense rain will occur by 515 am and then
the Pennypack and all flood waters should quickly recede.
Some locations that will experience flooding include...
Philadelphia, Tacony, Holmesburg, Northeast Philadelphia and
Wissinoming.

Precautionary/preparedness actions...

Move to higher ground now. Act quickly to protect your life.
Turn around... don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Flash Flood Warning for central Philadelphia County in southeastern Pennsylvania until 6:15 am EDT. At 414 am EDT Doppler radar indicated heavy rain across the warned area. Up to two inches of rain have already fallen. Flash flooding is already occurring. Some locations that will experience flooding include Philadelphia.

The Frankford creek has sharply risen into flood after 1 to 2 inches
of rain fell in short time early this morning. It may crest at
moderate flood levels before quickly receding by 6 am.

Nighttime travel restrictions are scheduled on the Interstate 95 north
ramp to
Interstate 476 north in Ridley Township, Delaware County, on Tuesday, May
31,
through Friday, June 3, from 8:00 PM to 5:00 AM, for expansion joint
repairs,
the Pennsylvania Department of Transportation (PennDOT) said today.

I-476 motorists are advised to allow additional time for travel during
these
overnight operations.


Eastern Highway Specialists, Inc. of Wilmington, Del. is the general
contractor
that will perform the work. The operation is part of a $1.4 million
contract
to repair bridge decks and seal joints to preserve and maintain structures
in
the Philadelphia region.

The North Wales Water Authority will restrict County Line Road between
Kingston
Way and Kenas Road in Montgomery Township, Montgomery County, and
Warrington
Township, Bucks County, on Tuesday, May 31 from 9:00 AM to 3:00 PM for
resurfacing, the Pennsylvania Department of Transportation (PennDOT) today
announced.

Motorists are advised to allow extra time when traveling through the area
as
backups may occur. Traffic will be controlled by flagging.
The North Wales Water Authority will complete the work under a PennDOT
Highway
Occupancy Permit.

Travel restrictions are scheduled in Montgomery County and Philadelphia
next
week for overhead sign and bridge inspections, the Pennsylvania Department
of
Transportation (PennDOT) today announced.

Weather permitting, the overhead sign inspection schedule is:


• On Tuesday, May 31, from 9:00 AM to 3:00 PM, the right lane will be
closed on
the eastbound George C. Platt Memorial Bridge (Route 291) between Bartram
Avenue and 26th Street in Philadelphia for a bridge inspection;


• On Thursday, June 2, from 9:00 AM to 11:00 AM, the right lane will be
closed
on North Franklin Street between Vine Street and Callowhill Street in
Philadelphia for a bridge inspection; and


• On Saturday, June 4, from 9:00 AM to 3:00 PM, the right lane will be
closed
on Interstate 76 west between Belmont Avenue and U.S. 202 (DeKalb Pike)
interchanges in Upper Merion Township, Montgomery County, for overhead sign

structure inspection.


The inspections are part of PennDOT's program to inspect bridges and sign
structures at least once every two years. The inspections ensure the safety
and
overall condition of the structures.

The Pennsylvania Department of Transportation (PennDOT) today announced
that
lane restrictions are scheduled on Kelly Drive between 25th Street and
Hunting
Park Avenue in Philadelphia on Tuesday, May 31, through Friday, June 3,
from
9:30 AM to 3:30 PM and from 6:30 PM to 6:30 AM, for paving and curb ramp
installation.

The work is part of a $1.8 million project to repair and resurface 3.5
miles of
Kelly Drive between 25th Street and Hunting Park Avenue and the Kelly Drive

ramp to Ridge Avenue. The resurfacing project is expected to finish in late

June.

Under this improvement project, PennDOT is repairing the road base, milling
off
the existing riding surface, and paving Kelly Drive with an ultra-thin
friction
course pavement. The fiction course is designed to improve traction and
help
channel storm water off the roadway. Crews are also improving 22 curb
ramps.
Construction began on Monday, April 4.

Tony DePaul and Son, of Blue Bell, Montgomery County, is the general
contractor
on the $1,843,749 contract, which is financed with 100 percent federal
funds.

Nighttime travel restrictions are scheduled next week on U.S. 422 in the
Valley
Forge area of Montgomery County, the Pennsylvania Department of
Transportation
(PennDOT) said today.

This work is associated with the $97.4 million project to build new, wider
bridges to improve travel and carry U.S. 422 motorists over the Schuylkill
River, Norfolk Southern Railroad, South Trooper Road and Schuylkill River
Trail
in West Norriton, Upper Merion and Lower Providence townships. The project
includes improving U.S. 422 between the Route 23 (Valley Forge Road) and
Route
363 (Trooper Road) interchanges; upgrading Route 23 (Valley Forge Road) at
its
interchange with U.S. 422; and improving ramps at the Route 363 (Trooper
Road),
Route 23 (Valley Forge Road) and First Avenue interchanges. Construction
started in February 2016 and is scheduled to finish in May 2020.

U.S. 422 will be reduced from two lanes to one in both directions between
First
Avenue and Route 363 (Trooper Road) on Tuesday, May 31, through Thursday,
June
2, for shoulder reconstruction, shoulder paving, and drainage installation.
The
lane closure on U.S. 422 east will be in place each night from 7:00 PM to
5:00
AM the following morning. The westbound lane closure will occur from 9:00
PM to
6:00 AM the following morning.

Lane restrictions also are planned on northbound North Gulph Road at the
intersection with Route 23 (Valley Forge Road) in Upper Merion Township on
Tuesday, May 31, to Friday, June 3 from 9:00 AM to 3:00 PM for unground
conduit
installation.

The contractor's work schedules are dependent on the weather.

J.D. Eckman, Inc. of Atglen, Chester County, is the general contractor on
the
$97,380,711 contract. The project is financed with 80 percent federal and
20
percent state funds.

Construction is scheduled to start Tuesday, May 31, to repair and resurface

over three miles of Route 100 (Pottstown Boyertown Bypass) between
Farmington
Avenue and the Berks County line in Douglass and Upper Pottsgrove
townships,
Montgomery County, the Pennsylvania Department of Transportation (PennDOT)
today announced.

The resurfacing of Route 100 (Pottstown Boyertown Bypass) will seal the
pavement to prevent water from penetrating beneath the surface and causing
damage to the road base, and provide motorists with a smooth riding
surface.

The contractor will work weeknights from 7:00 PM to 5:00 AM over the next
four
weeks to mill off the deteriorated riding surface and resurface the
highway.
The resurfacing of Route 100 (Pottstown Boyertown Bypass) is expected to be

completed in late June.

Allan Myers, LP, of Worcester, Montgomery County, is the general contractor
on
the $6,395,555 project that is financed with 100 percent state funds. All
work
on the project is scheduled to finish by late July 2016.

Nighttime travel restrictions are scheduled in Philadelphia next week on
Interstate 95 at the Cottman Avenue Interchange and on Aramingo Avenue at
the
I-95/Betsy Ross Bridge/Aramingo Avenue Interchange, the Pennsylvania
Department
of Transportation (PennDOT) said today.

This work is associated with construction underway to rebuild the Cottman
Avenue (Route 73) Interchange and reconstruct and widen more than a mile of

I-95 and to improve the ramp system at the Betsy Ross Bridge/Aramingo
Avenue
Interchange.

The work schedule is:

•On Tuesday, May 31, through Saturday, June 4, from 8:00 PM to 5:00 AM the
following morning, I-95 north will be reduced periodically from three lanes
to
two between the Bridge Street and Cottman Avenue (Route 73) interchanges
for
construction;

•On Tuesday, May 31, through Saturday, June 4, from 8:00 PM to 5:00 AM the
following morning, the I-95 north off-ramp to Cottman Avenue (Route 73)
will be
closed for overhead bridge construction. Motorists will be detoured north
on
I-95 to the exit at the Academy Road Interchange, then right on Linden
Avenue,
and right on State Road to Cottman Avenue (Route 73); and

•On Tuesday, May 31, through Saturday, June 4, the Princeton Avenue on-ramp
to
I-95 north will be closed from 8:00 PM to 5:00 AM the following morning for

overhead bridge construction. Motorists will be detoured north on State
Road,
then left on Linden Avenue, then right on the ramp to I-95 north at the
Academy
Road Interchange.

On Aramingo Avenue, motorists will encounter lane closures in each
direction
and intermittent traffic stoppages of up to 15 minutes when traveling at
the
I-95 Betsy Ross Bridge/Aramingo Avenue Interchange from 8:00 PM Friday,
June 3,
to 5:00 AM Saturday, June 4, for beam setting on an overhead ramp.

Drivers are advised to allow extra time for travel through the work zones.
All
scheduled activities are weather dependent.

U.S. 202 South Night Restrictions Next Week in Chester County

Travel restrictions are scheduled at night for construction on U.S. 202
south
between the Route 401 and U.S. 30 interchanges in East Whiteland Township,
Chester County, the Pennsylvania Department of Transportation announced
today.

The work is part of the $63.3 million project to widen and reconstruct two
miles of U.S. 202 from north of Route 401 to U.S. 30, and rebuild and
improve
the Route 401 Interchange.

On Tuesday, May 31, through Thursday, June 2, from 8:00 PM to 5:00 AM the
following morning, U.S. 202 south will be reduced from two lanes to one for

median area paving and median barrier installation. The southbound left
lane
will be closed during this overnight operation.

In addition, Route 401 (Conestoga Road) will be reduced to one lane in each

direction at the U.S. 202 Interchange from 7:00 PM Friday, June 3, to 10:00
AM
Sunday, June 5, for reconstruction of the south side of the intersection
with
Moores Road.

Moores Road south of Route 401 (Conestoga Road) also will be closed between

Route 401 (Conestoga Road) and Church Road from 7:00 PM Friday, June 3, to
10:00 AM Sunday, June 5, for construction at the Route 401 (Conestoga Road)

intersection. Moores Road and Route 401 (Conestoga Road) travelers will be
detoured over Phoenixville Pike during the weekend closure.

Moores Road north of Route 401 (Conestoga Road) is scheduled to be closed
and
detoured from 7:00 PM Friday, June 10, through 10:00 AM Sunday, June 12,
during
the planned reconstruction of the north side of the intersection with Route
401
(Conestoga Road).

The construction schedules are dependent on the weather. If weather causes
the
cancellation of the planned reconstruction of the south side of the
intersection of Route 401 (Conestoga Road) and Moores Road, the work will
be
done the following weekend, June 10-12.

Motorists are advised to allow additional time for travel and use extra
care
when driving through the work zones.

Construction to expand U.S. 202 to six lanes from north of Route 401 to
U.S.
30, including work at the Route 401 Interchange, is being performed by
Allan A.
Myers, LP of Worcester, Montgomery County. The project is scheduled to
finish
in late summer 2016.

Motorists are advised to allow additional time for travel and use extra
care
when driving through the work zones. The work schedules are dependent on
the
weather.

Lane Closures Scheduled on Passyunk Avenue in Philadelphia

The right lane will be closed on the eastbound Honorable Robert C.
Donatucci
Memorial Bridge on Passyunk Avenue between 28th Street and 61st Street in
Philadelphia on Wednesday, June 1, through Friday, June 3, from 7:00 AM to
5:00
PM and on Saturday, June 4, from 7:00 AM to 3:00 PM for the installation of

protective shielding, the Pennsylvania Department of Transportation today
announced.

The work is part of PennDOT's two-year, $33.5 million project to
rehabilitate
and improve the drawbridge over the Schuylkill River in Philadelphia.

The 33-year-old bridge is undergoing construction to enhance the
drawbridge's
mechanical operation and structural condition. PennDOT's contractor is
upgrading the drawbridge by rehabilitating the motors, brakes, locks and
gears,
plus the electrical power, controls, traffic control systems and gates.

Construction crews also will repair and paint structural steel, replace
deteriorated concrete, overlay the bridge deck with latex concrete, replace

expansion joints, reset rocker bearings, repair pedestrian railings, and
clean
and repair the drainage systems.

Currently, the bridge carries three westbound and three eastbound travel
lanes,
and two sidewalks. At the end of construction, the bridge will carry two
westbound and two eastbound travel lanes, two sidewalks, and two
13-foot-wide
shoulders. The reduction in travel lanes resulted from a joint study with
the
City of Philadelphia, which determined that two travel lanes in each
direction
on the bridge would be more consistent with the Passyunk Avenue corridor.

The bridge was built in 1983. The steel-girder bridge has 18-spans,
including
the one-span drawbridge section. The bridge is 2,240 feet long and 92 feet
wide. It carries an average of 20,800 vehicles a day.

Buckley and Company Inc., of Philadelphia, is the general contractor on the

$33,527,470 project. Construction is expected to finish in late 2018. The
project is financed with 80 percent federal and 20 percent state funds.

As part of ongoing efforts to further enhance customer service, PennDOT has

launched a new pilot program that authorizes a limited number of
third-party
businesses to administer non-commercial driving skills tests to
Pennsylvania
resident permit holders who have successfully met the criteria to obtain a
license.

Several of these contracted businesses have already begun testing, with all

others expected to be actively testing by the end of this summer.
Commercial
Driver's License skills tests have been conducted at third-party business
testing sites for many years with much success.

The addition of these business partner sites is a true customer service
innovation. Sites were selected based on demand for testing, and are
located in
Allegheny, Butler, Bucks, Carbon, Delaware, Erie, Lancaster and Montgomery
Counties. Visit dmv.pa.gov for more information about third-party testing
locations.

"We are always looking for new ways to enhance the customer experience,"
explained PennDOT Secretary Leslie S. Richards. "Adding these business
partner
sites will give our customers more options when scheduling driving skills
tests."

The third-party non-commercial testing program is an 18-month pilot that
involves ten (10) testing sites throughout the state. PennDOT will provide

close oversight of the participating entities and will perform performance
audits and site visits to ensure compliance with laws and established
policies
designed to ensure new drivers are prepared for the challenges of the road.

While there is no charge for taking a driving skills test at a PennDOT
Driver
License Center, third-party business partners will charge a market driven
fee
for administering the test. All examiners have been PennDOT-certified, and
the
test itself will be identical to what a customer would receive at a Driver
License Center.

Pennsylvania's 14 Welcome Centers, which are managed by PennDOT, will
conduct
special programs and promotions to mark National Travel and Tourism Week
from
May 1-7.

"Pennsylvania Welcome Centers serve as attractive gateways to our visitors,
and
their staffs will work with local visitors bureaus and other tourism
industry
members to help promote this special week," said PennDOT Secretary Leslie
S.
Richards. "The events will spotlight local attractions and demonstrate why
tourism is one of Pennsylvania's top industries."

In many cases, Welcome Centers provide the first impression of Pennsylvania
to
out-of-state visitors. Each Welcome Center is a complete travel resource
center
for motorists, offering many free tourism services, such as lodging and
restaurant reservations. In 2015, Pennsylvania Welcome Centers served more
than
3.3 million customers and assisted over 17,000 travelers with lodging
reservations.

"During National Travel and Tourism Week, Welcome Centers spotlight
attractions
from the most popular to 'hidden gems' that make Pennsylvania such a great
place to visit and explore," said Richards. "From Trolley Museum displays
in
Greene County to Smokey the Bear in Fulton County, Welcome Center visitors
will
be able to learn more about tourism hot spots across Pennsylvania."

In addition, Richards noted that visitors will also have the opportunity to

receive free promotional items from state tourism partners and to learn

various products made in Pennsylvania.

Pennsylvania's Welcome Centers are open 24 hours a day, and tourism staff
is
available at most locations from 7 AM to 7 PM, seven days a week, including

most holidays.

Interstate 676 will be closed and detoured in both directions between the
Interstate 76 and Broad Street (Route 611) interchanges in Philadelphia on
Tuesday, May 31, to Thursday, June 2, from 11:00 PM to 5:00 AM the
following
morning for overhead bridge construction, the Pennsylvania Department of
Transportation (PennDOT) said today.

The overnight operation is part of the four-year, $64.8 million project to
replace seven structurally deficient bridges over I-676 between 22nd Street
and
18th Street, and to make landscaping and streetscape improvements above the

expressway. Construction began in April 2015 and will finish in fall 2019.

Crews will work at night to install deck pans on new steel beams and saw
cut
existing concrete beams in preparation for removing them for the new
structure
being built to carry the Benjamin Franklin Parkway/20th Street bridge and
Free
Library pedestrian bridge over I-676, and to cover the opening above the
interstate between 20th Street and the pedestrian bridge. The contractor's
work
schedule is weather dependent.

When I-676 east is closed, the following detours will be in place:

•From I-76 east: Exit at 30th Street/Market Street (Exit 345); right at
Arch
Street; left at 30th Street; left at Market Street; left at 16th Street;
right
at Vine Street to the ramp to I-676 east;

•From I-76 west: Exit at 30th Street (Exit 345); take Schuylkill Avenue to
Market Street; right at Market Street; left at 16th Street; right at Vine
Street to the ramp to I-676 east; and

•Traveling east on Benjamin Franklin Parkway intending to use the 24th
Street
on-ramp: Follow Benjamin Franklin Parkway around Logan Circle and bear

The Pennsylvania Department of Transportation (PennDOT) today announced
that
construction will begin Tuesday night, May 31, on a $2.9 million project to

repair U.S. 30 and address sinkhole activity at two locations in West
Whiteland
Township, Chester County.

PennDOT's contractor will reinforce the earth under U.S. 30 in the median
and
parts of the eastbound and westbound inside travel lanes about 2,000 feet
east
of the Business U.S. 30 Interchange, and in the eastbound inside lane and
median approximately 1,000 feet east of the bridge over Clover Mill Road.
Construction is expected to finish in October 2016.

Crews will repair the median area just east of the Business U.S. 30
Interchange
by excavating 15 feet into the earth and replacing the soil above the
bedrock
with pervious concrete. Following this operation, the contractor will
reconstruct and resurface the inside shoulders and parts of the inside
travel
lanes on U.S. 30. The work area is about 120 feet long and 50 feet wide.

Just east of Clover Mill Road, the contractor will drill over 250 holes
into
the eastbound lanes and median and pump grout 55 feet into the earth to
fill
underground voids. An existing underground storm drain pipe also will be
relocated. Upon completing the pressure grouting, crews will resurface the
eastbound lanes and shoulders. The work area covers a distance of 300 feet.


Beginning next week, nighttime lane closures are scheduled on U.S. 30
between
the Business U.S. 30 and Route 100 interchanges from 7:00 PM to 5:00 AM the

following morning for drainage and shoulder resurfacing operations.
Eastbound
U.S. 30 will be reduced to one lane the nights of Tuesday, May 31,
Thursday,
June 2, and Friday, June 3. Westbound U.S. 30 will be restricted to one
lane
Wednesday night, June 1.

The following week, the contractor will work at night to shift U.S. 30's
two
eastbound and westbound travel lanes to the right and away from the median
from
the Business U.S. 30 Interchange to just east of the bridge over Clover
Hill
Road. Lane closures will occur Monday, June 6, to Friday, June 10, from
7:00 PM
to 5:00 AM the following morning. Eastbound U.S. 30 will be reduced to one
lane
the nights of Monday, June 6, Tuesday, June 7, Thursday, June 9, and
Friday,
June 10. Westbound U.S. 30 will be restricted to one lane the nights of
Wednesday, June 8, Thursday, June 9, and Friday, June 10.

The contractor's work schedule is dependent on the weather.

During this multi-stage project, PennDOT will keep two travel lanes open in

each direction on U.S. 30, but motorists will encounter slight traffic
pattern
shifts and off-peak lane closures. The contractor may close travel lanes
weeknights from 7:00 PM to 5:00 AM the following morning, and on weekends.

PennDOT developed this improvement plan following the identification of
sinkholes during the repair of an underground drainage pipe near the Clover

Mill Road overpass in March 2015. Last summer, the department used
ground-penetrating radar to survey areas beneath U.S. 30 where sinkhole
activity was evident and to identify the location of underground voids.
This
information was used for the design of the project.

Road-Con, Inc. of West Chester, Chester County, is the general contractor
on
the project that is financed with 100 percent state funds.

New PennDOT Open Data Portal Puts Road, Bridge and Other Transportation
Data at Public's Fingertips

Less than a month after Governor Tom Wolf announced steps to make
Pennsylvania's data more transparent and accessible to the public, the
Pennsylvania Department of Transportation (PennDOT) has launched an Open
Data
portal housing data ranging from roadway pavement conditions to rail
facility
locations.

The portal, http://data.pennshare.opendata.arcgis.com/, leverages a GIS
platform used in several states and helps local government, planning and
business partners as well as the public. The data, grouped by roadways,
bridges, rail, facilities, boundaries and projects, can be used for
mapping,
sharing, charting and more.

"At PennDOT we've taken the governor's mission of transparency and customer

service to heart and this is one more way we're demonstrating principles of
a
government that works," PennDOT Secretary Leslie S. Richards said.
"Transportation is vital to our way of life and the more people can use our

data, the better our overall services will be for Pennsylvanians."

The data also offers an opportunity for application developers, students
and
others in private industry to analyze or pursue infrastructure issues and
opportunities, Richards said.

The majority of the available data is updated daily, with some more static
data
such as boundaries, facilities and railway receiving periodic updates. The
site
is compatible with any device or platform.

"State agencies have a wealth of data that can be made open and available
for
others to use," said Secretary of Administration Sharon Minnich, whose
office
is leading the Governor's open data initiative. "The data sets being
published
by PennDOT and others will also become part of a centralized open data
portal
to make it easy for the public to find all the open data available from
state
government."

Data available for PennDOT's construction projects is also used through the

department's projects website, www.projects.penndot.gov, which was launched

last year to increase public information and transparency on active
projects
and those in the department's Four and Twelve Year Plans.

In addition, the public can request access to PennDOT's real-time,
streaming
video from its more than 700 traffic cameras as well as its Road Condition
Reporting System Data, which provides real-time traffic incident, roadwork
and
other data. Information on these feeds is available at www.penndot.gov
under
"Doing Business" by selecting "Online Services" and "Developer Resources."

The site follows the state Department of Conservation and Natural Resources

announcement this month of the availability of their data through the same
GIS
platform, http://data.dcnr.opendata.arcgis.com.
