I-95 Travel Restrictions Remain in Place this Week in Philadelphia to
Enforce Five-Ton Commercial Truck Ban

Lane closures will remain in place this week on Interstate 95 north
approaching
Exit 13 (Interstate 76West/Route 291/Valley Forge) and I-95 south
approaching
Exit 22 (Interstate 676) in Philadelphia for the enforcement of the
five-ton
commercial truck ban for the Democratic National Convention, the
Pennsylvania
Department of Transportation (PennDOT) said today.

Motorists are advised to use alternate routes or allow additional time to
travel on I-95 north and south this week due to traffic slowdowns,
especially
during peak weekday morning and evening drive times.

The I-95 travel restrictions, plus a lane closure on the Interstate 676
east
ramp to I-95 south, are in place to support the Pennsylvania State Police
in
enforcing the five-ton commercial truck ban, which is part of the security
plan
for the convention at the Wells Fargo Center in South Philadelphia. The
five-ton truck ban and associated lane closures will be in place until
midday
Friday, July 29.

I-95 north is reduced from three lanes to two at Exit 13 (I-76 West/Route
291/Valley Forge) near the Philadelphia International Airport. The adjacent

collector/distributor roadway alongside I-95 north also is restricted to
two
lanes in this area.

On I-95 south, traffic is reduced from 4 lanes to 3 lanes moving through
the
Girard Avenue Interchange toward the I-676 Interchange at Exit 22 (I-676).

In addition, the I-676 east exit ramp to I-95 south is reduced from two
lanes
to one.

Intermittent lane closures also may occur on I-95 at Exit 13 (I-76
West/Route
291/Valley Forge) and Exit 22 (I-676) this week, if needed, to allow the
state
police to safely perform the enforcement detail.

Among the alternate routes motorists can take this week when traveling
north
from Delaware or Delaware County are: Interstate 476 north to Interstate
276/Pennsylvania Turnpike east or Interstate 295 north in New Jersey for
through travelers; and Route 291, MacDade Boulevard, U.S. 13 (Chester
Pike),
U.S 1 and Route 3 (West Chester Pike).

Southbound alternate routes in Philadelphia include U.S. 1 (Roosevelt
Boulevard), Aramingo Avenue, Tacony Street/State Road, U.S. 13 (Bristol
Pike/Frankford Avenue), and Torresdale Avenue.

Drivers traveling north on I-95 this week en route to Philadelphia
International Airport are advised to use Exit 9A (Route 420 south) or Exit
10
(Cargo City/Bartram Avenue) and then follow Route 291 to reach the airport.


Commercial trucks and other vehicles weighing more than five tons are being

rerouted off I-95 between Exit 13 (I-76 West/Route 291/Valley Forge) and
Exit
22 (I-676) during the convention. The posted detours for drivers of
vehicles
over five tons to follow to return to I-95 once they exit the interstate
are:

•From I-95 north: Route 291 (Penrose Avenue) east, to 26th Street, to
Interstate 76 west, to Interstate 676 east; and

•From I-95 south: I-676 west, to I-76 east, to 26th Street, to Route
291(Penrose Avenue) west.

All interstate highways and expressways in the Philadelphia region remain
open
to passenger vehicles throughout the convention. Commuters and commercial
truck
drivers also are advised to allow more time for travel on I-76, I-676 and
Route
291 this week due to commercial vehicles being diverted off I-95.

Among the types of commercial vehicles restricted from traveling on this
nine-mile stretch of I-95 during the convention are delivery trucks,
utility
vehicles, parcel trucks, small dump trucks, buses, flatbed and stake
trucks,
refrigerated and box trucks, large delivery trucks, refuse trucks, cement
mixers, buses, and all tractor trailer combinations including double
trailers.

Motor homes and recreational trailers operated for personal use and
weighing
more than five tons also are restricted from using this part of I-95.

Northbound and southbound entrance ramps to I-95 between Exit 13 and Exit
22
are closed to commercial vehicles over five tons. Commercial vehicles are
directed to use arterial roads to reach either I-95 north or south beyond
Exit
13 or Exit 22.

The I-95 exit ramps at the Broad Street/Route 611 (Exit 17) also remain
closed
until midday Friday, July 29. The northbound I-95 exit ramp is closed for
the
duration of the convention, and the southbound exit ramp is open
intermittently, but only for access to the Navy Yard. The southbound
exit-ramp
is closed:

•Monday, July 25, at 2:00 PM to Tuesday, July 26, at 2:00 AM;

•Tuesday, July 26, at 2:00 PM to Wednesday, July 27, at 2:00 AM;

•Wednesday, July 27, at 2:00 PM to Thursday, July 28, at 2:00 AM; and

•Thursday, July 28, at 2:00 PM to midday Friday, July 29.

The posted detours for motorists to follow during the closure of the I-95
exit
ramps at Broad Street (Route 611/Exit 17) are:

•From I-95 North: Route 291 (Penrose Avenue) east, to Moyamensing Avenue,
to
Oregon Avenue to Broad Street (Route 611); and

•From I-95 South: Enterprise Avenue, to Island Avenue, to Route 291
(Penrose
Avenue) east, to Moyamensing Avenue, to Oregon Avenue to Broad Street
(Route
611).

PennDOT and its regional transportation partners are using more than 100
permanent and portable electronic message signs to complement stationary
signs
to inform commercial drivers and travelers of I-95 restrictions in
Philadelphia
during this special event. Informational messages began running Saturday,
July
16, and will continue until the end of the convention.

To assist residents and visitors before and during the convention, PennDOT
launched www.511PA.com/DNC – a detailed travelers' website. The site's home

page offers options to see information about real-time traffic conditions
on
highways in the Philadelphia region and lists street closures around the
convention venue. This site is accessible from both desktop and mobile
interfaces.

Motorists can check conditions on more than 40,000 roadway miles by
visiting
www.511PA.com. 511PA, which is free and available 24 hours a day, provides
traffic delay warnings, weather forecasts, traffic speed information and
access
to more than 770 traffic cameras.
