Scattered power outages are expected.   * Situational Awareness...winds near 11 AM this morning have   gusted to around 50 mph upstream, in the vicinity of Hagerstown   Maryland and Martinsburg West Virginia.   Precautionary/Preparedness Actions...   A Wind Advisory means that very windy conditions are expected. Winds this strong can make driving difficult...especially for high profile vehicles. Use extra caution. Light-weight outdoor objects such as patio furniture and garbage cans should be secured.
